Book excerpt: The deterioration of Lake Erie water quality over the last two decades, despite improvements that occurred in the 1980s and early 1990s, has caused an increasing trend in the presence of harmful algal blooms. In this study, changes in the relationship between weather and water and nutrient discharges over time are investigated for the Maumee and Sandusky watersheds, using extensive historical data in statistical models that relate water discharge (flow) and nutrient concentrations to lagged-precipitation and temperature, seasonality, and annual fixed-effects.

The first of two sections of this report analyzes information on the amount of sediments delivered to Lake Erie and discusses historical trends in sediment yield. There are two primary sources of data: (1) measurements of suspended sediment load made in some of the tributary rivers and (2) analyses of shoreline erosion and sedimentation rates in Lake Erie. These lead to a subsequent analysis of the sediment budget. Since the loading of contaminants to the lake is manifested by sedimentation, results are presented of analyses of contamination inputs from bottom coring. Trends in precipitation, runoff, and lake levels have been analyzed and are presented followed by the calculation and tabulation of the average surface water runoff to Lake Erie. The second section of the report deals primarily with the sources and inputs of the two nutrients, phosphorus and nitrogen, to Lake Erie. There is little specific information on those inputs, and, therefore, information has been assembled from other locations on the sources of these nutrients. The historical growth in population in the Lake Erie Basin has also been traced.

In an effort to increase crop yields, fertilizer containing phosphorous (P) and nitrogen (N) are applied to the agricultural land. During large rain events or melt off periods these nutrients are mobilized, ultimately making their way to Lake Erie. Anthropogenic nutrient loading and increased water temperature allow for cyanobacterial harmful algal blooms (HABs) to prosper. Climate change is expected to increase both average temperature and precipitation events, potentially changing nutrient loading from runoff and influencing an increase in HABs. Best management practices (BMPs) have been utilized on agricultural land to help reduce and slow nutrient runoff. As HABs are detrimental to human health, understanding how climate change and BMPs interact to reduce nutrient loading is essential. A target reduction of 40% dissolved reactive phosphorus (DRP) nine years out of ten was established by the Ohio Phosphorus Task Force, in an effort to reduce HAB occurrences. To investigate how climate change and BMPs interact, three climate models, MIROC, MRI, and CNRM, and a baseline scenario and two BMPs are run in a Soil and Water Assessment Tool (SWAT) model of the Maumee Watershed. MIROC predicts the warmest and driest climate amongst the three climate models, while MRI foresees the coolest and wettest climate. MIROC and MRI both anticipate a decrease in P loading on average, with some decreases in P offset by climate change for MRI. Finally, CNRM anticipates a mild increase in temperature and precipitation, but increases P loading overall. Based on similar hindcast results to NOAA's measured data it is likely that CNRM is the most realistic climate model, but is inconclusive. BMPs are an effective practice in reducing P loading as scenario 2 and scenario 3 reduce P in reference to baseline management. More aggressive management will need to be implemented to help constrain algal growth in the future.

Book excerpt: Current water quality targets for Lake Erie call for a 40% reduction in total phosphorus (TP) and dissolved reactive phosphorus (DRP) from 2008 levels from the Maumee River watershed. Previous studies have shown pathways to reaching these targets through widespread implementation of agricultural best management practices due to the large impact agriculture has on the water quality discharged from the watershed. Approximately 88% of the total phosphorus delivered to Lake Erie from the watershed comes from agricultural fertilizer and manure applications. Although a large focus on achieving these water quality targets is on management of agricultural land practices, many unknowns exists about the impact manure applications have on the water quality discharged from the watershed.

Nine percent of Lake Erie's freshwater comes from its tributaries. These sources should deliver clean water to the lake and thus warrant stewardship. Today, nonpoint sources emanating from agricultural and urbanized tributary watersheds are responsible for nutrient pollution loads to the lake and its tributaries. This thesis focused on the existing water quality parameters (nutrients and water chemistry) throughout the Euclid Creek watershed, an urbanized Lake Erie headwater tributary east of the Cuyahoga River. Field sampling was conducted from March 2019 to March 2020 at 14 sites with 23 dry weather collections and 11 wet weather collections. Results suggest that the 2019 annual phosphorus load entering Lake Erie was 22,600 pounds, over four times the target of 5000 pounds. Multiple upstream sites were the major nonpoint sources of nutrient pollution. Four locations averaged phosphorus levels 12 to 15 times the target of 0.05 mg/L, with two in the East Branch and two in the Main Branch. The main cause of the pollution pointed to leaky sanitary sewers.Like many urbanized areas throughout the United States, the original headwaters have been replaced by underground stormwater infrastructure. Due to the high level of connectivity between the creek and the storm sewer network, Euclid Creek responds rapidly to rainfall. There was evidence of Combined Sewer Overflow (CSO) and Sanitary Sewer Overflow (SSO) activations during storm events downstream of the confluence of the two branches and in the East Branch. Seasonally, spring storms contributed the most pollution during the monitoring period. The presence of the Cleveland Metroparks significantly reduced [p

Book excerpt: Lake Erie is a hotspot for large harmful algal blooms, which damage human health, degrade natural habitats, and impair industries reliant on the lake. The Maumee River watershed, the largest in the Great Lakes, often acts as a major driver for these blooms, as it is the largest contributor of nutrients to the lake, mainly attributed to intense agricultural activity. Consequently, surficial transport of phosphorus and nitrogen within the Maumee River watershed has been extensively studied. However, there has been very little research into the role of groundwater here, especially groundwater modeling studies. Here, I evaluate the literature that has explored nutrient transport to Lake Erie, with a focus on the Maumee River watershed, and examine groundwater nutrient transport. This knowledge will inform nutrient management decisions, especially those regarding future and legacy nutrient loads. In Chapter 1, I review the current state of literature on hydrologic nutrient modeling in the Lake Erie Basin. I highlight common themes in the literature and detail prominent gaps. Specifically, I focus on the role of groundwater in nutrient modeling studies within the Maumee River watershed and recommend future directions for research. In Chapter 2, I create a spatially explicit, process-based groundwater model of the Maumee River watershed. This model allows me to quantify the contributions of groundwater in the context of total basin loading. I then quantify the role of legacy nutrient accumulation by reducing input loads in a projected future scenario. This research completes the nutrient budget by highlighting 'hidden' groundwater nutrient loads and informs the timescale of subsurface nutrient management.

A major part of this program is to be a management program for agricultural sources of pollution. This report is an economic analysis of alternative strategies for controlling nonpoint source pollution in the Honey Creek Watershed. This watershed is located in north central Ohio and is thought to be representative of much of north central and northwestern Ohio, major sources of nonpoint agricultural pollution in Lake Erie. Earlier studies have pointed to sediment and phosphorus loadings as being critical pollutants in Lake Erie. In addition, previous work has inventoried existing farm management practices and alternative farm management practices which reduce pollutant loadings. The intent of this study is to identify the relationships between farm income and the major pollutants, soil loss and phosphorus loss.

Book excerpt: New York City's municipal water supply system provides about 1 billion gallons of drinking water a day to over 8.5 million people in New York City and about 1 million people living in nearby Westchester, Putnam, Ulster, and Orange counties. The combined water supply system includes 19 reservoirs and three controlled lakes with a total storage capacity of approximately 580 billion gallons. The city's Watershed Protection Program is intended to maintain and enhance the high quality of these surface water sources. Review of the New York City Watershed Protection Program assesses the efficacy and future of New York City's watershed management activities. The report identifies program areas that may require future change or action, including continued efforts to address turbidity and responding to changes in reservoir water quality as a result of climate change.
