Book excerpt: Pacific island countries are highly vulnerable to various natural disasters which are destructive, unpredictable and occur frequently. The frequency and scale of these shocks heightens the importance of medium-term economic and fiscal planning to minimize the adverse impact of disasters on economic development. This paper identifies the intensity of natural disasters for each country in the Pacific based on the distribution of damage and population affected by disasters, and estimates the impact of disasters on economic growth and international trade using a panel regression. The results show that “severe” disasters have a significant and negative impact on economic growth and lead to a deterioration of the fiscal and trade balance. We also find that the negative impact on growth is stronger for more intense disasters. Going further this paper proposes a simple and consistent method to adjust IMF staff’s economic projections and debt sustainability analysis for disaster shocks for the Pacific islands. Better incorporating the economic impact of natural disasters in the medium- and long-term economic planning would help policy makers improve fiscal policy decisions and to be better adapted and prepared for natural disasters.

This book was released on 2015-06-19 with total page 37 pages. Available in PDF, EPUB and Kindle. Book excerpt: Natural disasters and climate change are interrelated macro-critical issues affecting all Pacific small states to varying degrees. In addition to their devastating human costs, these events damage growth prospects and worsen countries’ fiscal positions. This is the first cross-country IMF study assessing the impact of natural disasters on growth in the Pacific islands as a group. A panel VAR analysis suggests that, for damage and losses equivalent to 1 percent of GDP, growth drops by 0.7 percentage point in the year of the disaster. We also find that, during 1980-2014, trend growth was 0.7 percentage point lower than it would have been without natural disasters. The paper also discusses a multi-pillar framework to enhance resilience to natural disasters at the national, regional, and multilateral levels and the importance of enhancing countries’ risk-management capacities. It highlights how this approach can provide a more strategic and less ad hoc framework for strengthening both ex ante and ex post resilience and what role the IMF can play.

Available in PDF, EPUB and Kindle. Book excerpt: There is now quite a widespread view in the Pacific that development policy and practice have not yielded adequately robust results. Governments, regional institutions such as the Pacific Islands Forum Secretariat, and development partners have been trying to find more effective ways to deliver assistance, including helping to strengthen policy and institutional settings. Recent country performance and institutional assessments undertaken by the Asian Development Bank and the World Bank provide some very valuable insights. These assessments are based on a common questionnaire that in turn is based on international development experience and theory. Some "good practices" hold promise and ought to be considered by Pacific governments, regional institutions, and development partners assisting those governments. This policy brief summarizes the practices that appear to have worked. Each Pacific developing member country should apply these practices to their unique social, political, and economic situation. The practices also provide the basis for discussion and improved understanding of alternative---and hopefully better---policies.

Book excerpt: This study maps out the major weaknesses of each fragile situation on the latest country performance assessment exercises. It identifies the overall common issues which require special attention when crafting strategies and implementing programs and projects. Rethinking the Asian Development Bank's engagement in these fragile countries is critically important. This must be backed by a comprehensive understanding of the governance, institutional, political, and social issues that are behind each country's exposure to conflict or fragility.

This book was released on 2009-12-31 with total page 110 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Assessment of Development Results (ADR) covered the sub-regional programme of the nine member countries of the Organisation of Eastern Caribbean States (OECS) and Barbados over the ongoing (2005-2009) and previous (2001-2004) programming cycles. The ADR notes that UNDP is working in a challenging and multifaceted development context, where relatively high levels of gross domestic product per capita and political stability occur side by side with considerable poverty, underemployment, gender and social inequities, institutional capacity weaknesses and vulnerability to risk, including extreme weather events. The publication concluded that although UNDP has undertaken a subregional programme with a strong profile and reputation it has achieved only moderate progress towards longer-term outcomes. It also found that the UNDP subregional programme had many commendable features and is respected by stakeholders and partners due to its consistent focus on improving human and social development in the Eastern Caribbean.
