Unfettered use of the electromagnetic spectrum is a critical requirement in generating and applying combat power in 21st century across all of the warfighting functions. U.S. military operations within the electromagnetic spectrum and the resultant benefit and strength for American forces are in jeopardy. As our demands on the spectrum expand and our enemies' abilities to utilize the spectrum increase, our ability to continue to coordinate activities within the spectrum is growing more and more problematic. Past programs of frequency deconfliction as the primary means for coordination are insufficient in an environment that requires maximum efficiency in the use of the spectrum. Additionally, civilian thirst for spectrum usage has led to portions previously reserved solely for military operations being auctioned to commercial enterprise. Furthermore, Electronic Warfare (EW) efforts regarding the spectrum are generally uncoordinated either at the tactical or the operational level, and have consequential second and third order effects. Finally, long inattention to EW and frequency management competencies has left forces vulnerable within the electromagnetic battlespace.

This book was released on 2012-10-17 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication, “Joint Electromagnetic Spectrum Management Operations (Joint Publication 6-01),” provides doctrine for joint electromagnetic spectrum management operations organization, planning, preparation, execution, and assessment in support of joint operations. Military operations are complicated by increasingly complex demands on the electromagnetic spectrum (EMS). All modern forces depend on the EMS. The EMS is a physical medium through which joint forces conduct operations. The importance of the EMS and its relationship to the operational capabilities is the key focus of joint electromagnetic spectrum management operations (JEMSMO). The EMS is a highly regulated and saturated natural resource. The EMS includes the full range of all possible frequencies of electromagnetic radiation. Joint electromagnetic spectrum operations (JEMSO) include all activities in military operations to successfully plan and execute joint or multinational operations in order to control the electromagnetic operational environment (EMOE). JEMSO is comprised of electronic warfare (EW) and JEMSMO and aims to exploit, attack, protect, and manage resources within the EMOE and resolve electromagnetic interference (EMI) in order to achieve the commander's objectives. JEMSMO is planning, coordinating, and managing joint use of the EMS through operational, engineering, and administrative procedures. The primary goal of JEMSMO is to enable EMS-dependent capabilities and systems to perform their functions in the intended environment without causing or suffering unacceptable interference. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective.

Book excerpt: This publication, Army Techniques Publication ATP 6-02.70 Techniques for Spectrum Management Operations December 2015, is the Army's doctrine for spectrum management operations in support of unified land operations. This publication replaces FM 6-02.70, Army Electromagnetic Spectrum Operations and introduces the subject in the form of an Army techniques publication. Aligned with FM 6-02, Signal Support to Operations and FM 3-38, Cyber Electromagnetic Activities, this publication provides the Army's current doctrine with regard to spectrum management operations. ATP 6-02.70 contains updated doctrinal information and makes numerous changes to the information found in FM 6-02.70. The most significant change is the introduction and use of the acronym SMO (spectrum management operations), introduced in FM 6-02, Signal Support to Operations. This change provides less confusion to Soldiers and legitimizes the acronym already in use within the spectrum community. The content in ATP 6-02.70 aligns with FM 6-02.70 however, changes to current Army doctrine and the Army's emphasis on cyber electromagnetic activities prompted new terminology. This publication contains five chapters and five appendixes- Chapter 1 provides an overview of spectrum management operations, states the objectives, and describes spectrum management operations core functions. Chapter 2 discusses spectrum management operations support and input to the military decisionmaking process and briefly describes the common operational picture. Spectrum managers provide support at every step of the military decisionmaking process. Chapter 3 links Army spectrum management operations to the warfighting functions, describes how spectrum management operations support, and enables commander's efforts as they exercise mission command. Chapter 4 describes spectrum information and products necessary at the corps and joint task force levels. Spectrum managers are located within three organizations in a joint task force: the joint frequency management office, the joint spectrum management element, and the cyber electromagnetic activities (CEMA) element. These agencies have a wide variety of inputs, collaboration, and products. This chapter shows input and products from different joint agencies displayed in table format. Chapter 5 is an overview of the many useful tools spectrum managers use in support of unified land operations. These tools operate within a network-centric environment using shared databases within the spectrum community. Finally, the ATP contains five appendixes containing standard tasks and steps that describe spectrum management operations related tasks. Appendix A describes the electromagnetic spectrum manager task list and each supporting sub-tasks. This appendix also contains flow charts that show the collaboration process between electromagnetic spectrum managers and the CEMA element. Appendix B provides spectrum management operations tool capabilities and compatibility between software systems. These net-centric systems are in many cases linked and accessible through Nonsecure Internet Protocol Router Network (NIPRNET) and SECRET Internet Protocol Router Network (SIPRNET). Appendix C provides basic electromagnetic physics and underlying principles of the electromagnetic spectrum. Appendix D introduces the 12-step spectrum management lifecycle. This process serves as a guide to follow in establishing a functional and efficient spectrum management program. The lifecycle encompasses the complete process of providing spectrum management operations support to the commander and is applicable to all spectrum managers regardless of duty location. Appendix E provides the reader with an overview of the military time zone designators. This appendix describes time zones for civilian and military uses. The chart, included in this appendix, provides a valuable tool to reference time zones in all parts of the world.

