Available in PDF, EPUB and Kindle. Book excerpt: Faced with the growing threats of terrorism and international organised crime, European societies are feeling an increasing need for both domestic and external security. Government action to combat these threats must be lawful - and also legitimate - and be conducted with due respect for human rights, democracy and the rule of law, which are fundamental Council of Europe principles. The question arises as to who is going to exercise democratic oversight in this area. What are the roles of parliaments, the executive, the judiciary and civil society? Do supervisory bodies exist at supranational level? This book presents the various players and their duties in the security field and confirms the need to strike a balance between a democratic conception of fundamental freedoms and security safeguards, on the basis of reports by the Council of Europe Parliamentary Assembly and the European Commission for Democracy through Law.

Available in PDF, EPUB and Kindle. Book excerpt: The Markets for Force examines and compares the markets for private military and security contractors in twelve nations: Argentina, Guatemala, Peru, Ecuador, the United Kingdom, the Czech Republic, Ukraine, Russia, Afghanistan, China, Canada, and the United States. Editors Molly Dunigan and Ulrich Petersohn argue that the global market for force is actually a conglomeration of many types of markets that vary according to local politics and geostrategic context. Each case study investigates the particular characteristics of the region's market, how each market evolved into its current form, and what consequence the privatized market may have for state military force and the provision of public safety. The comparative standpoint sheds light on better-known markets but also those less frequently studied, such as the state-owned and -managed security companies in China, militaries working for private sector extractive industries in Ecuador and Peru, and the ways warlord forces overlap with private security companies in Afghanistan. An invaluable resource for scholars and policymakers alike, The Markets for Force offers both an empirical analysis of variations in private military and security companies across the globe and deeper theoretical knowledge of how such markets develop. Contributors: Olivia Allison, Oldrich Bures, Jennifer Catallo, Molly Dunigan, Scott Fitzsimmons, Maiah Jaskoski, Kristina Mani, Carlos Ortiz, Ulrich Petersohn, Jake Sherman, Christopher Spearin.

Book excerpt: Through an array of theoretical approaches and empirical material, this comprehensive and accessible volume surveys private armed forces and directly challenges conventional stereotypes of security contractors. Private Armed Forces and Global Security: A Guide to the Issues is the first book to provide a comprehensive yet accessible survey of the private military groups involved in conflicts worldwide. Organized around four themes, it covers the history of private military forces since 1600, the main contemporary actors and their defining characteristics, the environments in which private armed forces operate, and provides an analysis of the logic behind privatizing security. This book goes beyond conventional knowledge, offering both a theoretical approach and a new, practical perspective to advance the understanding of the ongoing climate of global instability and relevant players within it. Numerous examples help the reader grasp the full range of real-world challenges and conceptual facets surrounding this fascinating, yet highly polarizing topic.

Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." In this new edition, the authors methodically explore that common ground, reflecting on the basics of the Profession of Arms, and the officer's special place and distinctive obligations within that profession and especially to the Constitution.

Book excerpt: Private Military and Security Companies (PMSCs) have constituted a perennial feature of the security landscape. Yet, it is their involvement in and conduct during the ongoing wars in Iraq and Afghanistan that have transformed the outsourcing of security services into such a pressing public policy and world-order issue. The PMSCs’ ubiquitous presence in armed conflict situations, as well as in post-conflict reconstruction, their diverse list of clients (governments in the developed and developing world, non-state armed groups, intergovernmental and non-governmental organizations, and international corporations) and, in the context of armed conflict situations, involvement in instances of gross misconduct, have raised serious accountability issues. The prominence of PMSCs in conflict zones has generated critical questions concerning the very concept of security and the role of private force, a rethinking of "essential governmental functions," a rearticulation of the distinction between public/private and global/local in the context of the creation of new forms of "security governance," and a consideration of the relevance, as well as limitations, of existing regulatory frameworks that include domestic and international law (in particular international human rights law and international humanitarian law). This book critically examines the growing role of PMSCs in conflict and post-conflict situations, as part of a broader trend towards the outsourcing of security functions. Particular emphasis is placed on key moral, legal, and political considerations involved in the privatization of such functions, on the impact of outsourcing on security governance, and on the main challenges confronting efforts to hold PMSCs accountable through a combination of formal and informal, domestic as well as international, regulatory mechanisms and processes. It will be of interest to scholars, policymakers, practitioners and advocates for a more transparent and humane security order. This book was published as a special issue of Criminal Justice Ethics.

Available in PDF, EPUB and Kindle. Book excerpt: This book develops a new approach to the analysis of civil-military relations by focusing on the effectiveness of the armed forces in fulfilling roles & missions, and on their efficiency in terms of cost. The approach is applied to the United States using official documents and interviews with policy-makers. In addition to analyzing the impact of defense reform initiatives over the past thirty years, the book includes the recent phenomenon of "contracting-out" security that has resulted in greater numbers of contractors in Iraq and Afghanistan than uniformed military personnel. While the book demonstrates that democratic civilian control of the military in the U.S. is not at issue, it reveals that there is little public control over Private Security Contractors due to a combination of the current restricted interpretation of what is an "inherently governmental function" and limited legal authority. This is despite the fact that PSCs have taken on roles and missions that were previously the responsibility of the uniformed military. Further, despite numerous efforts to redress the problem, current political and institutional barriers to reform are not likely to be overcome soon.

Available in PDF, EPUB and Kindle. Book excerpt: The legitimate use of force is generally presumed to be the realm of the state. However, the flourishing role of the private sector in security over the last twenty years has brought this into question. In this book Deborah Avant examines the privatization of security and its impact on the control of force. She describes the growth of private security companies, explains how the industry works, and describes its range of customers – including states, non-government organisations and commercial transnational corporations. She charts the inevitable trade-offs that the market for force imposes on the states, firms and people wishing to control it, suggests a new way to think about the control of force, and offers a model of institutional analysis that draws on both economic and sociological reasoning. The book contains case studies drawn from the US and Europe as well as Africa and the Middle East.
