The report looks in depth at organizational investments into security protocols; it gathers specific information on the economic impact of security breaches; and, identifies the differential views and focus of various types of assessment organizations including certification/licensure, educational, and vendor organizations. "The testing industry needs to be much more astute, not only about how assessments are secured during development, but how they are secured during delivery and maintenance cycles as well. The need for assessment organizations to understand the impact of a security breach is critical," ATPSC Chair, Nikki Eatchel of Scantron, writes in the summary of the ATP Security Survey Report. Other significant findings revealed in this report are: Organizational investment is steep during the item development phase and then significantly reduces as the assessment moves to delivery and maintenance phases; Security plans have gained attention and development, but there is little follow-through in terms of implementation and auditing; And finally, there is a lack of knowledge and understanding regarding security roles and responsibilities for assessment organizations and vendors. ATPSC Vice Chair, Beth Holst of Holst and Associates writes, "This study is an important first step and lays the foundation for several more years of detailed study around the issues related to assessment security...with ongoing efforts and continued focus by industry professionals, we hope to drastically reduce the 80% of respondents involved in security breaches to a much lower percentage in future surveys". Chapters in this important survey report include General Findings, Demographics, Prevention, Detection, Impact, Mitigation and Litigation and a Summary of overall findings. "The testing industry has much to be grateful for as security for assessments remains a key investment for vendors and assessment organizations. The question remains, however, whether the industry is making the right investments and utilizing all of its power to stop breaches from happening before they occur," Eatchel concludes in this important report for all assessment industry professionals.

Book excerpt: Food quality and safety have been the central issues of food economics and are considered among the most important food attributes. However, evidence of the impact of food safety consciousness on consumers' food purchasing behavior is limited. This paper studies the impact of food safety consciousness on weekly milk expenditure, milk price paid, milk quantity purchased, and the probability of purchasing milk from modern market outlets in Nepal. We conducted dairy consumer survey in four selected districts of the country and employed an instrumental variable regression and quantile instrumental variable to estimate the heterogeneous treatment effects. The results suggest that education, income, and social network are the major factors that positively influence food safety consciousness. An increase in the food safety consciousness level by 1% increases the weekly milk expenditure, milk price paid, and weekly milk purchased by 1.37%, 0.66%, and 1.27%, respectively. Furthermore, we found that an increase in food safety consciousness by 1% is associated with a 37% higher probability of selecting a modern milk outlet. At higher levels of food safety consciousness, female-headed households are significantly more likely to purchase milk from modern outlets in comparison to male-headed households. Our findings imply that increasing food safety consciousness is likely to improve food security (through more consumption of milk and other healthy food) and the welfare of smallholder dairy farmers (through increased milk demand and higher milk prices paid by consumers).

Rwanda currently relies on traditional biomass for energy supply, and shifting away from traditional biomass use would lower its dependency on traditional biomass and improve access to modern sustainable energy forms. Sustainable bioenergy interlinks closely with the agriculture sector, therefore it is necessary to find specific options that minimize negative impacts on the environment and food security. This accomplishes the dual purpose of energy security and food security. This report assesses the use of agriculture residues for the production of bioenergy in Rwanda. The methodology used for the assessment is the Bioenergy and Food Security (BEFS) approach of the Food and Agriculture Organization of the United Nations (FAO). The report provides a detailed assessment of the potential of crop, livestock and woody biomass availability for the production of off-grid electricity solutions and cooking fuels. Through the assessment, a number of specific bioenergy pathways are identified as suitable for bioenergy production. These options should be carried forward for piloting in the country and ground truthing.
