The first report (ISBN 9789290149842) examines the origins of the crisis and provides an overview of immediate policy responses across both developed and developing economies; the second discusses green policies and labour market issues related to this necessary long-term economic transformation. Both reports are based on a series of technical discussion papers. This second report aims to promote a clearer understanding of the nature of the green economy and its implications for labour markets, especially the reallocation of jobs from high- to low-polluting sectors. It shows that a double dividend in terms of increased decent work opportunities and a greener economy is possible, provided that complementarities between environmental, economic and social policies are adequately exploited. The report discusses the green policy measures that EU countries are currently undertaking, with a view to identifying any gaps in the policy mix. The working poor of the world are observed to engage in long hours in hard jobs and to work more if wages are further reduced. Mainstream economics brushes off this tendency to increase labour supply as wages fall as perverse because it does not fit the conventional wisdom and tries to explain it as a result of "subsistence mentality", "limited aspiration", or "target income" behaviour of the poor. This however ignores the observed fact that the poor work long hard hours but most of the time, fail to meet their minimum needs of subsistence and live impoverished lives in absolute poverty deficient of both food and physical rest. This book postulates that the observed behaviour is the result of economic distress the working poor suffer and analyses it as a rational behaviour using the conventional utility maximization framework and derives both theoretical and empirical results consistent with the observation. This book aims to correct a serious misconception persisting in the literature relating to the working-poor labour-supply behaviour that is almost universally observed. It also goes onto develop, using the supply function, a methodology to determine the standard of subsistence income and physical rest for the worker.

If managed effectively, it can result in growth that benefits everyone; if managed poorly, it can lead to stark welfare disparities and entire regions cut off from the advantages of agglomeration economies. The importance of rural-urban transition has been confirmed by two consecutive World Development Reports: WDR 2008 Agriculture for Development; and WDR 2009 Reshaping Economic Geography. Focusing on Sub-Saharan Africa and South Asia, this book picks up where the WDRs left off, investigating the influence of country conditions and policies on the pace, pattern, and consequences of rural-urban transition and suggesting strategies to ensure that its benefits results in shared improvements in well-being. The book uncovers vast inequalities, whether between two regions of one country, between rural and urban areas, or within cities themselves. The authors find little evidence to suggest that these inequalities will automatically diminish as countries develop: empirical and qualitative analysis suggests that spatial divides are mainly a function of country conditions, policies and institutions. By implication, policymakers must take active steps to ensure that rural-urban transition results in shared growth. Spatially unbiased provision of health and education services is crucial to ensuring that the benefits of transition are shared by all. But connective infrastructure and targeted interventions also emerge as important considerations, even in countries with severely constrained fiscal and administrative capacity. The authors suggest steps for navigating the tricky political economy of land reforms. And they alert readers to potential spillover effects that mean that policies designed for one space can have unintended consequences on another. Policymakers and development experts, as well as anyone concerned with the impact of rural-urban transition on growth and equity, will find this book a thought-provoking and informative read.
