The dynamics and complexities associated with modem military engagements, from peace keeping to major regional conflict, demand that the information associated with such environments be carefully selected, framed, and presented to facilitate effective decision making at all levels. We hypothesized that the six fundamental variables of combat represented by the military acronym METT-TC (Mission, Enemy, Troops, Terrain and weather, Time available, and Civilian considerations) would provide a framework from which to efficiently organize and represent the salient dimensions of the battlefield during the military decision-making process (MDMP). The U.S. Army's Crusader Concept Experimentation Program 3 (CEP 3) was selected as an ideal arena in which to conduct a preliminary investigation of METT-TC dimensions and their associations with representative battle command decisions. Subjects were five field grade officers permanently assigned to a U.S. Army combat unit. During a 2-week experiment period, 24 decisions were isolated and documented across three phases of combat operations (delay, defend, attack). Importantly, decision makers reported high levels of both %significance" and "understanding" for most of the dimensions represented by METT-TC, except for "civilian considerations," which were not represented in the experimental scenarios. Significant differences in levels of "understanding" according to decision types (major versus minor) were observed. In summary, experienced military decision makers recognize the importance of METT-TC dimensions, and we suggest that these dimensions offer a means to present aggregate information to increase situational understanding. Further research is recommended to isolate patterns of interactions among these important dimensions across the full spectrum of military operations.

Our simulation studies have been carried out since 1988 in the Research, Engineering, and Systems Analysis (RESA) facility at the Naval Ocean Systems Center (now Naval Command, Control and Ocean Surveillance Center) under contract with Pacific Science and Engineering, Inc. and Sonalysts, Inc. RESA is a facility for presenting large-scale, event-driven battle simulations with realistic scenarios. High fidelity simulation is available for multiple platforms, sensors, and weapons under a broad range of tactical and environmental situations. The RESA facility has been used primarily for training naval battle force staffs and for studies of advanced sensor and weapons concepts. Our interest was to use the RESA facility for man-in-the-loop studies to determine the cognitive and decision processes of warfare commanders during battle. Our simulation experiments measured the overall effectiveness of the C3I system with the performance of the commanders as its principal determining factor.

Book excerpt: This monograph examines the need to retool the military decision making process (MDMP) as the U.S. Army transforms to the future force. Although the MDMP is the current doctrinal framework to decision making and planning at the tactical levels, it represents an analytical approach to problem solving with the concerted efforts of a commander and his staff. This monograph compares the current MDMP as an analytical process with the emerging science and theory of naturalistic decision making (NDM) as best represented by Dr. Gary Klein's Recognition Primed Decision Making (RPD) model for intuitive decision making. This monograph compares the two processes to determine which is a better model to use and recommends that a formal recognition of RPD elements and a commander's experience must be codified to present a better model for planning and decision making in the future force. A comparison of the requirements for battle command now and in the future is used to show the validity of any planning and decision making process that is codified by doctrine. Specifically, this monograph explains that any planning process must support a commander's need to visualize, describe, and direct actions against a hostile, thinking enemy. Also, any planning and decision making process must allow for synchronization and synergy of effects as the future force must be capable of rapid, decisive operations with a multitude of assets that make up its combat power. Flexibility must be resident in the process to account for future force operations across the spectrum of conflict as well as to provide a framework that is adaptable and modular. Lastly, any planning and decision making process for the future force must have some semblance of standardization to the process as the common language all organizations can train and execute.
