Book excerpt: Flood catastrophes which happened world-wide have shown that it is not sufficient to characterize the hazard caused by the natural phenomenon "flood" with the well-known 3M-approach (measuring, mapping and modelling). Due to the recent shift in paradigms from a safety oriented approach to risk based planning it became necessary to consider the harmful impacts of hazards. The planning tasks changed from attempts to minimise hazards towards interventions to reduce exposure or susceptibility and nowadays to enhance the capacities to increase resilience. Scientific interest shifts more and more towards interdisciplinary approaches, which are needed to avoid disaster. This book deals with many aspects of flood risk management in a comprehensive way. As risks depend on hazard and vulnerabilities, not only geophysical tools for flood forecasting and planning are presented, but also socio-economic problems of flood management are discussed. Starting with precipitation and meteorological tools to its forecasting, hydrological models are described in their applications for operational flood forecasts, considering model uncertainties and their interactions with hydraulic and groundwater models. With regard to flood risk planning, regionalization aspects and the options to utilize historic floods are discussed. New hydrological tools for flood risk assessments for dams and reservoirs are presented. Problems and options to quantify socio-economic risks and how to consider them in multi-criteria assessments of flood risk planning are discussed. This book contributes to the contemporary efforts to reduce flood risk at the European scale. Using many real-world examples, it is useful for scientists and practitioners at different levels and with different interests.

Book excerpt: The author of Gold Rush Stories shares tales of the larger-than-life characters from the history of the legendary Sierra Nevada mountain range. With its 14,000-foot granite mountains, crystalline lakes, conifer forests, and hidden valleys, the Sierra Nevada has long been the domain of dreams, attracting the heroic and the delusional, the best of humanity and the worst. Stories abound, and characters emerge so outlandish and outrageous that they must be real. Could the human imagination have invented someone like Eliza Gilbert? Born in Limerick, Ireland, in 1818, she transformed herself into Lola Montez, born in Seville, Spain, in 1823, and brought to the Gold Country the provocative “Spider Dance”—impersonating a young woman repelling a legion of angry spiders under her petticoats. Or Otto Esche, who in 1860 imported fifteen two-humped Bactrian camels from Asia to transport goods to the mines. Or the artist Albert Bierstadt, whose paintings Mark Twain characterized as having “more the atmosphere of Kingdom-Come than of California.” Or multimillionaire George Whittell Jr., who was frequently spotted driving around Lake Tahoe in a luxurious convertible with his pet lion in the front seat. These, and scores more, spill out of the pages of this well-illustrated and lively tribute to the Sierra by a native son.

Available in PDF, EPUB and Kindle. Book excerpt: Section 106. A critical section of an obscure law, the National Preservation Act. It has saved thousands of historic sites, archeological sites, buildings, and neighborhoods across the country from destruction by Federal projects. And it has let even more be destroyed, or damaged, or somehow changed. It is the major legal basis for a multi-million dollar 'cultural resource management' industry that provides employment to thousands of archeologists, historians, and architectural historians. It is interpreted in a wide variety of ways by judges, lawyers, Federal agency officials, State and Tribal Historic Preservation Officers, contractors, and academics. But what does it say, and how does the regulatory process it created actually work? In this book, Tom King de-mythologizes Section 106, explaining its origins, its rationale, and the procedures that must be followed in carrying out its terms. Available just months after the latest revision of section 106, this book builds on King's best-selling work, Cultural Resource Laws and Practice: an Introductory Guide (AltaMira Press 1998). It is indispensable for federal, state, tribal, legal, academic, and citizen practitioners in the United States. King's engaging and witty prose turns a tangle of complicated regulation into a readable and engaging guide. ** CLICK 'Sample Readings' below to view the most current addendum to this book. Available in PDF, EPUB and Kindle. Book excerpt: How deep learning—from Google Translate to driverless cars to personal cognitive assistants—is changing our lives and transforming every sector of the economy. The deep learning revolution has brought us driverless cars, the greatly improved Google Translate, fluent conversations with Siri and Alexa, and enormous profits from automated trading on the New York Stock Exchange. Deep learning networks can play poker better than professional poker players and defeat a world champion at Go. In this book, Terry Sejnowski explains how deep learning went from being an arcane academic field to a disruptive technology in the information economy. Sejnowski played an important role in the founding of deep learning, as one of a small group of researchers in the 1980s who challenged the prevailing logic-and-symbol based version of AI. The new version of AI Sejnowski and others developed, which became deep learning, is fueled instead by data. Deep networks learn from data in the same way that babies experience the world, starting with fresh eyes and gradually acquiring the skills needed to navigate novel environments. Learning algorithms extract information from raw data; information can be used to create knowledge; knowledge underlies understanding; understanding leads to wisdom. Someday a driverless car will know the road better than you do and drive with more skill; a deep learning network will diagnose your illness; a personal cognitive assistant will augment your puny human brain. It took nature many millions of years to evolve human intelligence; AI is on a trajectory measured in decades. Sejnowski prepares us for a deep learning future.

Book excerpt: Professor Bill Faulkner was the father of tourism research in Australia, having spent 20 years in the field, first within government and then in academe. He was a visionary whose impact on the tourism research field extended well beyond Australia. This work contains a collection of Faulkner's publications grouped thematically under the headings Methods, Events, Destinations and Research Agenda. The sections demonstrate how his thinking evolved over time and influenced the intellectual development of the field itself. An introductory chapter describes Faulkner's life and the contribution that he made to the field of tourism research.