Book excerpt: "In the U.S. Army as elsewhere, transmission of digitized packets on Internet-protocol and space-based networks is rapidly supplanting the use of old technology (e.g., dedicated analog channels) when it comes to information sharing and media broadcasting. As the Army moves forward with these changes, it will be important to identify the implications and potential boundaries of cyberspace operations. An examination of network operations, information operations, and the more focused areas of electronic warfare, signals intelligence, electromagnetic spectrum operations, public affairs, and psychological operations in the U.S. military found significant overlap that could inform the development of future Army doctrine in these areas. In clarifying the prevailing boundaries between these areas of interest, it is possible to predict the progression of these boundaries in the near future. The investigation also entailed developing new definitions that better capture this overlap for such concepts as information warfare. This is important because the Army is now studying ways to apply its cyber power and is reconsidering doctrinally defined areas that are integral to operations in cyberspace. It will also be critical for the Army to approach information operations with a plan to organize and, if possible, consolidate its operations in two realms: the psychological, which is focused on message content and people, and the technological, which is focused on content delivery and machines."--Page 4 of cover.

Book excerpt: Air Force Doctrine Annex 3-51 Electromagnetic Warfare and Electromagnetic Spectrum Operations July 2019. Electromagnetic warfare (EW) is waged to secure and maintain freedom of action in the electromagnetic spectrum (EMS). Military forces and other entities are dependent on the EMS to sense, communicate, strike, and dominate offensively and defensively across all warfighting domains. EW is essential for protecting friendly operations and denying adversary operations within the EMS."The term EW refers to military action involving the use of electromagnetic (EM) energy and directed energy (DE) to control the EMS or to attack the enemy". This is not limited to radio or radar frequencies but includes infrared (IR), visible, ultraviolet, and any other free-space electromagnetic radiation such as wireless cyberspace applications. EW is critical in gaining freedom of action within contested and congested environments. EW consists of three divisions: electromagnetic attack (EA), electromagnetic warfare support (ES), and electromagnetic protection (EP). All three contribute to operational success across the operational environment. Proper employment of EW capabilities produces the effects of detection, denial, deception, disruption, degradation, exploitation, destruction, and protection. Capabilities inherent in the EW divisions can be used for both offensive and defensive purposes and are coordinated through electromagnetic battle management (EMBM).

Book excerpt: "Radio frequency communications have been assigned and managed by spectrum since 1921 in the United States[1], and this has remained largely unchanged since then. Even today, the US Department of Commerce and FCC still discuss planned spectrum policy in terms of "needs, assignments, and allocations". This allocation method has allowed military programs and technologies to treat the electromagnetic spectrum (EMS) they're assigned as a space where operations are deconflicted, and interference is avoided or planned around, with varied results by program on how adversary jamming is planned for and mitigated. Our adversaries have used our allocation plans and policies as a blueprint for how to cripple us in a future war, where we have clearly laid out our plans for where, when, and how we will communicate between platforms and technologies. The EMS must be treated like any other domain of warfare, in the sense that we must give ourselves freedom to maneuver within it and avoid enemy jamming, civilian communications, and other interference. To do this, we must change how we allocate and use spectrum to give all technologies and platforms the greatest possible spectrum to operate within, and design our systems to accept and avoid interference, both from our own communications, and enemy attempts at jamming. This "spectrum agnostic" approach is possible, but requires a concerted effort to modernize our communication technology with Software Defined Radios (SDRs), and changes to how we plan and assign spectrum. Without a change to how the EMS is used and friendly communications within it are defended, the efforts to develop new weapons and technologies that rely on use of spectrum in Joint All Domain Warfare and the Air Force Air Battle Management System concepts are pointless."--Page [1].
