Book excerpt: The structural problems present in vocational education in France and reform efforts under way to solve them were studied. Eighteen experts from government, science, and industry were interviewed, and statistics and other relevant publications were analyzed. The development of the French initial training system was outlined, and trends in demography, education, and employment as a platform for vocational training reform in France in the 1980s were examined. The educational policy debate on reform of the vocational education system and related state measures to improve the levels of general and vocational education, reduce the number of school dropouts, and increase the number of vocational baccalaureate holders were outlined along with efforts to restructure vocational education certificates and transitions within the education system. Efforts to strengthen the links between the vocational secondary schools and industry, upgrade industrial apprentice training, help integrate youth into working life, and develop new forms of state intervention within the vocational training system were examined. The analysis indicated that, despite their apparent convergence in recent years, the differences between the French and German vocational education systems are too great to permit successful assimilation of the German model in France in the foreseeable future. Economic historians tend to see apprenticeship as a purely economic phenomenon, as an 'incomplete contract' in need of legal and institutional enforcement mechanisms. The contributors to this volume have adopted a broader perspective. They regard learning on the shop floor as a complex social and cultural process, to be situated in an ever-changing historical context. The results are surprising. Bert De Munck is Lecturer in the Department of History at the University of Antwerp, Belgium, where he teaches social and economic history of the early modern period, history and social theory, and European ethnology and heritage. This is not a government hand-out but an investment in America and its citizens that promises to be extraordinary. Researchers at Columbia University and the City University of New York, found that for each unemployed youth someone between the ages of 16 and 24 who is in neither work or school costs taxpayers nearly $ 14,000 dollars per year in direct costs for things like medical bills and government aid, while ultimately creating a social burden of more than $37,000 dollars annually (when accounting for the costs of crime and lost tax revenue). Jobs are the life blood of our economy. They create wealth in exchange for services rendered that increase and improve our way of life. Current unemployment and under-employment is especially high. The many jobless people in America are losing hope of an economic recovery. Our politicians, Republicans and Democrats, respond with contrasting solutions that focus only on taxes and spending. Our large cities and communities are especially in need of real good-jobs if we are to succeed in fighting poverty. We need to encourage our more fortunate citizens to provide job opportunities for the less-fortunate.

The study showed that the apprentice contract or indenture has become an integral part of apprenticeship in all Member States. Admissions requirements for access to apprenticeshp, in general, are not high. Although it was an option open to those who had completed lower secondary education, the average age of entrants is rising. The role of the social partner organizations varies by country. Likewise, a sizeable imbalance exists between countries concerning the variety of occupations for which apprenticeship is provided. In the majority of countries, apprentices are concentrated in small and medium-sized enterprises. General educaton has become an important element of the school-based tuition given to apprentices. The average length of an apprenticeship is usually 2-3 years. The financing mechanism is a complicated procedure involving investment by the state, company, and individual. Efforts are being made to encourage apprentices to develop their competence and attain recognized qualifications. In general, annual intakes of apprentices over the last decade in most countries has decreased. The conclusion is that at least 12 distincat apprenticeship systems still exist.
