Book excerpt: "This book is a history of the field of sociology as it existed from the interwar, wartime, and postwar periods in France and its Empire. This does not refer just to sociologists who did some work in the colonies, or occasionally thought about them in their metropolitan work, but a specific field which was constituted to understand and then govern these colonies. The author argues that the re-founding of French sociology during and after World War II - which spawned the likes of Raymond Aron, Jacques Berque, Georges Balandier, and Pierre Bourdieu - occurred within the context of the re-founding of the French empire. Though there was been much discussion of "decolonizing" sociology in the postwar period, the deep history of sociology's connection to French colonialism and empire has been ignored when, the author argues, it is central. The main driver of the expansion of sociology in this period was colonial developmentalism. Sociologists became favored partners of colonial governments, applying their expertise to an array of "social problems," such as de-tribalization, poverty, labor migration, rapid urbanization and the growth of shantytowns, and the decay of traditional families and religious beliefs, and working on "modernizing" solutions. Many sociologists whose careers began in the overseas colonies formulated concepts and theories that quickly entered metropolitan (and then global) sociology, and their origins were forgotten. Steinmetz examines the ways in colonial sociologists differed from the rest of the discipline -in many ways they represented its most dynamic cutting edge-and how their locations may have affected their intellectual agendas and scholarship. He explores the ways in which these sociologists networked and tracks their major intellectual innovations and influence as a group. He also explores the marginalization faced by both sociologists working in the colonies and those born there, while showing the ways in which they were able to overcome them. The specific challenges of colonial sociology-including some very strongly anticolonial colonial sociologists-shaped sociological theory in ways that are still dominant. The book amounts to a historical sociology of French academia all told-with an emphasis on sociology and other human sciences-as well as a collective biography of many of the major figures, many who are continually read and cited to this day"--

Les contributions présentées au congrès de Bamako, ouvert aux historiens de toutes origines, s'articulent, au-delà de leur grande diversité, autour de quelques grandes préoccupations. Elles tentent d'abord d'établir un bilan critique de l'historiographie africaine de ces dernières années, suscitant ainsi le débat sur l'exercice du métier d'historien, et son " utilité " éventuelle. Quelle histoire ? Pour quel public ? Et pour quoi faire ? De la réponse à ces questions dépend en partie la pertinence de nos approches de la mondialisation. La plupart des approches présentées dans l'ouvrage s'attachent à mettre en lumière le caractère récurrent et dynamique de la mondialisation qui change de forme selon les différents " temps " que sont les séquences historiques marquées au cours de la période dite " moderne " par la traite atlantique, la colonisation ou plus récemment, la vague de néolibéralisme. Toutes ces séquences ont lourdement pesé sur le destin de l'Afrique. En faisant le constat, les analyses n'occultent nullement la question de la " responsabilité " des Africains dans ces évolutions. Les contributions ouvrent enfin sur les perspectives africaines de la mondialisation actuelle. Les enjeux, le défi de la réalisation effective de l'unité africaine, les perspectives ouvertes à cet effet par la création récente de l'Union africaine et la contribution possible des sciences sociales au renforcement d'une conscience historique africaine en faveur de cette intégration sont autant de thèmes abordés que de chantiers ouverts.

Book excerpt: In analyzing the obstacles to democratization in post- independence Africa, Mahmood Mamdani offers a bold, insightful account of colonialism's legacy--a bifurcated power that mediated racial domination through tribally organized local authorities, reproducing racial identity in citizens and ethnic identity in subjects. Many writers have understood colonial rule as either "direct" (French) or "indirect" (British), with a third variant--apartheid--as exceptional. This benign terminology, Mamdani shows, masks the fact that these were actually variants of a despotism. While direct rule denied rights to subjects on racial grounds, indirect rule incorporated them into a "customary" mode of rule, with state-appointed Native Authorities defining custom. By tapping authoritarian possibilities in culture, and by giving culture an authoritarian bent, indirect rule (decentralized despotism) set the pace for Africa; the French followed suit by changing from direct to indirect administration, while apartheid emerged relatively later. Apartheid, Mamdani shows, was actually the generic form of the colonial state in Africa. Through case studies of rural (Uganda) and urban (South Africa) resistance movements, we learn how these institutional features fragment resistance and how states tend to play off reform in one sector against repression in the other. The result is a groundbreaking reassessment of colonial rule in Africa and its enduring aftereffects. Reforming a power that institutionally enforces tension between town and country, and between ethnicities, is the key challenge for anyone interested in democratic reform in Africa.

Du Bois, the New Negro Movement, and the Harlem Renaissance) and its posthistory (Frantz Fanon and the evolution of Fanonism). By viewing Negritude as an “insurgent idea” (to invoke this book’s intentionally incendiary subtitle), as opposed to merely a form of poetics and aesthetics, The Negritude Movement explores Negritude as a “traveling theory” (à la Edward Said’s concept) that consistently crisscrossed the Atlantic Ocean in the twentieth century: from Harlem to Haiti, Haiti to Paris, Paris to Martinique, Martinique to Senegal, and on and on ad infinitum. The Negritude Movement maps the movements of proto-Negritude concepts from Du Bois’s discourse in The Souls of Black Folk through to post-Negritude concepts in Fanon’s Black Skin, White Masks and The Wretched of the Earth. Utilizing Negritude as a conceptual framework to, on the one hand, explore the Africana intellectual tradition in the twentieth century, and, on the other hand, demonstrate discursive continuity between Du Bois and Fanon, as well as the Harlem Renaissance and Negritude Movement, The Negritude Movement ultimately accents what Negritude contributed to arguably its greatest intellectual heir, Frantz Fanon, and the development of his distinct critical theory, Fanonism. Rabaka argues that if Fanon and Fanonism remain relevant in the twenty-first century, then, to a certain extent, Negritude remains relevant in the twenty-first century.
