Book excerpt: Following an attempt to assassinate King William III in 1696, Parliament ordered that an oath of loyalty should be taken by all office holders throughout the country and including all men over 20 years of age. The oath also incorporated a clause for men to associate together to avenge any future attempted or actual assassination, to maintain the laws, the Protestant religion and the succession as set down by law. The surviving listings of actual subscribers for Sussex and the Cinque Ports contain thousands of signatures of loyal inhabitants and act as a directory of surnames across Sussex and the Kent Cinque Ports for 1696, the only such listings from the Hearth Taxes of the 1660s and the Land Tax of 1785. They also include the signatures of many Sussex clergy. The Oath Rolls are a useful but under-used source for family and local history and Sussex now becomes one of the few counties to have these rolls published. There is a useful introduction explaining the origin of the rolls and a tantalising fact that only just over 5% signed by mark, indicating that educational provision in the county may have been greater than hitherto thought.

Focusing on the petition-like form of the loyal address, it argues that these texts helped to foster a politically aware public by mapping shifts in the national 'mood'. Covering addressing campaigns from the late-Cromwellian to the early Georgian period, the book explores the production, presentation, subscription and publication of these texts. It argues that beneath partisan attacks on the credibility of loyal addresses lay a broad consensus about the validity of this political practice. Ultimately, loyal addresses acknowledged the existence of a 'political public' but did so in a way which fundamentally conceded the legitimacy of the social and political hierarchy. They constituted a political form perfectly suited to a fundamentally unequal society in which political life continued to be centered on the monarchy.
