Book Synopsis Moving from Residential Institutions to Community-based Social Services in Central and Eastern Europe and the Former Soviet Union by : David Tobis
Download or read book Moving from Residential Institutions to Community-based Social Services in Central and Eastern Europe and the Former Soviet Union written by David Tobis and published by World Bank Publications. This book was released on 2000 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most harmful, costly, and intractable legacies of the command economies of Central and Eastern Europe and the former Soviet Union is the reliance on residential institutions for the care of children, the elderly, and the people with disabilities. As a result, there are almost no community-based alternatives to care for large and growing numbers of vulnerable individuals. Other industrial nations have experienced similar periods of economic and social upheaval and also relied on residential institutions to care for vulnerable and marginalized groups. However, most of these nations have switched from residential care to community-based social services. The question for the countries of Central and Eastern Europe and the former Soviet Union is how they can make the same transition. 'Moving from Residential Institutions to Community-Based Social Services in Central and Eastern Europe and the Former Soviet Union' examines the use of residential institutions for vulnerable groups, past and present, and proposes strategies for the future. The study focuses on five countries, Albania, Armenia, Latvia, Lithuania, and Romania, where the World Bank is helping develop community-based social services to reduce the reliance on residential institutions.
Download or read book Ukraine written by and published by World Bank Publications. This book was released on 1999 with total page 238 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The government deficits that have played such a prominent role in Ukraine's continued economic decline reflect in large measure the fact that government has been slow to relinquish the role it played during the Soviet era." Since independence, Ukraine has suffered one of the most severe economic declines of any country in this century. While other transition countries in the region successfully replaced their old command economies with market economies, Ukraine continued to protect unprofitable enterprises to preserve employment and income levels. To support this strategy, the government has borrowed more money than it takes in and, at the same time, competes with private enterprise domestically for credit. As Ukraine's economic foundations proceed to crumble, the Ukrainian Government. the World Bank, and the International Center for Policy Studies in Kyiv examined the issues surrounding the crisis. The group analyzed the data and policy studies that were prepared by various Ukrainian and World Bank teams of experts and formulated recommendations for strategies to stem the growing tidal wave of economic collapse now threatening Ukraine. This report presents the issues that are creating these crises and outlines a course to prevent a crash. This report will be of interest to government agencies, economists, bankers, and academics.

Download or read book Advances in Neural Information Processing Systems 11 written by Michael S. Kearns and published by MIT Press. This book was released on 1999 with total page 1122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The annual conference on Neural Information Processing Systems (NIPS) is the flagship conference on neural computation. It draws preeminent academic researchers from around the world and is widely considered to be a showcase conference for new developments in network algorithms and architectures. The broad range of interdisciplinary research areas represented includes computer science, neuroscience, statistics, physics, cognitive science, and many branches of engineering, including signal processing and control theory. Only about 30 percent of the papers submitted are accepted for presentation at NIPS, so the quality is exceptionally high. These proceedings contain all of the papers that were presented.
Book Synopsis Focus on Glaucoma Research by : Steve M. Reece
Download or read book Focus on Glaucoma Research written by Steve M. Reece and published by Nova Publishers. This book was released on 2005 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: Glaucoma is a group of disorders characterised by an abnormally high intraocular pressure (IOP), which can damage the optic nerve and lead to blindness. Glaucoma occurs in several forms: chronic open-angle (primary), acute angle-closure, congenital (inherited as an autosomal recessive trait), and secondary to other causes. Chronic open-ended glaucoma constitutes about 90% of the instances of glaucoma and is frequently familial in nature. Congenital glaucoma can be triggered by varicella, mumps, parvovirus, HIV and herpes among others. Secondary glaucoma can result from trauma and drugs such as steroids. This new book includes within its scope the prevention, pathogenesis, etiology, diagnosis and treatment of glaucoma. International research efforts are reported.

Book Synopsis Rendering Techniques ’98 by : George Drettakis
Download or read book Rendering Techniques ’98 written by George Drettakis and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: Some of the best current research on realistic rendering is included in this volume. It emphasizes the current "hot topics” in this field: image based rendering, and efficient local and global-illumination calculations. In the first of these areas, there are several contributions on real-world model acquisition and display, on using image-based techniques for illumination and on efficient ways to parameterize and compress images or light fields, as well as on clever uses of texture and compositing hardware to achieve image warping and 3D surface textures. In global and local illumination, there are contributions on extending the techniques beyond diffuse reflections, to include specular and more general angle dependent reflection functions, on efficiently representing and approximating these reflection functions, on representing light sources and on approximating visibility and shadows. Finally, there are two contributions on how to use knowledge about human perception to concentrate the work of accurate rendering only where it will be noticed, and a survey of computer graphics techniques used in the production of a feature length computer-animated film with full 3D characters.

Download or read book Moldova--poverty Assessment written by and published by World Bank Publications. This book was released on 1999-01-01 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The poverty of individuals and households in Moldova have mirrored the causes of the overall slowdown in the economy. Many enterprises found that the post-Soviet economic structure resulted in a vast increase in the ratio of their input prices to the market price of their output." Moldova is having an arduous transition from being a centrally-planned economy to one that is guided by market signals. This and the regional crisis in 1998 have exacerbated poverty and inequality levels in Moldova. This report provides a detailed analysis of the situation regarding living standards in the country and provides a framework for policy for the Government's emerging social assistance program. It examines the composition and distribution of poverty in Moldova, how income and price shocks have affected the lives of the poor, and the role of the Moldovan state in easing poverty. It concentrates on analyzing the results for the Right Bank of Moldova, so that any references to Moldova imply the Right Bank. The report will interest members of the Moldovan government, Bank staff, and anyone studying Eastern Europe in general and Moldova in particular.

Book excerpt: Figures of Fantasy explores the popularization of the idea of the Internet as a «cyberspace» and considers the implications this has for discussions of gender and identity. The book analyzes the standard figures used to conceptualize and explain technology and gender, and traces the ways in which these concepts have served to create the figure of the Internet as a cyberspace - a manner of thinking that has come to dominate Internet research internationally, making visible its historicity, limitations, and implications. Figures of Fantasy offers an innovative theoretical approach to Internet research, and provides a highly original, systematic critique of the canonical works in the field.
