Designers use them to support their human factors engineering (HFE) programs for a wide range of complex systems, including commercial nuclear power plants. Applicants to U.S. Nuclear Regulatory Commission (NRC) can use HPMs for design certifications, operating licenses, and license amendments. In the context of nuclear-plant safety, it is important to assure that HPMs are verified and validated, and their usage is consistent with their intended purpose. Using HPMs improperly may generate misleading or incorrect information, entailing safety concerns. The objective of this research was to develop guidance to support the NRC staff's reviews of an applicant's use of HPMs in an HFE program. The guidance is divided into three topical areas: (1) HPM Verification, (2) HPM Validation, and (3) User Interface Verification. Following this guidance will help ensure the benefits of HPMs are achieved in a technically sound, defensible manner. During the course of developing this guidance, I identified several issues that could not be addressed; they also are discussed.

A common way to evaluate human performance is to test operators and crews in NPP control room simulators. However, it is often challenging to characterize human performance in meaningful ways when measuring performance in NPP control room simulations. A review of the literature in NPP simulator studies reveals a variety of ways to measure human performance in NPP control room simulations including direct observation, automated computer logging, recordings from physiological equipment, self-report techniques, protocol analysis and structured debriefs, and application of model-based evaluation. These methods and the particular measures used are summarized and evaluated.

A plant or other facility consists of both the engineered system and the human users of that system. It is therefore crucial that engineering activities consider the humans who will be interacting with those systems. Engineering design, specifically instrumentation and control (I&C) design, can influence human performance by driving how plant personnel carry out work and respond to events within a nuclear power plant. As a result, human–system interfaces (HSIs) for plant operators as well as the maintenance and testing of the I&C system cannot be designed by isolated disciplines. The focus of this publication is to integrate knowledge from the disciplines of human factors engineering (HFE) and I&C to emphasize an interdisciplinary approach for the design of better HSIs and consequently improved human performance in nuclear power plants. This is accomplished by practical explanations of the HFE processes and corresponding outputs that inform the I&C development. More specifically, the publication addresses issues in the design process where collaboration between HFE, I&C and other important disciplines and stakeholders is paramount and identifies key tools and tasks for exchanging inputs and outputs between different design disciplines, particularly I&C and HFE. The practical information provided in this publication is intended to support Member States’ capabilities to improve their approach to I&C through the consideration of HFE.

This means that a wide range of human factors issues, which would be impossible or highly impracticable to study in real-life settings, can thus be addressed in HAMMLAB. Simulator-based Human Factors Studies Across 25 Years celebrates the twenty-fifth anniversary of HAMMLAB by reviewing the human factors studies performed in HAMMLAB across this time-span. A range of human factors issues have been addressed, including: • human-system interfaces; • alarm systems; • computerized procedures; • human-automation interaction; • staffing, teamwork and human reliability. The aim of HAMMLAB studies has always been the same: to generate knowledge for solving current and future challenges in nuclear power plant operation to contribute to safety. To identify the issues, current industry developments and trends were evaluated in the areas of reactor technology, instrumentation and control technology, human-system integration technology, and human factors engineering (HFE) methods and tools. The issues were organized into seven high-level HFE topic areas: Role of Personnel and Automation, Staffing and Training, Normal Operations Management, Disturbance and Emergency Management, Maintenance and Change Management, Plant Design and Construction, and HFE Methods and Tools. The issues where then prioritized into four categories using a 'Phenomena Identification and Ranking Table' methodology based on evaluations provided by 14 independent subject matter experts. The subject matter experts were knowledgeable in a variety of disciplines. Vendors, utilities, research organizations and regulators all participated. Twenty issues were categorized into the top priority category. This Brookhaven National Laboratory (BNL) technical report provides the detailed methodology, issue analysis, and results. A summary of the results of this study can be found in NUREG/CR-6947. The research performed for this project has identified a large number of human-performance issues for new control stations and new nuclear power plant designs. The information gathered in this project can serve as input to the development of a long-term strategy and plan for addressing human performance in these areas through regulatory research. Addressing human-performance issues will provide the technical basis from which regulatory review guidance can be developed to meet these challenges. The availability of this review guidance will help set clear expectations for how the NRC staff will evaluate new designs, reduce regulatory uncertainty, and provide a well-defined path to new nuclear power plant licensing.
