Faced with unfamiliar or ambiguous situations, commanders and staffs may feel overwhelmed by uncertainty. This is where Army design methodology (ADM) can help. By first framing an operational environment and associated problems, ADM enables commanders and staffs to think about the situation before developing ways to solve those problems. Based on this understanding, commanders and staffs are better equipped to develop approaches to overcome identified problems. ADM helps commanders and staffs with understanding, visualizing, and describing operations and it is an aid to conceptual planning. During operations, ADM supports organizational learning as the command adapts to changing circumstances. The potential benefits for using ADM include: - Enhanced dialogue between commanders, staffs, and unified action partners. - Greater understanding of an operational environment. - Deeper understanding of problems and their causes. - Shared understanding of the operation's purpose. - Shared visualization of the conduct of an operation. - Enhanced guidance to drive detailed planning. - Expanded role of the assessment process. Book excerpt: With the March 2010 publication of FM 5-0, The Operations Process, the U.S. Army formally introduced Design into its doctrine. Design is defined in FM 5-0 as “a methodology for applying critical and creative thinking to understand, visualize, and describe complex, ill-structured problems and develop approaches to solve them” (Headquarters; Department of the Army, 2010) p. 3-1). The intent of Design is to help Commanders respond more adeptly to interactively complex, dynamic, and novel situations. It emphasizes using collaborative discourse to develop a holistic understanding of a problem space so that the appropriate solution becomes apparent. Though many people contend that successful Commanders have always engaged in Design-type activity, the codification of Design in doctrine nonetheless represents a significant organizational change for the Army. Organizational change efforts are often met with resistance, and the intended benefits of the change may go unrealized. Introducing an innovation, even when it is arguably an improvement over current practice, does not assure successful adoption of the innovation. A host of challenges that are often unrelated to the technical merits of new ideas can undermine successful implementation. The goal of this research effort was to illuminate the issues associated with introducing Design into the U.S. Army. A primary focus of the project was to identify and document significant organizational barriers to integration and operational use of Design. The research team also developed recommendations for steps the Army can take to address the challenges and facilitate the assimilation of Design into operations. The research team conducted three main tasks to identify significant obstacles to incorporating Design into operations. The first task was a literature review, focusing on military publications, doctrine, Combined Arms Center (CAC) blog posts, literature from the field of cognitive psychology, and literature from the field of organizational change. The second task was to conduct interviews with a variety of subject-matter experts, including those who teach Design, those who have received formal education in Design, and those who have applied Design-type activities in the field. The third task consisted of analysis and synthesis of the data, and development of recommendations. Although aspects of these findings have been documented elsewhere, there are currently no sources that address a comprehensive collection of barriers to adopting Design in the Army, nor that offer strategies for facilitating integration. Thus, this report offers a comprehensive account of the range of challenges affecting institutionalization of Design in the Army, in addition to suggestions for mitigating them. Recommendations are organized around the following topics: promoting Design within the Army, accumulating an evidence base, educating/instructing Design, rewards and incentives, facilitating the link to practice, and future research. The authors believe that awareness of the barriers and attention to strategies for addressing them will enhance the likelihood of effectively infusing Design into the way the Army does business. The findings of this research can benefit a variety of stakeholders, including Army leaders who are communicating and educating forces on the concept of Design and its application, doctrine authors who will be evolving the concept of Design in future iterations of doctrine, and Commanders and planning staff who are implementing Design in military operations. The findings may also be useful for those seeking insight into future research needs.

Book excerpt: This publication, Army Techniques Publication ATP 3-05.2 Foreign Internal Defense August 2015, provides the U.S. Army commanders and staffs information on the concept of planning and conducting foreign internal defense (FID). ATP 3-05.2 describes the fundamentals, activities, and considerations involved in the planning and execution of FID throughout the full range of military operations, and it emphasizes FID as a strategic policy option. This publication serves as the doctrinal foundation for subordinate Army FID doctrine, force integration, materiel acquisition, professional education, and individual and unit training. This publication also serves as the Army's description of FID, which will be useful in the larger joint and interagency environment. The principal audience for ATP 3-05.2 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force (JTF) or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication. ATP 3-05.2 (formerly FM 3-05.2) was last published in 2011. This revision provides special operations forces (SOF) commanders; their staffs; other Services in the Department of Defense (DOD); and joint, interagency, intergovernmental, and multinational audiences, as well as supporting and supported agencies and organizations techniques for providing support to FID operations. The publication provides doctrinal guidance and outlines the necessary requirements for conducting, planning, preparing, and executing missions. Chapter 1 provides an overview of the organization and functions of FID, including the HN internal defense and development (IDAD) program, a comprehensive approach of FID. It also describes the relationship with other operations and U.S. national objectives and policy throughout the range of military operations. Chapter 2 discusses organization and responsibilities from national-level organizations to the U.S. diplomatic mission and country team and down to the JTF. Also covered is the role of conventional forces in FID and the multinational forces. Chapter 3 discusses planning processes and considerations, with a focus on guidance, planning requirements, assessment, and other key operational considerations. Chapter 4 provides an overview of requirements, organization, and support. This chapter includes a discussion of training, skills needed for success, training strategy, and advisory assistance to the HN. Chapter 5 discusses employment considerations and provides an overview of employment factors for SOF and conventional forces, health service support (HSS), and site survey procedures. Chapter 6 provides a discussion on overall operations, including indirect and direct support operations, combat operations, sustainment, and insurgency operations. Chapter 7 discusses redeployment considerations, such as termination of operations, handoff procedures, and postmission debriefing procedures. Appendix A covers legal, regulatory, and policy considerations; international law; U.S. and HN laws; treaties; and agreements. This appendix also covers United States Code (USC) for funding. Appendix B discusses the HN's IDAD strategy and program, including the four functions of IDAD and the principles that apply to the program. Appendix C covers intelligence support operations, with discussions on the role of intelligence in FID and intelligence requirements. Appendix D discusses the illustrative interagency plan, including the content, phases, joint, and Army planning and concerns. Appendix E discusses security assistance operations and how the geographic combatant commander (GCC) uses security assistance to further FID activities. Appendix F covers site survey considerations and checklist to help during the predeployment site survey.

These two documents are designed to be complimentary, and in tandem, they provide guidance on the implementation of RM throughout the Army. The principal audience for ATP 5-19 is all members of the profession of arms. Commanders, staffs, leaders, Army civilians, and individual Soldiers throughout the Army will use this publication. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations. Commanders at all levels ensure their Soldiers operate in accordance with the law of war and the rules of engagement. AR 385-10 implements compliance with appropriate federal law and Department of Defense instructions. It provides administrative policy on Army safety management procedures. The proponent of ATP 5-19 has made every effort to keep this doctrine consistent with AR 385-10 and all appropriate laws, regulations, instructions, and policies. Where Army doctrine differs, the laws, regulations, instructions, and policies take precedence.
