Book excerpt: This book addresses new technologies being considered by the Federal Aviation Administration (FAA) for screening airport passengers for concealed weapons and explosives. The FAA is supporting the development of promising new technologies that can reveal the presence not only of metal-based weapons as with current screening technologies, but also detect plastic explosives and other non-metallic threat materials and objects, and is concerned that these new technologies may not be appropriate for use in airports for other than technical reasons. This book presents discussion of the health, legal, and public acceptance issues that are likely to be raised regarding implementation of improvements in the current electromagnetic screening technologies, implementation of screening systems that detect traces of explosive materials on passengers, and implementation of systems that generate images of passengers beneath their clothes for analysis by human screeners.

Book excerpt: Protection of the traveling public from terrorist threats involving explosives is a major goal of the Transportation Security Administration (TSA). For 20 years, the TSA (and the Federal Aviation Administration before it) have been investing in technologies to meet that goal. To support that activity, the TSA has asked the NRC to assess a variety of technological opportunities for offering such protection. The NRC is approaching this assignment by issuing a series of reports on chosen technology applications. This is the first of that series and presents an assessment of mass spectrometry for enhanced trace detection (ETD) of chemicals contained in explosives. The report describes limitations of trace detection in general and the current technologies in particular. It then presents a discussion of the potential for mass spectrometry to improve EDT including challenges faced by such a system, recommendations for starting a program to take advantage of mass spectrometry, and recommendations for a phased implementation plan.

Book excerpt: Passenger screening at commercial airports in the United States has gone through significant changes since the events of September 11, 2001. In response to increased concern over terrorist attacks on aircrafts, the Transportation Security Administration (TSA) has deployed security systems of advanced imaging technology (AIT) to screen passengers at airports. To date (December 2014), TSA has deployed AITs in U.S. airports of two different technologies that use different types of radiation to detect threats: millimeter wave and X-ray backscatter AIT systems. X-ray backscatter AITs were deployed in U.S. airports in 2008 and subsequently removed from all airports by June 2013 due to privacy concerns. TSA is looking to deploy a second-generation X-ray backscatter AIT equipped with privacy software to eliminate production of an image of the person being screened in order to alleviate these concerns. This report reviews previous studies as well as current processes used by the Department of Homeland Security and equipment manufacturers to estimate radiation exposures resulting from backscatter X-ray advanced imaging technology system use in screening air travelers. Airport Passenger Screening Using Backscatter X-Ray Machines examines whether exposures comply with applicable health and safety standards for public and occupational exposures to ionizing radiation and whether system design, operating procedures, and maintenance procedures are appropriate to prevent over exposures of travelers and operators to ionizing radiation. This study aims to address concerns about exposure to radiation from X-ray backscatter AITs raised by Congress, individuals within the scientific community, and others.

Book excerpt: The security of the U.S. commercial aviation system has been a growing concern since the 1970's when the hijacking of aircraft became a serious problem. Over that period, federal aviation officials have been searching for more effective ways for non-invasive screening of passengers, luggage, and cargo to detect concealed explosives and weapons. To assist in this effort, the Transportation Security Administration (TSA) asked the NRC for a study of emerging screening technologies. This report-the third of four-focuses on currently maturing millimeter-wavelength/terahertz imaging and spectroscopy technologies that offer promise in meeting aviation security requirements. The report provides a description of the basic operation of these imaging systems, an assessment of their component technologies, an analysis of various system concepts, and an implementation strategy for deployment of millimeter-wavelength/terahertz technology screening systems.

