Available in PDF, EPUB and Kindle. Book excerpt: Military and defense-related procurement has been an important source of technology development across a broad spectrum of industries that account for an important share of United States industrial production. In this book, the author focuses on six general-purpose technologies: interchangeable parts and mass production; military and commercial aircraft; nuclear energy and electric power; computers and semiconductors; the INTERNET; and the space industries. In each of these industries, technology development would have occurred more slowly, and in some case much more slowly or not at all, in the absence of military and defense-related procurement. The book addresses three questions that have significant implications for the future growth of the United States economy. One is whether changes in the structure of the United States economy and of the defense-industrial base preclude military and defense-related procurement from playing the role in the development of advanced technology in the future, comparable to the role it has played in the past. A second question is whether public support for commercially oriented research and development will become an important source of new general-purpose technologies. A third and more disturbing question is whether a major war, or the threat of major war, will be necessary to mobilize the scientific, technical, and financial resources necessary to induce the development of new general-purpose technologies. When the history of United States technology development in the next half century is written, it will focus on incremental rather than revolutionary changes in both military and commercial technology. It will also be written within the context of slower productivity growth than of the relatively high rates that prevailed in the United States in the 1950s and 1960s or during the information technology bubble that began in the early 1990s. These will impose severe constraints on the capacity of the United States to sustain a global-class military posture and a position of leadership in the global economy.

Available in PDF, EPUB and Kindle. Book excerpt: The strategic imperative is held as the primary explanation for Pakistan's military buildup. This book presents a fundamental departure in presenting an analysis of the internal dynamics of defence management and decisionmaking in Pakistan - a new nuclear weapon state. This is an in-depth study of Pakistan's security link with its arms suppliers and defence industrial capacity, and the influence of Pakistan's Army on conventional and non-conventional defence decisions. The analysis is backed with numerous case studies of defence decisions carried out from 1979-99.

Available in PDF, EPUB and Kindle. Book excerpt: This quick reference guide describes U.S. Army organizations, planning, and operations. Unified action partners (UAPs) are those military forces, of the private sector with whom U.S. Army forces plan, coordinate, synchronize, and integrate during the conduct of operations (Army Doctrine Reference Publication 3-0, Unified Land Operations).UAPs include joint forces (activities in which elements of two or more U.S. military departments participate), multinational forces, and U.S Government (USG) agencies and departments. The Iraq and Afghanistan wars highlight the necessity for collaboration, cooperation, and synchronization among USG, NGOs, and private sector agencies to focus the elements of national power in achieving national strategic objectives. Our experience in these conflicts accentuates the importance of foreign governments, agencies, and militaries participating, in concert with the United States, to achieve common objectives. Meeting the challenges of complex environments, infused with fragile or failing nation states, non-state actors, pandemics, natural disasters, and limited resources, requires the concerted effort of all instruments of U.S. national power plus foreign governmental agencies, military forces, and civilian organizations.

Book excerpt: WASHINGTON — The Army official who managed the Pentagon's largest contract in Iraq says he was ousted from his job when he refused to approve paying more than $1 billion in questionable charges to KBR..." (James Risen, New York Times, June 17, 2008) This book by that very Army official provides an eye-opening firsthand account of how the US Government hands over your tax dollars to support contractors like KBR and Halliburton, rather than supporting the troops. This authoritative and well-documented record of the LOGCAP contract in Iraq and Afghanistan is at the same time a study of US participation in Iraq and Afghanistan as well as the workings of government agencies and Congress. The first chapter sets the scene, briefly narrating the author's work on behalf of US military efforts, especially in Iraq. Subsequent chapters illustrate specific issues in contractor relations that resulted in unsafe conditions for the troops and blew millions of taxpayer dollars. Loyal and hard-working government officials and employees who tried to keep things on track were turned away and those who sought to rein in the free-for-all were sacked. The author reveals problems with KBR's provision of transportation, electricity, food and water. Other chapters are more analytic and evaluate Army logistics, Congressional oversight and the question of whether letting contracts for this kind of support is appropriate at all--the kind of problems that concern military policy leaders, defense analysts, public policy analysts and scholars in these areas, as well as the citizens in whose name this is all done.

Available in PDF, EPUB and Kindle. Book excerpt: This book reveals the primary causes of Habsburg defeat both in the Austro-Prussian War and the First World War. The choice of offensive strategy and tactics against an enemy possessing superior weaponry in the Austro-Prussian War, and opponents with superior numbers and weapons in the Great War, resulted in catastrophe. The inferiority of the Habsburg forces in both conflicts stemmed from imprudent spending decisions during peacetime, rather than conservatism or parliamentary stinginess. The desire to restore the sunken prestige of Austria-Hungary and prove Habsburg’s great power status drove the military to waste money on an expensive fleet, and choose offensive tactics to win great victories. This study shows the civil-military interaction in regard to funding and procurement decisions as well as the deep intellectual debates within the army, which refute the idea that the Habsburg military remained opposed to technology or progress

Book excerpt: A revelatory, explosive new analysis of the British military today. Over the first two decades of the twenty-first century, Britain has changed enormously. During this time, the British Army fought two campaigns, in Iraq and Afghanistan, at considerable financial and human cost. Yet neither war achieved its objectives. This book questions why, and provides challenging but necessary answers. Composed of assiduous documentary research, field reportage, and hundreds of interviews with many soldiers and officers who served, as well as the politicians who directed them, the allies who accompanied them, and the family members who loved and -- on occasion -- lost them, it is a strikingly rich, nuanced portrait of one of our pivotal national institutions in a time of great stress. Award-winning journalist Simon Akam, who spent a year in the army when he was 18, returned a decade later to see how the institution had changed. His book examines the relevance of the armed forces today -- their social, economic, political, and cultural role. This is as much a book about Britain, and about the politics of failure, as it is about the military.

We are printing this in black and white to keep the price low. It presents many of the acquisition programs currently fielded or in development. The U.S. Army Acquisition Corps, with its 36,000 professionals, bears a unique responsibility for the oversight and systems management of the Army's acquisition lifecycle. With responsibility for hundreds of acquisition programs, civilian and military professionals collectively oversee research, development and acquisition activities totaling more than $20 billion in Fiscal Year 2016 alone. While this is not a big deal for a 5 or 10-page document, many DoD documents are over 400 pages and printing a large document is a time- consuming effort. So, a person that's paid $25 an hour is spending hours simply printing out the tools needed to do the job. That's time that could be better spent doing mission. Book excerpt: The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.
