Bush’s foreign policy. Instead, the analysis will focus on the key aspects of his foreign and security policy record, in each case considering the interplay between principle and pragmatism. The underpinning contention here is that policy formulation and implementation across Bush’s two terms can more usefully be analysed in terms of shades of grey, rather than the black and white hues in which it has often been painted. Thus, in some key policy areas it will be seen that the overall record was more pragmatic and successful than his many critics have been prepared to give him credit for. The president and his advisers were sometimes prepared to alter and amend their policy direction, on occasion significantly. Context and personalities, interpersonal and interagency, both played a role here. Where these came together most visibly – for instance in connection with dual impasses over Iraq and Iran – exigencies on the ground sometimes found expression in personnel changes. In turn, the changing fortunes of Bush’s first term principals presaged policy changes in his second. What emerges from a more detached study of key aspects of the Bush administration – during a complicated and challenging period in the United States’ post-Cold War history, marked by the dramatic emergence of international Islamist terrorism as the dominant international security threat – is a more complex picture than any generalization can ever hope to sustain, regardless of how often it is repeated. In so doing, John Robert Greene argues persuasively that the judgment of most scholars—that the Bush administration was a complete failure—has been made in haste and without the benefit of primary sources. This book is the first scholarly work to make wide use of the documents at the George W. Bush Presidential Library, many of which have only recently been made available to researchers through the Freedom of Information Act. John Robert Greene offers a balanced assessment and nuanced conclusions supported by documentary evidence. Yet in doing so he does not absolve the Bush administration of its shortcomings. The Presidency of George W. Bush shows that the administration could be vindictive, as demonstrated by the Plame Wilson affair and the firing of the US attorneys. It all too often moved too slowly, as shown by the National Security Council’s lethargic handling of terrorism pre-9/11, the failed attempt to revise Social Security, and the sluggish reaction to Hurricane Katrina. It was an administration that accepted, and acted on, the highly suspect theory of the unitary presidency as advocated by Dick Cheney and accepted by the president. On the other side of the balance sheet, however, the evidence also makes it eminently clear that the Bush administration was responsible for many positive achievements: No Child Left Behind set the nation on the road toward affecting serious educational reform. In healthcare reform, the Bush administration both strengthened the Medicare system and extended its benefits for millions of Americans. And Bush did more to combat the worldwide scourge of AIDS, particularly in Africa, than any other president. In sum, the actions of this presidency continue to affect the presidencies of each of his successors as well as the trajectory of world history to the present day.

Book excerpt: Taking seriously the “W Stands for Women” rhetoric of the 2004 Bush–Cheney campaign, the contributors to this collection investigate how “W” stands for women. They argue that George W. Bush has hijacked feminist language toward decidedly antifeminist ends; his use of feminist rhetoric is deeply and problematically connected to a conservative gender ideology. While it is not surprising that conservative views about gender motivate Bush’s stance on so-called “women’s issues” such as abortion, what is surprising—and what this collection demonstrates—is that a conservative gender ideology also underlies a range of policies that do not appear explicitly related to gender, most notably foreign and domestic policies associated with the post-9/11 security state. Any assessment of the lasting consequences of the Bush presidency requires an understanding of the gender conservatism at its core. In W Stands for Women ten feminist scholars analyze various aspects of Bush’s persona, language, and policy to show how his administration has shaped a new politics of gender. One contributor points out the shortcomings of “compassionate conservatism,” a political philosophy that requires a weaker class to be the subject of compassion. Another examines Lynndie England’s participation in the abuse of prisoners at Abu Ghraib in relation to the interrogation practices elaborated in the Army Field Manual, practices that often entail “feminizing” detainees by stripping them of their masculine gender identities. Whether investigating the ways that Bush himself performs masculinity or the problems with discourse that positions non-Western women as supplicants in need of saving, these essays highlight the far-reaching consequences of the Bush administration’s conflation of feminist rhetoric, conservative gender ideology, and neoconservative national security policy.