Available in PDF, EPUB and Kindle. Book excerpt: Vulnerabilities abound in U.S. society. The openness and efficiency of our key infrastructures â€" transportation, information and telecommunications systems, health systems, the electric power grid, emergency response units, food and water supplies, and others â€" make them susceptible to terrorist attacks. Making the Nation Safer discusses technical approaches to mitigating these vulnerabilities. A broad range of topics are covered in this book, including: Nuclear and radiological threats, such as improvised nuclear devices and "dirty bombs;" Bioterrorism, medical research, agricultural systems and public health; Toxic chemicals and explosive materials; Information technology, such as communications systems, data management, cyber attacks, and identification and authentication systems; Energy systems, such as the electrical power grid and oil and natural gas systems; Transportation systems; Cities and fixed infrastructures, such as buildings, emergency operations centers, and tunnels; The response of people to terrorism, such as how quality of life and morale of the population can be a target of terrorists and how people respond to terrorist attacks; and Linked infrastructures, i.e. the vulnerabilities that result from the interdependencies of key systems. In each of these areas, there are recommendations on how to immediately apply existing knowledge and technology to make the nation safer and on starting research and development programs that could produce innovations that will strengthen key systems and protect us against future threats. The book also discusses issues affecting the government's ability to carry out the necessary science and engineering programs and the important role of industry, universities, and states, counties, and cities in homeland security efforts. A long term commitment to homeland security is necessary to make the nation safer, and this book lays out a roadmap of how science and engineering can assist in countering terrorism.

This book was released on 2018-06-22 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book sheds light on aviation security, considering both technologies and legal principles. It considers the protection of individuals in particular their rights to privacy and data protection and raises aspects of international law, human rights and data security, among other relevant topics. Technologies and practices which arise in this volume include body scanners, camera surveillance, biometrics, profiling, behaviour analysis, and the transfer of air passenger personal data from airlines to state authorities. Readers are invited to explore questions such as: What right to privacy and data protection do air passengers have? How can air passenger rights be safeguarded, whilst also dealing appropriately with security threats at airports and in airplanes? Chapters explore these dilemmas and examine approaches to aviation security which may be transferred to other areas of transport or management of public spaces, thus making the issues dealt with here of paramou nt importance to privacy and human rights more broadly. The work presented here reveals current processes and tendencies in aviation security, such as globalization, harmonization of regulation, modernization of existing data privacy regulation, mechanisms of self-regulation, the growing use of Privacy by Design, and improving passenger experience. This book makes an important contribution to the debate on what can be considered proportionate security, taking into account concerns of privacy and related human rights including the right to health, freedom of movement, equal treatment and non-discrimination, freedom of thought, conscience and religion, and the rights of the child. It will be of interest to graduates and researchers in areas of human rights, international law, data security and related areas of law or information science and technology. I think it will also be of interest to other categories (please see e.g. what the reviewers have written) "I think that the book would be of great appeal for airports managing bodies, regulators, Civil Aviation Authorities, Data Protection Authorities, air carriers, any kind of security companies, European Commission Transport Directorate, European Air Safety Agency (EASA), security equipment producers, security agencies like the US TSA, university researchers and teachers." "Lawyers (aviation, privacy and IT lawyers), security experts, aviation experts (security managers of airports, managers and officers from ANSPs and National Aviation Authorities), decision makers, policy makers (EASA, EUROCONTROL, EU commission)"

Available in PDF, EPUB and Kindle. Book excerpt: The threat from the degradation of materials in the engineered products that drive our economy, keep our citizenry healthy, and keep us safe from terrorism and belligerent threats has been well documented over the years. And yet little effort appears to have been made to apply the nation's engineering community to developing a better understanding of corrosion and the mitigation of its effects. The engineering workforce must have a solid understanding of the physical and chemical bases of corrosion, as well as an understanding of the engineering issues surrounding corrosion and corrosion abatement. Nonetheless, corrosion engineering is not a required course in the curriculum of most bachelor degree programs in MSE and related engineering fields, and in many programs, the subject is not even available. As a result, most bachelor-level graduates of materials- and design-related programs have an inadequate background in corrosion engineering principles and practices. To combat this problem, the book makes a number of short- and long-term recommendations to industry and government agencies, educational institutions, and communities to increase education and awareness, and ultimately give the incoming workforce the knowledge they need.
