Book Synopsis Assessing in VET by : Shelley Gillis

Book excerpt: The literature on issues of the reliability and validity of objective and performance assessments in vocational education and training was reviewed and synthesized to develop guidelines for procedures to enhance reliability and validity. The review established the following facts: (1) validity is determined largely through inferences made by both the task developers and users; (2) the assessor's intention is an essential component of validity; (3) although "authenticity" provides evidence of the face validity of workplace assessments, additional evidence of content, criterion, construct, and consequential validity is needed before assessments can be called valid; and (4) an assessment's reliability is an estimate of the measurement task's accuracy or precision as a measurement instrument. The method of gathering evidence and characteristics of the candidate were identified as common sources of error associated with both objective and performance assessment. The following additional sources of error were associated with performance assessment: characteristics of the assessor; context of the assessment; and range and complexity of the task(s). It was concluded that each of these sources of error must be controlled throughout the assessment and that establishing clear task specifications (including evidence to be collected and decision-making rules) will increase reliability. Download or read book Vocational Education and Training Institutions written by Vladimir Gasskov and published by International Labour Organization. This book was released on 2006 with total page 370 pages. Available in PDF, EPUB and Kindle. Book excerpt: Effective public governance and management continue to be key to the vocational education and training (VET) sector. This Handbook and CD-ROM suggests that the VET institutions' responsiveness to market demand and their ability to operate flexibly and cost-efficiently are strongly determined by the degree of their management, financial and academic autonomy, as well as by the competence of their staff. Based on experiences in Australia, New Zealand and the United Kingdom, the Handbook is not country specific but provides general approaches to the management of VET institutions. It is accompanied by a CD-ROM that provides summaries of national management practices in the VET sector and of national policies, reports and legal documents, as well as real-life management instruments applied by VET institutions. The Handbook consists of 11 modules with 43 learning units, while the CD-ROM provides access to more than 400 documents. The Handbook and CD-ROM are intended as self-learning materials for VET managers, as resource material for management development programmes in the VET sector and as an outline for performance review of VET institutions.

This information has not been referenced to specific regulatory standards; however, it is based on current standards (the Australian Quality Training Framework [AQTF] and the Standards for National VET Regulator (NVR) Registered Training Organisations [SNRs]) and reflects good practice. While the regulatory standards do not specify any particular documentation for assessment, the documents suggested in this guide reflect good practice that an RTO can consider and adopt as required. This information applies to training package qualifications and accredited courses with a vocational outcome. Always check to ensure you are using the most recent version of the AQTF training package or other materials. [Introduction, ed].

To what extent can they make a difference for individuals, organizations, and nations? How are the supply and, more importantly, the utilization of skill, currently evolving? What are the key factors shaping skills trajectories of the future? This Handbook provides an authoritative consideration of issues such as these. It does so by drawing on experts in a wide range of disciplines including sociology, economics, labour/industrial relations, human resource management, education, and geography. The Handbook is relevant for all with an interest in the changing nature - and future - of work, employment, and management. It draws on the latest scholarly insights to shed new light on all the major issues concerning skills and training today. While written primarily by leading scholars in the field, it is equally relevant to policy makers and practitioners responsible for shaping the development of human capability today and into the future.
