These challenges affect every account, including those associated with surface ship maintenance and operations. At the same time, there has been widespread concern that surface ship materiel readiness is declining due to a high pace of operations and a sense that there have been many instances of deferred maintenance. The need to balance fiscal reality and a continued need for ready ships is likely to be an ongoing challenge. At the request of the Assessment Division of the Office of the Chief of Naval Operations, this report: (1) determines the impact on long-term fleet readiness, Operational Availability (Ao), and Expected Service Life (ESL) caused by near-term reductions in Operations and Maintenance (O&M) accounts; (2) recommends potential strategies to minimize negative impacts to Ao and ESL and maintain the largest, most capable fleet possible; (3) develops a maintenance requirement concept, per ship class, that supports ESL, but allows for some risk within the maintenance strategy; and (4) defines the risks to Ao and ESL resulting from the new requirement. The methodology could be applicable to multiple ship classes.

Book excerpt: To achieve a more responsive and more readily deployable fleet of surface combatants, the Navy adopted the Fleet Response Plan (FRP) in 2003 to replace its traditional ship maintenance and readiness cycle. The goal of the FRP is to have non-deployed ships achieve a high level of readiness earlier and to maintain high readiness longer so that they can deploy on short notice. However, a challenge of implementing the FRP is establishing the processes and procedures, as well as a ready industrial base, to facilitate maintenance planning and execution to meet the now unpredictable FRP surge requirements and maintenance demands. By concentrating specifically on the DDG-51 class of destroyers, the authors of this report look at the effects the FRP has had thus far and determine whether maintenance resources are meeting maintenance demands and whether related industry resources have been coordinated effectively. Overall, the authors determine that the initiative appears to have promising effects but that more time will be needed to assess maintenance supply and demand apart from the increase of funding tied to military operations post-September 11, 2001.

Book excerpt: The Ship Maintenance Program is designed to keep ships at the highest level of material condition practicable and to provide reasonable assurance that they will be available for operations to the fleet commanders. When the total cost of work required exceeds the level of funding for a maintenance availability, some of the work must be deferred. In this thesis the maintenance records available were examined to determine if trends exist in the type of work that is not being completed. Trends were established by comparing the required work items for ships prior to entering an availability to the records of jobs completed in the availability. Trends in certain categories, like engineering or habitability, may be factors that impact retention, environmental protection or other concerns facing the Navy. Further, the data for surface ship maintenance were assessed. This study found that data support the idea that a significant portion of work items pertaining to general categories of habitability (31 percent), weapons systems (23.1 percent) and electronics (18.1 percent) have been deferred for LPD availabilities between 1993 and 1998. The least deferred maintenance occurred in main propulsion (4.8 percent) and the electric plants (10.2 percent). This study was unable to identify any place where comprehensive historical data for surface ship maintenance availabilities are maintained.

Book excerpt: This thesis presents an alternative approach towards meeting the challenge of delays within Private Sector repair of Naval Surface Ships. The quest to create greater efficiency, effectiveness, and excellence at the workplace has been a source of discussion and debate in the Navy for decades, particularly within the complex Private Sector Surface Ship maintenance enterprise. Recently, the Chief of Naval Operations (CNO) emphasized the priority to improve depot-level maintenance of Navy ships, which directly impacts our readiness to project power against our most lethal adversaries. The CNO presented the delay and overall under-performance of depot-level maintenance as a "challenge [that] is not new."[25] I submit that there is too much focus on overcoming this ship repair issue through the use of money and policy and not enough attention directed toward improving the underlying human relationships involved in executing these complex jobs. To explore this concept, this thesis describes the main stakeholders involved in the Navy non-nuclear surface ship maintenance enterprise; briefly outlines the current maintenance process from contract formation to ship delivery; and discusses the known factors contributing toward private sector surface ship maintenance delays. I make use of direct reports from the Navy, formal analytical reports, other relevant literature, and interviews conducted with 20 respondents including Navy Commanding Officers, a Private Shipyard General Manager, and a Regional Maintenance Center Waterfront Operations Director, among others. Four themes emerged for areas of suggested improvement: a refocused purpose and vision, updated motivation techniques, more systems thinking, and effective communication and coordination. I also present a case study of two private shipyards at one company which have practiced an alternative approach to maintenance challenges in relation to findings within the four themes. An analysis of this case in the context of the broader literature, in connection to the four themes led to further insights, recommendations, and areas for future research

Navy ships based abroad represent about 14 percent of the total fleet and are there to provide presence, deter threats, quickly respond to crises, and build partnerships. Effective and timely maintenance is essential to meet strategic objectives, fulfill operational requirements, and ensure ships reach their expected service lives. This report: (1) describes existing maintenance capacity and approaches the Navy uses for surface ships based overseas, (2) assesses the extent to which the Navy completed maintenance periods as scheduled in fiscal years 2014 through 2018 and analyzes factors contributing to any delays, and (3) evaluates the extent to which the Navy has assessed any challenges facing future overseas maintenance efforts. To address these objectives, GAO is making five recommendations, including that the Navy comprehensively analyze and address maintenance delays, and assess the risks and analyze requirements of future overseas maintenance efforts.
