Book excerpt: In 1997, Congress, in the conference report, H.R. 105-271, to the FY1998 Energy and Water Development Appropriation Bill, directed the NRC to carry out a series of assessments of project management at the Department of Energy (DOE). This report, the 2003 Assessment, is the final one in that series. It presents an examination of DOE's progress in improving program management over the past three years including the Department's response to the recommendations of the previous assessments in this series. In addition to assessing DOE's progress, the report also describes opportunities for further improvement and gives a prognosis for future developments.

Book excerpt: The U.S. Department of Energy has been at the center of many of the greatest achievements in science and engineering in this century. DOE spends billions of dollars funding projects-and plans to keep on spending at this rate. But, documentation shows that DOE's construction and environmental remediation projects take much longer and cost 50% more than comparable projects undertaken by other federal agencies, calling into question DOE's procedures and project management. What are the root causes for these problems?

Available in PDF, EPUB and Kindle. Book excerpt: Limited by Design is the first comprehensive study of the varying roles played by the more than 16,000 research and development laboratories in the U.S. national innovation system. Michael Crow and Barry Bozeman offer policy makers and scientists a blueprint for making more informed decisions about how to best utilize and develop the capabilities of these facilities. Some labs, such as Bell Labs, Westinghouse, and Eastman Kodak, have been global players since the turn of the century. Others, such as Los Alamos National Laboratory, have been mainstays of the military/energy industrial complex since they evolved in the 1940s. These and other institutions have come to serve as the infrastructure upon which a range of industries have relied and have had a tremendous impact on U.S. social and economic history. Michael Crow and Barry Bozeman illustrate the histories, missions, structure, and behavior of individual laboratories, and explore the policy contexts in which they are embedded. In studying this large and varied collection of labs, Crow, Bozeman, and their colleagues develop a new framework for understanding the structure and behavior of laboratories that also provides a basis for rationalizing federal science and technology policy to create more effective laboratories. The book draws upon interviews and surveys collected from thousands of scientists, administrators, and policy makers, and features boxed "lab windows" throughout that provide detailed information on the variety of laboratories active in the U.S. national innovation system. Limited by Design addresses a range of questions in order to enable policy makers, university administrators, and scientists to plan effectively for the future of research and development.

This book was released on 2000-11-09 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is now becoming clear that relatively few U.S. Department of Energy (DOE) waste sites will be cleaned up to the point where they can be released for unrestricted use. "Long-term stewardship" (activities to protect human health and the environment from hazards that may remain at its sites after cessation of remediation) will be required for over 100 of the 144 waste sites under DOE control (U.S. Department of Energy, 1999). After stabilizing wastes that remain on site and containing them as well as is feasible, DOE intends to rely on stewardship for as long as hazards persistâ€"in many cases, indefinitely. Physical containment barriers, the management systems upon which their long-term reliability depends, and institutional controls intended to prevent exposure of people and the environment to the remaining site hazards, will have to be maintained at some DOE sites for an indefinite period of time. The Committee on Remediation of Buried and Tank Wastes finds that much regarding DOE's intended reliance on long-term stewardship is at this point problematic. The details of long-term stewardship planning are yet to be specified, the adequacy of funding is not assured, and there is no convincing evidence that institutional controls and other stewardship measures are reliable over the long term. Scientific understanding of the factors that govern the long-term behavior of residual contaminants in the environment is not adequate. Yet, the likelihood that institutional management measures will fail at some point is relatively high, underscoring the need to assure that decisions made in the near term are based on the best available science. Improving institutional capabilities can be expected to be every bit as difficult as improving scientific and technical ones, but without improved understanding of why and how institutions succeed and fail, the follow-through necessary to assure that long-term stewardship remains effective cannot reliably be counted on to occur. Long-Term Institutional Management of U.S. Department of Energy Legacy Waste Sites examines the capabilities and limitations of the scientific, technical, and human and institutional systems that compose the measures that DOE expects to put into place at potentially hazardous, residually contaminated sites.

This book was released on 2013-09-03 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The three National Security Laboratories--Los Alamos National Laboratory (LANL), Sandia National Laboratories (SNL), and Lawrence Livermore National Laboratory (LLNL)--are managed by private-sector entities under contract to the National Nuclear Security Administration (NNSA). The FY2010 Defense Authorization Act mandated that NNSA task the National Research Council (NRC) to study the quality and management of Science and Engineering (S&E) at these Laboratories. This study (addressing a total of 5 tasks) is being conducted in two phases. This report covers the first phase, which addresses the relationship between the quality of the science and engineering at the Laboratory and the contract for managing and operating the Laboratory (task 4), and also addresses the management of work conducted by the Laboratory for entities other than the Department of Energy (task 5). The study's second phase will evaluate the actual quality of S&E in key subject areas. Managing for High-Quality Science and Engineering at the NNSA National Security Laboratories presents assessments of the evolution of the mission of the NNSA Labs and the management and performance of research in support of the missions, and the relationship between the Laboratory Directed Research and Development (LDRD) program and the ability of the Labs to fulfill their mission. The report examines the framework for managing science and engineering research at the Labs and provides an analysis of the relationships among the several players in the management of the Labs--the NNSA, the site offices, the contractors, and the Lab managers--and the effect of that relationship on the Laboratories' ability to carry out science and engineering research.

This book was released on 2017-04-18 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: A congressionally mandated study carried out in 2013-2014 led to the November 2014 report A New Foundation for the Nuclear Enterprise. That report summarizes the panel's findings on the current health of the enterprise, examines the root causes of its governance challenges, and offers the panel's recommendations to address the identified problems. It concludes that the existing governance structures and many of the practices of the enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term. It offers recommendations to put the entire nuclear security enterprise on a stronger footing. Recognizing the persistence of governance and management concerns, this report serves as an initial assessment of the implementation plan developed by the National Nuclear Security Administration and the Department Of Energy for addressing the recommendations from A New Foundation for the Nuclear Enterprise. There will be seven semi-annual interim reports to evaluate progress in implementing the plan. A final report will be issued at the end of the study to document the overall progress in executing the implementation plan, assess the effectiveness of the reform efforts under that plan, and recommend whether further action is needed.

Book excerpt: This book discusses the technical alternatives for cleanup of radioactive fluoride salts that were the fuel for the Molten Salt Reactor Experiment, a novel nuclear reactor design that was tested in the 1960s at the Oak Ridge National Laboratory in Tennessee. These fluoride salts pose an unusual cleanup challenge. The book discusses alternatives for processing and removing the salts based on present knowledge of fluoride salt chemistry and nuclear reactions of the radioactive constituents.
