Book excerpt: In the United States there are several thousand devices containing high-activity radiation sources licensed for use in areas ranging from medical uses such as cancer therapy to safety uses such as testing of structures and industrial equipment. Those radiation sources are licensed by the U.S. Nuclear Regulatory Commission and state agencies. Concerns have been raised about the safety and security of the radiation sources, particularly amid fears that they could be used to create dirty bombs, or radiological dispersal device (RDD). In response to a request from Congress, the U.S. Nuclear Regulatory Commission asked the National Research Council to conduct a study to review the uses of high-risk radiation sources and the feasibility of replacing them with lower risk alternatives. The study concludes that the U.S. government should consider factors such as potential economic consequences of misuse of the radiation sources into its assessments of risk. Although the committee found that replacements of most sources are possible, it is not economically feasible in some cases. The committee recommends that the U.S. government take steps to in the near term to replace radioactive cesium chloride radiation sources, a potential "dirty bomb" ingredient used in some medical and research equipment, with lower-risk alternatives. The committee further recommends that longer term efforts be undertaken to replace other sources. The book presents a number of options for making those replacements.

Book excerpt: The production of nuclear materials for the national defense was an intense, nationwide effort that began with the Manhattan Project and continued throughout the Cold War. Now many of these product materials, by-products, and precursors, such as irradiated nuclear fuels and targets, have been declared as excess by the Department of Energy (DOE). Most of this excess inventory has been, or will be, turned over to DOE's Office of Environmental Management (EM), which is responsible for cleaning up the former production sites. Recognizing the scientific and technical challenges facing EM, Congress in 1995 established the EM Science Program (EMSP) to develop and fund directed, long-term research that could substantially enhance the knowledge base available for new cleanup technologies and decision making. The EMSP has previously asked the National Academies' National Research Council for advice for developing research agendas in subsurface contamination, facility deactivation and decommissioning, high-level waste, and mixed and transuranic waste. For this study the committee was tasked to provide recommendations for a research agenda to improve the scientific basis for DOE's management of its high-cost, high-volume, or high-risk excess nuclear materials and spent nuclear fuels. To address its task, the committee focused its attention on DOE's excess plutonium-239, spent nuclear fuels, cesium-137 and strontium-90 capsules, depleted uranium, and higher actinide isotopes.

Furthermore, NG can effectively be used for elemental analysis and is also effective for analysis of hidden materials by neutron radiography. Book excerpt: Definite identification has been made of an isotope of the element with atomic number 98 through the irradiation of Cm242 with about 35-Mev helium ions in the Berkeley Crocker Laboratory 60-inch cyclotron. The isotope which has been identified has an observed half-life of about 45 minutes and is thought to have the mass number 244. The observed mode of decay of 98244 is through the emission of alpha-particles, with energy of about 7.1 Mev, which agrees with predictions. Other considerations involving the systematics of radioactivity in this region indicate that it should also be unstable toward decay by electron capture. The chemical separation and identification of the new element was accomplished through the use of ion exchange adsorption methods employing the resin Dowex-50. The element 98 isotope appears in the eka-dysprosium position on elution curves containing berkelium and curium as reference points--that is, it precedes berkelium and curium off the column in like manner that dysprosium precedes terbium and gadolinium. The experiments so far have revealed only the tripositive oxidation state of eka-dysprosium character and suggest either that higher oxidation states are not stable in aqueous solutions or that the rates of oxidation are slow. The successful identification of so small an amount of an isotope of element 98 was possible only through having made accurate predictions of the chemical and radioactive properties.
