The 1970s ushered in petro-politics, for instance, but OPEC's international status declined markedly in the following decade. Similarly, the Arab world's ostracism of Egypt in the 1970s following its separate peace with Israel was turned around in the 1980s; the late 1980s also brought PLO acceptance of the State of Israel. Interstate relations were not the only arena to experience significant alterations; state-society relations also underwent dramatic changes, such as the acceleration of privatization in erstwhile socialist regimes. Then the 1990s opened with a political earthquake: the Gulf Crisis. The second edition of this highly acclaimed text offers a penetrating analysis of trends in Arab foreign policies since the book was originally published in 1984, including an early analysis of the effects of Iraq's invasion of Kuwait and the subsequent coalition victory over Iraq. In addition, the authors have included new chapters on Jordan—at the heart of the Arab world—and on the Sudan—the region's link to sub-Saharan Africa. Their inclusion allows a fuller understanding of the foreign policies of states that occupy crucial geopolitical positions but wield little tangible power. Moreover, in many of its chapters the book raises the crucial question of how the foreign policies of these countries can cope with the prevalence of political change.

Book excerpt: Turkey’s Middle East policy has transformed in recent years and is now more involved in the region, employs more soft power tools and actively engages in third party roles in regional conflicts. Turkey has improved its relations with bordering states as a result of its “zero problems with neighbors” policy. This paper examines the elements of a new Turkish foreign policy in the Middle East and focuses on the reasons for its evolution as well as its structural conditions and political leadership. In discussing these factors this paper aims to identify the circumstances that have created an opening for change. It is argued that those structural conditions which emerged at the beginning of the new millennium coincided with a strategic political leadership that led to this transformation. It is also emphasized that “pull factors” have been important for a new Turkish engagement with the Middle East. Perspectives on Turkey in the region have become more positive in recent years. However, different actors in the Arab world have different perceptions of Turkey and its importance for the region. Some focus on Turkey as a strategic asset in the constantly shifting and highly volatile regional balance of power, while others perceive Turkey more as an important economic partner and critical for the debates on political reform in the region. Finally, this paper focuses on the issue of sustainability of Turkish foreign policy in the Middle East in the face of certain challenges, especially the so-called “Arab Spring”, which has presented difficulties for Turkey in light of the instabilities in various Arab countries and has challenged Turkey’s political and economic interests. The AKP government’s policy towards the region has therefore been evolving and during its first term it positioned itself outside of the polarizations and conflicts in the region and firmly tied its policy to the EU accession process. Such a policy was not only good for Turkey – providing political and economic opportunities – it was also beneficial for the Middle East. However, since 2008 the AKP government’s policy has begun to shift slightly and Turkey would appear to have become more involved in regional polarizations, particularly in relation to Israel and Iran. The weakening of the EU anchor has further contributed to Turkey’s entanglement in the Middle East and the challenge now for Turkey has grown since the geo-political conditions that made Turkey more active in the region have changed. Ultimately, the success of Turkish diplomacy in the Middle East will depend on how far it will manage to respond to the momentous transformations taking place in the region.

Book excerpt: China’s foreign policy in the Arab world is important because it reflects China’s general foreign policy. In this study, first published in 1981, the author draws upon a wealth of previously unpublished and inaccessible material to analyse Chinese attitudes in three cases: the two Arab liberation movements, the Palestine Resistance Movement and the Popular Front for the Liberation of the Oman, and the established and independent State of Kuwait. Since the Arab liberation movements played a significant political role within their fields of operation, it was necessary for China to decide whether these movements did actually fit in with Chinese foreign policy objectives. Dr Behbehani’s analysis of these two case studies provides the basis for a discussion of whether China’s motives in supporting the liberation movements are theoretical or purely practical. China’s support for Kuwait’s political internal continuity is related to the stability of the whole Gulf region. The author analyses Chinese support for Kuwait and the surrounding conservative states on two main bases, political and economic, in the form of trade. It is through these channels, particularly the economic one, that China has sought to establish itself in the Gulf and the Arabian peninsula.
