For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence. They present definitions, recent statistics, health consequences, costs, and risk factors of gender-based violence. The authors analyze good practice initiatives in the justice, health, and education sectors, as well as multisectoral approaches. For each of these sectors, they examine initiatives that have addressed laws and policies, institutional reforms, community mobilization, and individual behavior change strategies. Finally, the authors identify priorities for future research and action, including funding research on the health and socioeconomic costs of violence against women, encouraging science-based program evaluations, disseminating evaluation results across countries, promoting investment in effective prevention and treatment initiatives, and encouraging public-private partnerships.

In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.

Suburbanizing the Masses examines how collective forms of transport have contributed to the spatial and social evolution of towns and cities in various countries since the mid nineteenth century. Divided into two sections, the volume develops first the classic tradition on transport and the city, public transport's 'impact' on urban development. The contextualisation of transport is one important factor in the historical debates surrounding urban development. As well as analysing the discourse employed by urban political and business elites in favour of public transport, these contributions show the degree to which practice often fell short of ideals. The second section tackles the professional paradigms of urban transport: the circulation of traffic in cities and the technological modes appropriate to its realization. In particular these contributions explore the paradigms held by professional planners and managers, and the political classes associated with them. From a variety of perspectives Suburbanizing the Masses demonstrates the continuing relevance of socio-historical inquiry on the relationship between public transport and urban development. By differentiating between the many roles of urban transport in the nineteenth century, it confirms that public transport was not directly linked to urban growth, and instead often had only a limited effect on the wider urban structure. Suburbanizing the Masses forces a reassessment of the received historiography that maintains cheap public transport was essential to the spectacular growth of cites in the nineteenth century.

It also collects data on remedies, such as the existence and scope of protection orders for victims of domestic violence. Violence thwarts women's economic empowerment by limiting their ability to exercise agency and make choices. Violence against women and girls both reflects and reinforces inequalities between women and men. Where a girl can be legally married before she turns 18, she has less opportunity to make choices about her future. Where a woman suffers abuse from her husband, her health and psychological well-being are threatened and her capacity to work and function socially are impaired. If she is not able to work, she is forced into a subordinate position, both psychologically and economically, and the cycle of violence persists. Legal protection is crucial to reduce impunity and open avenues for redress. Yet Women, Business and the Law finds persisting gaps in laws protecting women from violence. Countries are increasingly protecting girls and women from violence. For example, between 2013 and 2015, Kenya, Luxembourg, Nicaragua, and Uruguay all raised the age of marriage for girls. Tonga's 2013 Family Protection Act explicitly criminalizes marital rape. Georgia has amended its criminal code to expand the grounds of liability for domestic crimes, including rape, to spouses and other family members. Moreover, it reformed the Law on the Elimination of Domestic Violence to provide for removal of the perpetrator from the home. In its new penal code, Mozambique has amended Article 400, which had been in place since 1886 and allowed charges to be dropped if a rapist married his victim. And Belarus, Lebanon, Papua New Guinea, and Tonga adopted new laws on domestic violence that provide for protection orders. While there has clearly been progress, major gaps still need to be addressed. That Malawi and 8 other economies have raised the marital age shows movement in a positive direction. The adoption in the past 2 years of new domestic violence laws in some economies and more comprehensive provisions in others worldwide is also a telling indication of progress. But more is needed. Among the priorities of the new Sustainable Development Goals (SDGs) are 'eliminating all forms of violence against women and girls in the public and private spheres' and 'eliminating all harmful practices, such as child, early and forced marriage, ' which recognize the need for enhanced legal protection for girls and women worldwide. International and regional commitments and instruments pave the way for change. And while the existence of more and better laws is a critical first step, better enforcement of the law is necessary to ensure protection for women. Only when women and girls are fully protected from violence will they be able to enjoy the same autonomy, freedom, and opportunities as men.
