Book excerpt: The U.S. Army is pleased to inform Congress, the Defense community, and the general public of the accomplishments of Army contractors within the scope of the Small Business Innovation Research (SBIR) Program. Through the Army's SBIR Program, small businesses have begun tearing down the technological and scientific barriers that had impeded progress in areas of concern to our nation's defense. The Army, in funding research and development efforts by small businesses, has been able to seize and retain the technological initiatives that are so vital in this era of change and challenge. This Army Phase III Review focuses on twenty-one projects which the Army feels deserve special recognition. The contractors that performed this work have achieved significant innovations in fields such as membrane technology, artificial intelligence, radar, weather forecasting, and ultrasonic spectroscopy. Although these companies are small in size, they are characterized by the wide scope of their vision, capabilities, dedication, and talents that make outstanding achievements possible. Many of the contractors would have been unable to fund their research and development without benefit of the SBIR Program.

Two solicitations inviting small business firms to submit proposals under this program were published in FY92. Navy, Air Force, DARPA, DNA, and SDIO participated in Program Solicitation 92.1 (Closing Date: 10 January 1992), and Army, Navy, and DARPA participated in Program Solicitation 92.2 (Closing Date 1 July 92). The selection of proposals for funding was made from proposals received by the Military Services and Agencies.

To better understand the challenges inherent in the conversion of promising research to useful products and processes, the National Research Council convened a conference focused on the commercialization of SBIR-funded innovations at DoD and NASA. A unique feature of the conference is that it brought together, for the first time, the program managers, small business leaders, and prime contractor personnel involved in commercializing the results of SBIR awards through procurement at DoD and NASA. These participants identified the challenges and highlighted existing and evolving best practices among successful cases in the third (or commercialization) phase of the SBIR program. The conference, captured in this report, contributed significantly to a better understanding of the obstacles and opportunities in this phase of the SBIR program and to legislation designed to address these challenges.

By involving qualified small businesses in the nation's research and development efforts, SBIR/STTR grants stimulate the development of innovative technologies and help federal agencies achieve their missions and objectives. At the request of the Department of Energy (DOE), this report examines the SBIR and STTR programs at DOE, focusing on the effectiveness of DOE's SBIR/STTR processes and procedures on topic and awardee selection; DOE outreach efforts to SBIR and STTR applicants; collaborations created between small businesses and research institutions on account of the programs; a range of direct economic and non-economic impacts to awardees; and the role of SBIR/STTR programs in stimulating technological innovation and contributing to DOE's research and development needs, whether directly from awardees or indirectly through spillovers from other firms.

Book excerpt: The Small Business Innovation Research (SBIR) program is one of the largest examples of U.S. public-private partnerships, and was established in 1982 to encourage small businesses to develop new processes and products and to provide quality research in support of the U.S. government's many missions. The Small Business Technology Transfer (STTR) Program was created in 1992 by the Small Business Research and Development Enhancement Act to expand joint venture opportunities for small businesses and nonprofit research institutions by requiring small business recipients to collaborate formally with a research institution. The U.S. Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR and STTR programs have stimulated technological innovation and used small businesses to meet federal research and development needs, and with recommending further improvements to the programs. In the first round of this study, an ad hoc committee prepared a series of reports from 2004 to 2009 on the SBIR and STTR programs at the five agencies responsible for 96 percent of the programs' operations-including the Department of Energy (DoE). Building on the outcomes from the first round, this second round presents the committee's second review of the DoE SBIR program's operations. Public-private partnerships like SBIR and STTR are particularly important since today's knowledge economy is driven in large part by the nation's capacity to innovate. One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs.

Book excerpt: In response to a Congressional mandate, the National Research Council conducted a review of the SBIR program at the five federal agencies with SBIR programs with budgets in excess of $100 million (DOD, NIH, NASA, DOE, and NSF). The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. This report describes the proposed methodology for the project, identifying how the following tasks will be carried out: 1) collecting and analyzing agency databases and studies; 2) surveying firms and agencies; 3) conducting case studies organized around a common template; and 4) reviewing and analyzing survey and case study results and program accomplishments. Given the heterogeneity of goals and procedures across the five agencies involved, a broad spectrum of evaluative approaches is recommended.

Book excerpt: In 1992, Congress for the first time explicitly directed the federal agencies making SBIR grants to use commercial potential as a criterion for granting SBIR awards. In response, the Department of Defense developed the SBIR Fast Track initiative, which provides expedited decision-making for SBIR awards to companies that have commitments from outside vendors. To verify the effectiveness of this initiative, the DoD asked the STEP Board to assess the operation of Fast Track. This volume of original field research includes case studies comparing Fast Track and non-Fast Track firms, a large survey of SBIR awardees, and statistical analyses of the impact of regular SBIR and Fast Track awards. Collectively, the commissioned papers and the findings and recommendations represent a significant contribution to our understanding of the SBIR program.
