Available in PDF, EPUB and Kindle. Book excerpt: The problems of controlling fishing effort are reviewed. Any method should satisfy certain criteria - maintaining the productivity of the resource, economic performance and equity (or social needs). The methods of achieving these objectives are reviewed; they include the setting of catch limits, direct control of fleet capacity (e.g. restricting the number of fishing units), indirect measures (mesh size, closed areas), financial measures and the establishment of property rights to fishing areas or quantities of fish. The advantages and disadvantages of each approach are discussed in the light of the established criteria and appropriate techniques are given for six specific types of fisheries.

Book excerpt: Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

Available in PDF, EPUB and Kindle. Book excerpt: Fluctuations and declines in marine fish populations have caused growing concern among marine scientists, fisheries managers, commercial and recreational fishers, and the public. Sustaining Marine Fisheries explores the nature of marine ecosystems and the complex interacting factors that shape their productivity. The book documents the condition of marine fisheries today, highlighting species and geographic areas that are under particular stress. Challenges to achieving sustainability are discussed, and shortcomings of existing fisheries management and regulation are examined. The volume calls for fisheries management to adopt a broader ecosystem perspective that encompasses all relevant environmental and human influences. Sustaining Marine Fisheries offers new approaches to building workable fisheries management institutions, improving scientific data, and developing management tools. The book recommends ways to change current practices that encourage overexploitation of fish resources. It will be of special interest to marine policymakers and ecologists, fisheries regulators and managers, fisheries scientists and marine ecologists, fishers, and concerned individuals.

Available in PDF, EPUB and Kindle. Book excerpt: This report deals with the general problem of regulating fishing effort and, in particular, with methods of controlling the expansion of fishing capacity in commercial fleets. In the first part, the author exposes the rationale for government intervention and the various management problems which may have to be considered by a regulatory policy; he then identifies a number of criteria that are likely to guide governments in a selection of alternative approaches to management. Part II deals more directly with policy development in Mediterranean trawl fisheries; it summarizes current arrangements in several countries and suggests management measures which might help in solving the problems of overcapacity which affects the trawl fishery, leaving to the countries the choice of appropriate measures according to their own socio-economic and political context.

Available in PDF, EPUB and Kindle. Book excerpt: The state of the Northeast Atlantic fisheries in recent years has highlighted - plementation as the Achilles heel of modern fisheries management: discards and unreported or misreported landings are in many cases recognised to effectively subvert sound conservation goals. Social science literature on fisheries mana- ment has tended to regard the implementation of resource conservation policies mainly as a question of effective enforcement. This literature regards surveillance and penalty as the key mechanism through which fishermen keep to catch restr- tions and loyally report their catches. This book emerged because several years of research on fishermen’s compliance had made us uneasy about this rather narrow approach to the problem of implementation. This uneasiness motivated us to widen the approach to the question of implementing conservation policies in the fisheries. Taking Norway as an example, its fishing fleet consists of some 7,000 vessels spread along a coastline of more than 20,000 km, populated by less than 5 million people. The idea of ensuring desirable behaviour through surveillance and - forcement alone is almost absurd in such a context, as the task is impossible by any reasonable means. The Norwegian implementation system has thus had to rely heavily on the incentives provided by the rules and legitimacy created through a century of state/industry collaboration. Different coastal states face very different conditions in terms of solving typical implementation problems such as discards and misreporting.

Book excerpt: Ocean harvests have plateaued worldwide and many important commercial stocks have been depleted. This has caused great concern among scientists, fishery managers, the fishing community, and the public. This book evaluates the major models used for estimating the size and structure of marine fish populations (stock assessments) and changes in populations over time. It demonstrates how problems that may occur in fisheries data--for example underreporting or changes in the likelihood that fish can be caught with a given type of gear--can seriously degrade the quality of stock assessments. The volume makes recommendations for means to improve stock assessments and their use in fishery management.

Book excerpt: During the last decade, there has been a shift in the governance and management of fisheries to a broaderapproach that recognizes the participation of fishers, local stewardship, and shared decision-making.Through this process, fishers are empowered to become active members of the management team, balancing rights and responsibilities, and working in partnership with government. This approach iscalled co-management.This handbook describes the process of community-based co-management from its beginning, throughimplementation, to turnover to the community. It provides ideas, methods, techniques, activities, checklists, examples, questions and indicators for the planning and implementing of a process of community-basedco-management. It focuses on small-scale fisheries (freshwater, floodplain, estuarine, or marine) indeveloping countries, but is also relevant to small-scale fisheries in developed countries and to themanagement of other coastal resources (such as coral reefs, mangroves, sea grass, and wetlands). Thishandbook will be of significant interest to resource managers, practitioners, academics and students ofsmall-scale fisheries.

Bringing into focus a wide range of inquiry, this second volume concentrates on extensions, analysis of management agencies and applications. Individual papers examine fundamental issues including, multispecies models, international utilization and recreational fisheries. Fisheries Economics is an invaluable research reference collection for the libraries of academic and other professional economists, as well as an indispensable resource for those studying across the fields of natural resources, fisheries economics and particularly fisheries management.

This book was released on 2023-05-04 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Legislating for an ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, intersectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how an EAF is being implemented through national policy and legal frameworks, FAO developed a diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks. The present legal report on the EAF used the diagnostic tool to assess the alignment of selected policy and legal instruments of Sri Lanka with an EAF. This assessment analysed the extent to which 82 EAF legal requirements, which are considered the minimum standards in legislating for an EAF, are reflected in Sri Lanka's policies and legislation relevant to the fisheries sector of the country and other relevant sectors (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of an EAF.This report was elaborated following a participatory approach with the involvement of the national competent authorities of Sri Lanka. Drafted in July 2021, the report was submitted to the national authorities of Sri Lanka in October 2021, and revised in October 2022. The National Aquatic Resources Research and Development Agency (NARA) and the Department of Fisheries and Aquatic Resources (DFAR) endorsed this EAF Legal Report in January 2023.
