Our budget and most importantly, our relevance in The Army are inextricably tied to our ability to maintain and manage personnel strength. As singularly important as this fact is, the Army National Guard has let attrition driven by leadership shortcomings denigrate the force to levels which provide credibility to a Quadrennial Defense Review Report recommendation to reduce overall strength. It is not my contention that the majority of the Army National Guard's leaders are incompetent, uncaring individuals who have fiddled while our strength burned. Just the opposite. I am constantly heartened to meet and work with a vast majority of dedicated and hard-working officers and non-commissioned officers (NCOs) with whom I am proud to be associated. In retention of soldiers, I postulate junior leaders need the training and framework to build cohesion within their units to stop the hemorrhage of good soldiers. The myriad of taskers, requirements, reports, and briefings we as leaders are responsible for, have caused some to lose the basics of leadership our soldiers expect. When leaders are forced to deal with the minutia and paperwork of command instead of the personal aspects of leadership, some soldiers lose faith in us and take a silent vote with their feet. In recruiting, I propose a revolution in the way we currently access soldiers into our units. The ARNG should treat recruiting as more of a science than an art. Recruiting is currently considered an art with the main artists being the recruiters, who are inadequately trained in some instances. A marketing/advertising strategy coupled with development of a community identity with its population base and a focused approach to prospecting for new recruits will pay dividends--even in periods of a strong economy.

Additionally, current policy denies officers or warrant officers service past 20 years of Active Federal Service unless an exception is requested by the officer's chain of command and granted by the Assistant Secretary of the Army (M&RA). This strategy research project assesses the current validity of these policies, given the tremendous requirements for the Army National Guard in the War on Terror. The study contrasts the 20-year Active Federal Service policy with the active component's mandatory term of active service for officers and warrant officers. It also proposes slowing down the Selective Retention Board process to give Adjutants General more input. The project reviews policies of civilian corporations and compares the 20-year Active Federal Service policy with their related policies. Finally, revised policy regarding the continued service of reserve commissioned officers and warrant officers is recommended. These recommendations are crafted to ensure that the Army National Guard can meet future strategic obligations with qualified and appropriately retained quality senior leaders.

Book excerpt: Based on information reported through a number of surveys, there is reason to believe that the US Army Reserve (USAR) and the US Army National Guard (ARNG) are conducting retention programs with obsolete motivational tools. In 1978, the US Army Recruiting Command assumed the recruiting mission for the USAR, and perhaps it will do the same for the National Guard in the not-too-distant future; consequently, Reserve component unit commanders can now turn more of their attention to retaining quality individuals. Additional time, however, will not solve problems that have been years in the making. Unit commanders must reorient their thinking, for too many reservists, particularly first-termers, have not been buying what units are selling as retention benefits. This is a difficult situation to face, because Army managers, like civilian counterparts, do not like to admit that their programs are not working as well as they would like. Commanders want to believe that all is well if personnel strength is at 100 percent, that their units are healthy or well on the road to recovery from minor illness. It is possible, though doubtful, that the Recruiting Command will be able to pump enough recruits into the system each year for the Reserve to continue to appear reasonably healthy while the basic illness grows internally; however, the patient will eventually require major surgery and perhaps a very long rehabilitation.

Family and employer obligations conflict with increases in formal (full time) training requirements. To permit more flexibility, there is a need also to reduce training policy complexity. Standardized training and skill progression patterns, centralized data at National Guard Bureau level, and option guides at unit level would be useful tools for this.
