Available in PDF, EPUB and Kindle. Book excerpt: Mark H. Moore’s now classic Creating Public Value offered advice to public managers about how to create public value. But that book left a key question unresolved: how could one recognize (in an accounting sense) when public value had been created? Here, Moore closes the gap by setting forth a philosophy of performance measurement that will help public managers name, observe, and sometimes count the value they produce, whether in education, public health, safety, crime prevention, housing, or other areas. Blending case studies with theory, he argues that private sector models built on customer satisfaction and the bottom line cannot be transferred to government agencies. The Public Value Account (PVA), which Moore develops as an alternative, outlines the values that citizens want to see produced by, and reflected in, agency operations. These include the achievement of collectively defined missions, the fairness with which agencies operate, and the satisfaction of clients and other stake-holders. But strategic public managers also have to imagine and execute strategies that sustain or increase the value they create into the future. To help public managers with that task, Moore offers a Public Value Scorecard that focuses on the actions necessary to build legitimacy and support for the envisioned value, and on the innovations that have to be made in existing operational capacity. Using his scorecard, Moore evaluates the real-world management strategies of such former public managers as D.C. Mayor Anthony Williams, NYPD Commissioner William Bratton, and Commissioner of the Minnesota Department of Revenue John James.

Book excerpt: "The history, development, and future directions of evaluation in various European and Asian countries are described and examined. Chapter topics include international organizations or associations that influence this global direction."--Business Horizon Evaluation of public policy has changed considerably in the past decade. This is especially true in Europe, where evaluation is now an institutional part of public sector governance, but it is also characteristic of other parts of the world. The International Atlas of Evaluation describes individual country as well as global trends and developments in the application and impact of evaluation. It also explains underlying forces affecting the contour of evaluation in different national contexts and their consequences for the diffusion of evaluation. The International Atlas of Evaluation describes and examines the history development and future directions of evaluation in twenty-two countries: Australia, Canada, China, Denmark, Finland, France, Germany, Switzerland, Ireland, Israel, Italy, Japan, Korea, the Netherlands, New Zealand, Norway, Spain, Sweden, Switzerland, Zimbabwe, the United Kingdom, and the United States. It includes chapters on international organizations or associations that heavily influence the global direction of evaluation-the European Union, the World Bank, and Development Assistance Evaluation. The volume includes a historical overview of supply and demand in relation to evaluation; shifts in institutional settings; university programs and other sources of training; descriptions of its applications in the executive and legislative branches of government; and observations on the status and future of national systems of evaluation. The Atlas explores whether those countries where evaluation "took off" some years ago are expanding its use, or whether its development has stabilized or even decreased. It explores factors supporting the development of evaluation in a number of developing countries. This volume in the Comparative Policy Analysis series is an essential tool for policy makers, government officials, and scholars interested in the contemporary status of evaluation. Jan-Eric Furubo is head of the Secretariat for Strategic Analyses in the National Audit Office in Sweden. Ray C. Rist is a senior evaluation officer with the Operations Evaluation Department of the World Bank. He has held senior positions in both the legislative and executive branches of the United States government as well as teaching positions at Cornell University, The John Hopkins University, and George Washington University. Rolf Sandahl is an expert in evaluation at the National Financial Management Authority in Sweden, and author of many books and articles in the area of policy instruments, results analysis, and management by results.

