Reducing leakages in the petroleum sector is especially macroeconomically critical, given Nigeria’s current fiscal and external dependence on oil revenue. This paper provides an overview of developments, recent reforms, and challenges, and outlines policy recommendations for stronger governance and corruption prevention, detection, and resolution, including through anti-money laundering and combating the financing of terrorism measures that are useful beyond the petroleum sector. Strengthening transparency is needed to ensure that Nigeria receives maximum benefits from the oil and gas sector. The Nigerian authorities must accelerate their anti-corruption efforts to maintain momentum against both entrenched challenges and evolving threats. Achieving critical improvements to SOE governance and Anti-Money Laundering and Combating the Financing of Terrorism efforts will require a combination of legislative action, institutional reform, and additional resources.

The intensity of the insurgents’ violence necessitated measures to combat fundamentalism, including military operations, amnesty, deradicalisation and other strategies. Focusing on the counter-insurgency operations and the various government responses, this work highlights the successes and failures of the approaches adopted by the government in the north-east of Nigeria. The strategies and programmes examined include both military and non-military approaches, but especially non-kinetic measures such as deradicalisation, rehabilitation, reintegration and peace-building programmes. In contrast to previous works, this book addresses neglected areas of inquiry such as the typologies of deradicalisation interventions (of which there are about five), and especially the intellectual response of the Ulama in countering Boko Haram extremism and peacebuilding. The study broadens the horizon of inquiry on insurgency, deradicalisation and peacebuilding in Nigeria, in Africa and globally, by delving deeper into the subject matter using a methodological approach that draws on primary sources from key actors and stakeholders. In addition, the book introduces a new theoretical approach, entitled the ‘Multiple Front Reaction Model’, and will challenge future works to consolidate or synthesise its assumptions. Book excerpt: An arc of instability stretching across Africa’s Sahel region, an area of strategic interest for the United States and its allies, is plagued by violent extremist organizations (VEOs). These organizations, including Boko Haram, al Qaeda, and other terror groups, have metastasized and present a serious threat to regional stability. Now these VEOs are transitioning. Under sustained pressure from French and regional security forces, and reeling from the loss of senior leaders, many of these groups feel backed into a corner. Despite setbacks, these groups continue to plague the region. To enhance policymakers’ understanding of these threats and how to respond to them, CSIS experts from the Africa Program and Transnational Threats Project conducted field-based and scholarly research examining the broad range of factors at play in the region. This research provides little ground for optimism. Chronic underdevelopment, political alienation, failed governance and corruption, organized crime, and spillover from Libya help foster and sustain violent extremists throughout the Sahel.
