Book excerpt: The 1990s have witnessed a strong trend in different parts of the world especially the developed countries to form regional trading blocs, such as EU and NAFTA. The formation of these trade blocs has led to substantial diversion of trade and investment away from the rest of the world economy affecting the growth process in other regions that are not part of these blocs. The Asian countries on the other hand have faithfully pursued multilateralism in their trade and investment policy except for few subregional attempts such as the ASEAN Free Trade Area (AFTA) or the South Asia Free Trade Agreement (SAFTA). However, there is now a growing recognition in Aisa of the importance of regional economic integration for generating growth impulses from within, especially in the wake of the East Asian Crisis. Against that backdrop, this book makes a case for an Asian Economic Community that would be broader in coverage than the current programs for economic cooperation in the region. It argues that the community is evolving in a phased manner with Japan, ASEAN, China, India and Korea (JACIK) providing the initial core group that can be expanded to cover other parts of Asia subsequently, as in Europe. The analysis presented in the book shows that regional economic integration could act as a new engine of growth and generate hundreds of billions of additional output and assist Asia regain its place in the world economy that it had until the eighteenth century. Book excerpt: Some 120 participants attended the inaugural Congress of the Asian Political and International Studies Association (APISA) in Singapore on 28-30 November 2003. Asians from universities and institutes in many countries accounted for about 70 per cent of the participants. The First Congress had been two years in the making. In November 2001, 30 academics from research institutes, think tanks, and universities introduced the idea of launching an Asian-based academic organisation dedicated to the advancement of political and international studies. It was the general consensus of the meeting that Asian scholars had been marginalised from the decision-making processes of the Western-based associations of a similar nature. Asian schools of thought had been stifled as a consequence of the American hegemony in the social sciences, and that the state of Asian studies in general was underdeveloped. In the light of these concerns, the APISA was established. Drawn from academia and think tanks from across Asia and the Pacific, the political and security specialists, sociologists, historians, and economists exchanged ideas and charted new intellectual terrain on the theme: 'Asia in the New Millennium: Development, Democracy, and Security'. The keynote speaker at the Congress was Dr Surin Pituswan, former Foreign Minister of Thailand and Member of the Commission for Human Security, who focused on the need to pursue prominence in Asian scholarship. Panels at the APISA Congress transcended disciplinary contours, national and regional boundaries, and historical confines. The panels' themes ranged from globalisation, identity and community in Asia to electronic government and theory and modernity. Offering more regional lenses were panels that discussed understanding and explaining Asia-Pacific security and the welfare state in Southeast Asia, China and her neighbours. Among the many panels that engaged other disciplines were the discussions on state vs.market the historical contributions in the panel on defining Southeast Asia as a region and sociological inclinations in the panel on culture, politics, and cooperation. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Scholarly analysis of “formal” East Asian regionalism focuses on international political and economic factors such as the end of the Cold War, the Asian financial crisis, or the rising Sino-Japanese rivalry. Yet this work pays inadequate attention to the strategies of individual government agencies, business groups, labor unions, and NGOs across the region. Moreover, most studies also fail to adequately characterize different types of trade arrangements, often lumping together bilateral accords with minilateral ones, and transregional agreements with those within the region. To fully understand this cross-national variance, this book argues that researchers must give greater attention to the domestic politics within East Asian countries and the U.S., involving the interplay of these subnational players. With contributions from leading country and regional trade specialists, this book examines East Asian and American trade strategies through the lens of a domestic bargaining game approach with a focus on the interplay of interests, ideas, and domestic institutions within the context of broader international shifts. With respect to domestic politics, the chapters show how subnational actors engage in lobbying, both of their own governments and through their links to others in the region. They also trace the evolution of interests and ideas over time, helping us to generate a better understanding of historical trends in the region.
