Book excerpt: Examines the recent rise in the United States' use of preventive force More so than in the past, the US is now embracing the logic of preventive force: using military force to counter potential threats around the globe before they have fully materialized. While popular with individuals who seek to avoid too many “boots on the ground,” preventive force is controversial because of its potential for unnecessary collateral damage. Who decides what threats are ‘imminent’? Is there an international legal basis to kill or harm individuals who have a connection to that threat? Do the benefits of preventive force justify the costs? And, perhaps most importantly, is the US setting a dangerous international precedent? In Preventive Force, editors Kerstin Fisk and Jennifer Ramos bring together legal scholars, political scientists, international relations scholars, and prominent defense specialists to examine these questions, whether in the context of full-scale preventive war or preventive drone strikes. In particular, the volume highlights preventive drones strikes, as they mark a complete transformation of how the US understands international norms regarding the use of force, and could potentially lead to a ‘slippery slope’ for the US and other nations in terms of engaging in preventive warfare as a matter of course. A comprehensive resource that speaks to the contours of preventive force as a security strategy as well as to the practical, legal, and ethical considerations of its implementation, Preventive Force is a useful guide for political scientists, international relations scholars, and policymakers who seek a thorough and current overview of this essential topic.

Book excerpt: New Critical Legal Thinking articulates the emergence of a stream of critical legal theory which is directly concerned with the relation between law and the political. The early critical legal studies claim that all law is politics is displaced with a different and more nuanced theoretical arsenal. Combining grand theory with a concern for grounded political interventions, the various contributors to this book draw on political theorists and continental philosophers in order to engage with current legal problematics, such as the recent global economic crisis, the Arab spring and the emergence of biopolitics. The contributions instantiate the claim that a new and radical political legal scholarship has come into being: one which critically interrogates and intervenes in the contemporary relationship between law and power.

Book excerpt: A Civil War-era treatise addressing the power of governments in moments of emergency The last work of Abraham Lincoln’s law of war expert Francis Lieber was long considered lost—until Will Smiley and John Fabian Witt discovered it in the National Archives. Lieber’s manuscript on emergency powers and martial law addresses important contemporary debates in law and political philosophy and stands as a significant historical discovery. As a key legal advisor to the Lincoln White House, Columbia College professor Francis Lieber was one of the architects and defenders of Lincoln’s most famous uses of emergency powers during the Civil War. Lieber’s work laid the foundation for rules now accepted worldwide. In the years after the war, Lieber and his son turned their attention to the question of emergency powers. The Liebers’ treatise addresses a vital question, as prominent since 9/11 as it was in Lieber’s lifetime: how much power should the government have in a crisis? The Liebers present a theory that aims to preserve legal restraint, while giving the executive necessary freedom of action. Smiley and Witt have written a lucid introduction that explains how this manuscript is a key discovery in two ways: both as a historical document and as an important contribution to the current debate over emergency powers in constitutional democracies.

Book excerpt: Although airpower capabilities have improved dramatically in the past decade, the joint warfighting potential offered by these capabilities is not being fully realized. Service transformation efforts and lessons learned during combat operations in Afghanistan and Iraq highlight doctrinal and technical issues with air and ground integration. The authors propose several alternative options for improving the effectiveness of air and ground fires and maneuver. To compare the potential effectiveness of the options, they develop a methodology that models the essential counterland air-ground interactions under discussion, based on a scenario that focuses on the disruption of enemy ground force maneuver. They suggest a new joint warfighting concept that has design elements specifically put in place to enhance the prioritization and synchronization of joint fires and maneuver. This concept offers important benefits and significant added flexibility for employing joint forces to achieve the commander's objectives across the entire theater.

This book was released on 2019-07-13 with total page 366 pages. Available in PDF, EPUB and Kindle. Book excerpt: This manual, Army Techniques Publication ATP 3-20.15 MCRP 3-10B.1 Tank Platoon July 2019, encompasses techniques for tank platoons of armored brigade combat teams (ABCTs). It replaces ATP 3-20.15, published in December 2012. ATP 3-20.15/MCRP 3-10B.1 provides doctrinal guidance; describes relationships in the platoon; defines organizational roles and functions, capabilities, limitations; and lay outs the responsibilities for platoons during unified land operations. The tank platoon is a unified team; all tanks crews work together to achieve mission success. A single tank can be vulnerable in the face of diverse battlefield hazards, such as enemy forces or unfavorable terrain and situations. These vulnerabilities are significantly reduced when tanks are employed as platoons. The tank platoon requires bold, aggressive, resourceful, and adaptive leaders-leaders of character, competence and commitment-who are willing to accept prudent risks to accomplish the mission. This publication addresses the significant changes in Army doctrinal terminology, constructs and proven tactics, techniques, and procedures.

This book was released on 2021-10-29 with total page 143 pages. Available in PDF, EPUB and Kindle. Book excerpt: This United States Army field manual, Army Techniques Publication ATP 3-09.12 Field Artillery Counterfire and Weapons Locating Radar Operations October 2021, contains the fundamental techniques and guidance required for planning, coordinating, conducting FA counterfire, and the employment of FA WLRs. It provides information on how to train and conduct operations and describes the techniques currently being used and known to be effective. The doctrine is consistent with joint, multi-Service, and other Army doctrine. Counterfire is an operations function that aims to accurately engage enemy indirect fire systems once acquired. The counterfire process is not the sole responsibility of the Fires Warfighting function and should be integrated with the planning process through targeting. FA target acquisition (TA) identifies and provides an accurate target location to the supported maneuver commander to allow for immediate counterfire operations against the target. This publication describes current and emerging fires TA systems. The main piece of equipment used for counterfire operations and TA is the WLR. ATP 3-09.12 explains the techniques for counterfire operations, employing and managing WLRs, and target processing. This publication describes TA techniques to accomplish the mission as stated in the operations order and to employ, maintain, and operate WLRs to locate the enemy indirect weapon systems. ATP 3-09.12 is divided into four chapters and eleven appendices: Chapter 1 Introduction to Field Artillery Counterfire and Targeting. Chapter 2 Roles and Responsibilities. Chapter 3 Field Artillery Counterfire/Weapons Locating Radar Sections and Personnel. Chapter 4 Employment Considerations for Weapons Locating Radars. Appendix A Automated Target Data Processing. Appendix B Friendly Fire Log. Appendix C Embedded Training. Appendix D Mask Considerations. Appendix E Support Requirements. Appendix F Tools and Procedures. Appendix G Rocket Artillery Mortar (RAM) Warn. Appendix H AN/TPQ-53 Weapons Locating Radar System Characteristics. Appendix I AN/TPQ-50 Weapons Locating Radar System Characteristics. Appendix J AN/TPQ-36 Weapons Locating Radar System Characteristics. Appendix K Target Acquisition Tab.
