Moreover, his students developed advanced tools and software applications to further improve and enhance the robustness of the HDM approach. Dr. Kocaoglu has made many contributions to the field of Engineering and Technology Management. During his tenure at Portland State University, he founded the Engineering and Technology Management program, where he served as Program Director and later, Department Chair. He also started the Portland International Conference on Management of Engineering and Technology (PICMET), which organizes an annual conference in international locations such as Korea, Turkey, South Africa, Thailand, and Japan. His teaching has won awards and resulted in a strong sense of student loyalty among his students even decades later. Through his academic work and research, Dr. Kocaoglu has strongly supported researchers of engineering management and has provided tremendous service to the field. As the project developed it took the form of a statistical study of innovations in selected industries, the industries-railroads and railroad suppliers, computer manufacturers and suppliers, and housing suppliers - purposively selected to provide a view of the innovation process in industries with differential involvement in, and dependence on, current technological advances. The results are presented in a manner intended to highlight the differences, or similarities, of the innovative process in the several industries. In. a similar manner, differences and similarities between original innovations--those which are new to the economy as well as the firm--are juxtaposed where relevant with corresponding information for adopted innovations, i.e., innovations new to the firm but not new to the economy.

With increasing environmental regulation of such processes in recent decades, defense facilities have been faced with growing compliance issues. Department of Defense efforts to manage, correct, and prevent these problems have included the establishment of the National Defense Center for Environmental Excellence (NDCEE) under the management of the U.S. Army Industrial Ecology Center (IEC). The National Research Council's Committee to Evaluate Transfer of Pollution Prevention Technology for the U.S. Army was formed to identify major barriers to the transfer of pollution prevention technologies and to recommend pathways to success. To address the study objectives, the committee (1) reviewed the NDCEE's technology transfer activities, (2) examined efforts to transfer technology in four areas, two of which were identified at the outset by the NDCEE as successful and two of which were identified as unsuccessful, and (3) identified opportunities for improving the transfer of pollution prevention technologies to maintenance and rework facilities in the Department of Defense and to industrial manufacturing facilities performing defense-related operations.

The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs. Public-private partnerships are one means to help entrepreneurs bring new ideas to market. The Small Business Technology Transfer (STTR) and the Small Business Innovation Research (SBIR) program form one of the largest examples of U.S. public-private partnerships. In the SBIR Reauthorization Act of 2000, Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs and with recommending further improvements to the program. When reauthorizing the SBIR and STTR programs in 2011, Congress expanded the study mandate to include a review of the STTR program. This report builds on the methodology and outcomes from the previous review of SBIR and assesses the STTR program.
