Book excerpt: Despite the hopes of the civil rights movement, researchers have found that the election of African Americans to office has not greatly improved the well-being of the black community. By shifting the focus to the white community, this book shows that black representation can have a profound impact. Utilizing national public opinion surveys, data on voting patterns in large American cities, and in-depth studies of Los Angeles and Chicago, Zoltan Hajnal demonstrates that under most black mayors there is real, positive change in the white vote and in the racial attitudes of white residents. This change occurs because black incumbency provides concrete information that disproves the fears and expectations of many white residents. These findings not only highlight the importance of black representation; they also demonstrate the critical role that information can play in racial politics to the point where black representation can profoundly alter white views and white votes.

Book excerpt: This book argues that the international development sector is in crisis which can be mostly sourced to its side-stepping the dominant development question of our age, the neoliberal growth paradigm. It argues that this crisis can be addressed, at least in part, by the sector’s re-engagement with the radical development education process that it helped to foster and sustain for over two decades. The recent safeguarding scandal is symptomatic of a sector that is becoming overly hierarchical, brand conscious and disconnected from its base. This book argues that many of the problems the sector is facing can be sourced to its failings in grappling with the question of neoliberalism and formulating a coherent critique of how market orthodoxy has accelerated poverty in the global North and South. This book recommends re-embracing the radical origins of global learning, situated in the participative methodology and praxis (reflection and action) of Paulo Freire, both as internal capacity-building and external public engagement. The book proposes a new development paradigm, focusing on bottomup, participative approaches to policy-making based on the needs of those NGOs claim to represent – the poor, marginalised and voiceless – rather than constantly following the agenda of donors and governments. The recommendations made by this book will serve as an important resource for researchers and students of international development and global learning, as well as to NGOs, civil society activists and education practitioners looking for solutions to the problems within the sector.

An electorate composed of newly enfranchised former slaves, native southern whites (minus significant numbers of disenfranchised former Confederate officials), and a small contingent of "carpetbaggers," or outside whites, sent delegates to ten constitutional conventions. Derogatorily labeled "black and tan" by their detractors, these assemblies wrote constitutions and submitted them to Congress and to the voters in their respective states for approval. Blacks, Carpetbaggers, and Scalawags offers a quantitative study of these decisive but little-understood assemblies -- the first elected bodies in the United States to include a significant number of blacks. Richard L. Hume and Jerry B. Gough scoured manuscript census returns to determine the age, occupation, property holdings, literacy, and slaveholdings of 839 of the conventions' 1,018 delegates. Carefully analyzing convention voting records on certain issues -- including race, suffrage, and government structure -- they correlate delegates' voting patterns with their racial and socioeconomic status. The authors then assign a "Republican support score" to each delegate who voted often enough to count, establishing the degree to which each delegate adhered to the Republican leaders' program at his convention. Using these scores, they divide the delegates into three groups -- radicals, swing voters, and conservatives -- and incorporate their quantitative findings into the narrative histories of each convention, providing, for the first time, a detailed analysis of these long-overlooked assemblies. Hume and Gough's comprehensive study offers an objective look at the accomplishments and shortcomings of the conventions and humanizes the delegates who have until now been understood largely as stereotypes. Drawing on new data--four mass and four elite opinion surveys undertaken by the Chicago Council of Foreign Relations from 1974 to 1986--combined with sophisticated analysis techniques, Wittkopf offers a pathbreaking study that addresses the central question of the relationship of a democracy to its foreign policy. The breakdown of the "consensus" approach to American foreign policy after the Cold War years has become the subject of much analysis.