Available in PDF, EPUB and Kindle. Book excerpt: As seen on Tucker Carlson, The Ingraham Angle, The Megyn Kelly Show, The Clay Travis & Buck Sexton Show, The Next Revolution with Steve Hilton and more! What really happened behind the scenes at the Trump White House during the COVID pandemic? When Dr. Scott W. Atlas was tapped by Donald Trump to join his COVID Task Force, he was immediately thrust into a maelstrom of scientific disputes, policy debates, raging egos, politically motivated lies, and cynical media manipulation. Numerous myths and distortions surround the Trump Administration’s handling of the crisis, and many pressing questions remain unanswered. Did the Trump team really bungle the response to the pandemic? Were the right decisions made about travel restrictions, lockdowns, and mask mandates? Are Drs. Anthony Fauci and Deborah Birx competent medical experts or timeserving bureaucrats? Did half a million people really die unnecessarily because of Trump’s incompetence? So far no trusted figure has emerged who can tell the story straight—until now. In this unfiltered insider account, Dr. Scott Atlas brings us directly into the White House, describes the key players in the crisis, and assigns credit and blame where it is deserved. The book includes shocking evaluations of the Task Force members’ limited knowledge and grasp of the science of COVID and details heated discussions with Task Force members, including all of the most controversial episodes that dominated headlines for weeks. Dr. Atlas tells the truth about the science and documents the media’s relentless campaign to suffocate it, which included canceled interviews, journalists’ off-camera hostility in White House briefings, and intentional distortion of facts. He also provides an inside account of the delays and timelines involving vaccines and other treatments, evaluates the impact of the lockdowns on American public health, and indicts the relentless war on truth waged by Big Business and Big Tech. No other book contains these revelations. Millions of people who trust Dr. Atlas will want to read this dramatic account of what really went on behind the scenes in the White House during the greatest public health crisis of the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: Maps capture data expressing the economic complexity of countries from Albania to Zimbabwe, offering current economic measures and as well as a guide to achieving prosperity Why do some countries grow and others do not? The authors of The Atlas of Economic Complexity offer readers an explanation based on "Economic Complexity," a measure of a society's productive knowledge. Prosperous societies are those that have the knowledge to make a larger variety of more complex products. The Atlas of Economic Complexity attempts to measure the amount of productive knowledge countries hold and how they can move to accumulate more of it by making more complex products. Through the graphical representation of the "Product Space," the authors are able to identify each country's "adjacent possible," or potential new products, making it easier to find paths to economic diversification and growth. In addition, they argue that a country's economic complexity and its position in the product space are better predictors of economic growth than many other well-known development indicators, including measures of competitiveness, governance, finance, and schooling. Using innovative visualizations, the book locates each country in the product space, provides complexity and growth potential rankings for 128 countries, and offers individual country pages with detailed information about a country's current capabilities and its diversification options. The maps and visualizations included in the Atlas can be used to find more viable paths to greater productive knowledge and prosperity.

Book excerpt: While governments throughout the world have different approaches to how they make their public sector information (PSI) available and the terms under which the information may be reused, there appears to be a broad recognition of the importance of digital networks and PSI to the economy and to society. However, despite the huge investments in PSI and the even larger estimated effects, surprisingly little is known about the costs and benefits of different information policies on the information society and the knowledge economy. By understanding the strengths and weaknesses of the current assessment methods and their underlying criteria, it should be possible to improve and apply such tools to help rationalize the policies and to clarify the role of the internet in disseminating PSI. This in turn can help promote the efficiency and effectiveness of PSI investments and management, and to improve their downstream economic and social results. The workshop that is summarized in this volume was intended to review the state of the art in assessment methods and to improve the understanding of what is known and what needs to be known about the effects of PSI activities.

Pui-yin Ho explores the ways in which the social, economic and political environments of different eras have influenced the city's development. From colonial governance, wartime experiences, high density development and adjustments before and after 1997 through contemporary challenges, this book explores forward-looking ideas that urban planning can offer to lead the city in the future. Evaluating the relationship between town planning and social change, this book looks at how a local Hong Kong identity emerged in the face of conflict and compromise between Chinese and European cultures. In doing so, it brings a fresh perspective to urban research, providing historical context and direction for the future development of the city. Hong Kong's urban development experience offers not only a model for other Chinese cities but also a better understanding of Asian cities more broadly. Urban studies scholars will find this an exemplary case study of a developing urban landscape. Town planners and architects will also benefit from reading this comprehensive book as it shows how Hong Kong can be taken to the next stage of urban development and modernisation.
