It finds that the ideal measurement approach and data bases to support it would be too costly and that even improvements to the existing approach, to better take into account depth or severity of need, would increase measurement costs. It concludes that although the core need model has its weaknesses, it is as adequate a model as one can achieve to provide regular estimates of need in a cost effective manner.
