As such, he was Germany's official military observer in the capital of the nation whose potential as an ally of those powers arrayed against Adolf Hitler in the 1930s might have given the dictator pause in any predatory plans he harbored against his neighbors. Though von Boetticher produced a rich and detailed commentary on military and political affairs in Washington in the eight years prior to the outbreak of war between Germany and the United States in 1941, he was nonetheless accused after the war of misjudging America's productive potential and misleading Hitler with overly optimistic reports. As Alfred M. Beck points out, what he actually told German authorities in Berlin is strikingly different from what his detractors later claimed. Von Boetticher "permits a glimpse into the sociology of a conservative officer caste at once assailed by the politics of a regime and the impossibilities imposed on it, its weaknesses in resisting its evils, and its eventual failure to present an alternative to National Socialism's illusory attractions." A loyal German, von Boetticher had strong ties to America. His mother was American-born, he spoke English fluently, and he was enamored of American military history. He was also anti-Semitic and believed that "Jewish wire-pullers" had undue influence over the U.S. government and its policies. His professional ties to U.S. Army officers in the War Department were so strong--supplying them, for example, with details on German air strength and operations during the Battle of Britain in 1940--that they survived until August 1941 and long after the German ambassador himself had been recalled. Torn between his duty to Germany (though the Nazi regime had attempted to harm his son) and his deep affection for America, von Boetticher stood among the broad middle range of German officials who were neither perpetrator nor victim.

The political police (Gestapo), the criminal police (Kripo), and the security service (SD) were all brought together under the RSHA umbrella in 1939, commanded by SS-General Reinhard Heydrich. Using RSHA in Berlin as the centre, the web of Heydrich’s control extended into every corner of Nazi-occupied Europe. British and American intelligence agencies tried to get to grips with RSHA departments at the end of the war, knowing who was who and what they did, relying on what captured RSHA personnel told them along with intercepted documentation. To provide Allied intelligence officers in the field with accurate knowledge, the Counter Intelligence War Room (CIWR) was established to provide this information and list further Gestapo, Kripo, SD, and Abwehr officials to be arrested and interrogated. The informative CIWR reports used here give a precise examination of the RSHA by department, some detailing how Nazi jealousies and rivalries were more helpful to the Allied war effort than the Nazi cause - a portrayal of how Nazi Intelligence agencies went wrong.

However, newly declassified MI5, CIA and US Counterintelligence Corps files shed a very different light on the structure, control and capabilities of the German intelligence machine in Europe, South America, the Mediterranean and the Middle East. It is usually stated that, under Admiral Canaris, the Abwehr neglected its main functions, its attention being focused more on trying to bring down Hitler. Yet Canaris greatly expanded the Abwehr from 150 personnel into a vast world-wide organisation which achieved many notable successes against the Allies. Equally, the SD’s tentacles spread across the Occupied territories as the German forces invaded country after country across Europe. In this in-depth study of the Abwehr’s rise to power, 1935 to 1943, its activities in Russia, the Baltic States, Ukraine, Japan, China, Manchuko and Mongolia are examined, as well as those in Thailand, French Indo-China, the Dutch East Indies, the Philippines, Iran, Turkey, Afghanistan, and the Arab nations. In this period, the Abwehr built a complex network of individual agents with transmitters operating from commercial, diplomatic and consular premises. Before, and in the early stages of the war, it later became apparent, the Abwehr was controlling a number of agents in Britain. Indeed, it was only after the war that the scale of the Abwehr’s activities became known, the organisation having of around 20,000 members. For the first time, the Abwehr’s development and the true extent of its operations have been laid bare, through official files and even of restored documents previously redacted. The long list of operations and activities of the Abwehr around the world includes the efforts of an agent in the USA who was arrested after a bizarre attempt to obtain a quantity of blank American passports by impersonating a senior State Department official, Edward Weston, an Under-Secretary of State. Also, former U.S. Marine, Kurt Jahnke, who was recruited to collect information about the American munitions production and send it on to Germany. These are just two of the numerous and absorbing accounts in this all-embracing study.
