Book excerpt: The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) requires the development of a National Intermodal Transportation System, commonly referred to as the National Transportation System (NTS). The primary goals of the NTS are to monitor the nation's transportation network, in all modes and for freight as well as passengers, and to support national transportation planning and policy that maximize the efficiency and effectiveness of the network. To these ends, the NTS must assess the transportation network based on its performance, regardless of mode. The NTS must have as its basis a set of measures applicable to different modes that reflects the varied goals of ISTEA in the areas of mobility, environmental, social, and economic performance. This report proposes performance measures for the NTS, as well as a decision-making framework for using them. Further, it provides background on the environment in which these performance measures will be used by examining the ISTEA legislation, the NTS initiative, and potential data sources for supporting these performance measures.

In 1995, the National Highway System Designation Act of 1995 - often called the NHS Act - made the systems optional, except the congestion management system in certain areas, and prohibited the U.S. Department of Transportation (DOT) from withholding funds from states that elected not to implement any system. In addition, the NHS Act required the General Accounting Office (GAO) to examine issues concerning the states' implementation of the management systems. GAO agreed to identify (1) the status of the states' development and implementation of the systems, (2) how the states expect to use the systems, and (3) the factors that have facilitated or hindered the development and implementation of the systems.

Book excerpt: The National Transportation System (NTS), an outgrowth of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), is proposed in this research as an analytical tool to guide national transportation policy making. The NTS must be based upon measures of transportation performance that are intermodal, user oriented, and suitable for tracking the environmental, social, and economic outcomes of transportation system use. A set of such performance measures is proposed, and implications of the measures for various modes are discussed. This proposal and discussion of performance measures is the critical component of this report. A major concern in the implementation of these performance measures is the data that supports them. A great deal of data is required to track the performance of the basic components of NTS analysis: major transportation facilities and regional transportation systems. Appropriate data sources for the NTS performance measures are identified, a sample of demonstration data is applied to the performance measures, and problems with data acquisition and application are discussed. A general framework for using the performance measures to achieve the NTS policy objective is proposed, and the implications of geographic information systems (GIS) and other technologies are discussed. Conclusions and recommendations from this research are presented.
