Book excerpt: Over 3 million U.S. military personnel were sent to Southeast Asia to fight in the Vietnam War. Since the end of the Vietnam War, veterans have reported numerous health effects. Herbicides used in Vietnam, in particular Agent Orange have been associated with a variety of cancers and other long term health problems from Parkinson's disease and type 2 diabetes to heart disease. Prior to 1997 laws safeguarded all service men and women deployed to Vietnam including members of the Blue Navy. Since then, the Department of Veteran Affairs (VA) has established that Vietnam veterans are automatically eligible for disability benefits should they develop any disease associated with Agent Orange exposure, however, veterans who served on deep sea vessels in Vietnam are not included. These "Blue Water Navy" veterans must prove they were exposed to Agent Orange before they can claim benefits. At the request of the VA, the Institute of Medicine (IOM) examined whether Blue Water Navy veterans had similar exposures to Agent Orange as other Vietnam veterans. On April 22, 1915, the German military released 150 tons of chlorine gas at Ypres, Belgium. Carried by a long-awaited wind, the chlorine cloud passed within a few minutes through the British and French trenches, leaving behind at least 1,000 dead and 4,000 injured. This chemical attack, which amounted to the first use of a weapon of mass destruction, marks a turning point in world history. The preparation as well as the execution of the gas attack was orchestrated by Fritz Haber, the director of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry in Berlin-Dahlem. During World War I, Haber transformed his research institute into a center for the development of chemical weapons (and of the means of protection against them). Bretislav Friedrich and Martin Wolf (Fritz Haber Institute of the Max Planck Society, the successor institution of Haber’s institute) together with Dieter Hoffmann, Jürgen Renn, and Florian Schmaltz (Max Planck Institute for the History of Science) organized an international symposium to commemorate the centenary of the infamous chemical attack. The symposium examined crucial facets of chemical warfare from the first research on and deployment of chemical weapons in WWI to the development and use of chemical warfare during the century hence. The focus was on scientific, ethical, legal, and political issues of chemical weapons research and deployment — including the issue of dual use — as well as the ongoing effort to control the possession of chemical weapons and to ultimately achieve their elimination. The volume consists of papers presented at the symposium and supplemented by additional articles that together cover key aspects of chemical warfare from 22 April 1915 until the summer of 2015.

Discovered by accident by a graduate student and priest in a chemistry laboratory at the Catholic University of America in Washington, D.C., lewisite was developed into a weapon by Winford Lewis, who became its namesake, working with a team led by James Conant, later president of Harvard and head of government oversight for the U.S.'s atomic bomb program, the Manhattan Project. After a powerful German counterattack in the spring of 1918, the government began frantic production of lewisite in hopes of delivering 3,000 tons of the stuff to be ready for use in Europe the following year. The end of war came just as the first shipment was being prepared. It was dumped into the sea, but not forgotten. Joel A. Vilensky tells the intriguing story of the discovery and development of lewisite and its curious history. During World War II, the United States produced more than 20,000 tons of lewisite, testing it on soldiers and secretly dropping it from airplanes. In the end, the substance was abandoned as a weapon because it was too unstable under most combat conditions. But a weapon once discovered never disappears. It was used by Japan in Manchuria and by Iraq in its war with Iran. The Soviet Union was once a major manufacturer. Strangely enough, although it was developed for lethal purposes, lewisite led to an effective treatment for a rare neurological disease.

Book excerpt: The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is under construction near Richmond, Kentucky, two dispose of one of the two remaining stockpiles of chemical munitions in the United States. The stockpile that BGCAPP will dispose of is stored at the Blue Grass Army Depot (BGAD). BGCAPP is a tenant activity on BGAD. The stockpile stored at BGAD consists of mustard agent loaded in projectiles, and the nerve agents GB and VX loaded into projectiles and M55 rockets. BGCAPP will process the rockets by cutting them, still in their shipping and firing tube (SFT), between the warhead and motor sections of the rocket. The warhead will be processed through BGCAPP. The separated rocket motors that have been monitored for chemical agent and cleared for transportation outside of BGCAPP, the subject of this report, will be disposed of outside of BGCAPP. Any motors found to be contaminated with chemical agent will be processed through BGCAPP and are not addressed in this report. Disposal Options for the Rocket Motors From Nerve Agent Rockets Stored at Blue Grass Army Depot addresses safety in handling the separated rocket motors with special attention to the electrical ignition system, the need for adequate storage space for the motors in order to maintain the planned disposal rate at BGCAPP, thermal and chemical disposal technologies, and on-site and off-site disposal options. On-site is defined as disposal on BGAD, and off-site is defined as disposal by a commercial or government facility outside of BGAD.

Book excerpt: This Leavenworth Paper chronicles the introduction of chemical agents in World War I, the U.S. Army's tentative preparations for gas warfare prior to and after American entry into the war, and the AEF experience with gas on the Western Front. Chemical warfare affected tactics and almost changed the outcome of World War I. The overwhelming success of the first use of gas caught both sides by surprise. Fortunately, the pace of hostilities permitted the Allies to develop a suitable defense to German gas attacks and eventually to field a considerable offensive chemical capability. Nonetheless, from the introduction of chemical warfare in early 1915 until Armistice Day in November, 1918, the Allies were usually one step behind their German counterparts in the development of gas doctrine and the employment of gas tactics and procedures. In his final report to Congress on World War I, General John J. Pershing expressed the sentiment of contemporary senior officers when he said, "Whether or not gas will be employed in future wars is a matter of conjecture, but the effect is so deadly to the unprepared that we can never afford to neglect the question." General Pershing was the last American field commander actually to confront chemical agents on the battlefield. Today, in light of a significant Soviet chemical threat and solid evidence of chemical warfare in Southeast and Southwest Asia, it is by no means certain he will retain that distinction. Over 50 percent of the Total Army's Chemical Corps assets are located within the United States Army Reserve. This Leavenworth Paper was prepared by the USAA Staff Officer serving with the Combat Studies Institute, USACGSC, after a number of requests from USAA Chemical Corps officers for a historical study on the nature of chemical warfare in World War I. Despite originally being published in 1984, this Leavenworth Paper also meets the needs of the Total Army in its preparations to fight, if necessary, on a battlefield where chemical agents might be employed.
