Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed federal agencies' use of environmental impact assessments to assess the environmental consequences of their overseas activities, focusing on: (1) the requirements for environmental impact assessments under the National Environmental Policy Act (NEPA) and Executive Order 12114; (2) federal agencies' implementation of Executive Order 12114; and (3) the advantages and disadvantages of applying NEPA procedures to, or strengthening environmental impact assessments procedures for, federal agencies' actions outside U.S. jurisdiction. GAO found that: (1) Executive Order 12114 requirements for environmental impact assessments are more ambiguous and limited than NEPA requirements, particularly concerning the scope of federal actions and required analyses and participation; (2) the order does not fully describe the types of documents or analyses to be used in the assessment process or call for external review of the assessment process; (3) 21 federal agencies have established environmental assessment procedures and many have applied their procedures to projects abroad, but the order's ambiguities and the agencies' differing interpretations of the order's applicability to their projects have resulted in inconsistent application; (4) questions about NEPA applicability to trade agreements have arisen because of ambiguities in NEPA; (5) difficulties in applying NEPA procedures or strengthening environmental impact assessment procedures abroad include infringement of host countries' sovereignty, increases in the number of lawsuits and costs, and encroachment upon the President's flexibility in conducting foreign affairs; and (6) strengthening environmental impact assessment procedures abroad would be consistent with U.S. initiatives to strengthen foreign assistance agencies' and multilateral development banks' environmental impact assessment procedures.

Available in PDF, EPUB and Kindle. Book excerpt: The World Bank Group lends about $40 billion annually to developing countries. Critics have claimed that some projects have harmed the environment and the local population. Title XIII of the International Financial Institutions Act of 1977 outlines in part the U.S. government¿s requirements for reviewing potential environmental and social impacts of proposed multilateral dev¿t. bank projects. This report assesses the U.S. government¿s international environmental oversight efforts by examining: (1) how U.S. agencies implement legislative requirements to review the potential environmental concerns associated with proposed World Bank Group projects; and (2) agencies' ability to identify and address these concerns. Book Synopsis Environmental Regulation Through Financial Organisations:Comparative Perspectives on the Industrialised Nations by : Benjamin Richardson
Download or read book Environmental Regulation Through Financial Organisations:Comparative Perspectives on the Industrialised Nations written by Benjamin Richardson and published by Springer. This book was released on 2002-02-13 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book takes a comparative perspective of practice in the European Union, North America, Japan and Australasia, arguing that existing legal reforms to promote sustainable development are unlikely to be successful unless environmental policy can be diffused and embedded in the financial services sector. This sector plays a crucial role in creating the financial conditions that allow much economic development to proceed. Financial markets are already highly regulated in pursuance of various public policy objectives, and there is scope to adapt existing regulation to incorporate environmental aspects into the financial services sector. In terms of specific reforms, the book focuses on the role of corporate environmental reporting, economic instruments and liability rules to provide a proper context for engaging financial organisations with the environment, as well as reforms to the system of prudential regulation that currently governs this sector. Beyond the focus on the financial services sector, the book raises complex questions regarding the relationship between the state and market institutions in environmental policy, and will appeal to scholars from a wide range of disciplines interested in problems of environmental governance.
