The project examines the practices for inspection of bridges, the information needs of bridge management systems, and the data and assessments offered by NDE methods to develop seamless, coordinated use of NDE methods. The project delivers new definitions of condition states for commonly recognized bridge elements, a catalog of NDE methods and guidance for their use in condition rating, a review of the role of visual inspections, and a methodology for the inclusion of new NDE methods as these become available.

These methods need to be able to identify problems often hidden within structures before they become serious. This important collection reviews key techniques and their applications to bridges, buildings and other civil structures. The first group of chapters reviews ways of testing corrosion in concrete components. Given their continuing importance and vulnerability to decay, the next series of chapters describes ways of testing wood components within civil structures. A final group of chapters looks at visual and acoustic techniques and their use to assess bridges in particular. Inspection and monitoring techniques for bridges and civil structures is an invaluable reference for civil engineers involved in safety inspection, maintenance and repair of bridges and civil structures. Reviews key inspection and monitoring techniques and their applications to bridges, building and other civil structures Edited by a leading authority in the field

Book excerpt: In 2012, Congress passed the Moving Ahead for Progress in the 21st Century Act (MAP-21) and committed to the development of a data-driven, risk based approach to asset management in the United States. This law requires the collection and submission of element level bridge inspection data for all National Highway System bridges, in addition to the National Bridge Inspection condition rating data. Ultimately, the data collected during element level bridge inspections should satisfy the requirements of the Federal Highway Administration and MAP-21 and be utilized by INDOT to evaluate bridge condition, predict deterioration, and guide decision making. The objective of this project is to develop recommendations for element level bridge inspection techniques, data collection, and inspector training based on a survey of INDOT peer agencies and a literature review of existing research and bridge inspection guidance. In order to collect consistent and reliable data, a rigorous inspector training program and detailed quality control procedures are necessary. INDOT must provide inspectors with the tools to be successful, including clearly defined expectations and instructions, comprehensive training and technical support, and effective inspection equipment. Similarly, robust quality control measures and periodic performance testing should be implemented to improve inspection quality and assess the agency's performance.

Book excerpt: This study gathers information on current practices that senior managers at transportation agencies use to make network-level decisions on resource allocations for their bridge programs. In particular, the study explores how agency bridge management systems are employed in this process. Information was gathered through a review of literature on U.S. and international bridge management, a survey of U.S. and Canadian transportation agencies, and 15 in-depth interviews with state DOT executive and bridge managers.

(FHWA) to improve its oversight of states¿ bridge inspections, load ratings, and max. weight postings. FHWA should encourage states to use more detailed data to manage their bridge programs. Shortly after the I-35W bridge collapse in Minneapolis, MN on Aug. 1, 2007, killing 13 people, the Sec. of Transportation asked whether FHWA¿s Nat. Bridge Inspection Program delivered the highest level of bridge safety. Objectives for this audit were to evaluate FHWA¿s: (1) implementation of data-driven, risk-based oversight to target bridge safety risks most in need of attention, particularly those related to load ratings and postings; and (2) promotion of state use of bridge management systems. Book excerpt: With over 600,000 bridges across the United States averaging 42 years of age, annual Federal repair and rehabilitation costs for fiscal year 2010 were in the region of 7 billion dollars. Following significant public sector investment developing nondestructive evaluation (NDE) and structural health monitoring (SHM) tools for objective condition assessment, a recent workshop supported by the Federal Highway Administration's (FHWA) Exploratory Advanced Research (EAR) Program addressed the use of NDE as an effective and efficient bridge maintenance and asset management tool.

This book was released on 2018 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: Bridge management system (BMS) is an effective mean for managing bridges throughout their design life. BMS requires accurate collection of data pertinent to bridge conditions. Non Destructive Evaluation methods (NDE) are automated accurate tools used in BMS to supplement visual inspection. This research provides overview of current practices in bridge inspection and in-depth study of thirteen NDE methods for condition assessment of concrete bridges and eleven for structural steel bridges. The unique characteristics, advantages and limitations of each method are identified along with feedback on their use in practice. Comparative study of current practices in bridge condition rating, with emphasis on the United States and Canada is also performed. The study includes 4 main criteria: inspection levels, inspection principles, inspection frequencies and numerical ratings for 4 provinces and states in North America and 5 countries outside North America. Considerable work has been carried out using a number of sensing technologies for condition assessment of civil infrastructure. Fewer efforts, however, have been directed for integrating the use of these technologies. This research presents a newly developed method for automated condition assessment and rating of concrete bridge decks. The method integrates the use of ground penetrating radar (GPR) and infrared thermography (IR) technologies. It utilizes data fusion at pixel and feature levels to improve the accuracy of detecting defects and, accordingly, that of condition assessment. Dynamic Bayesian Network (DBN) is utilized at the decision level of data fusion to overcome cited limitations of Markov chain type models in predicting bridge conditions based on prior inspection results. Pixel level image fusion is applied to assess the condition of a bridge deck in Montreal, Canada using GPR and IR inspection results. GPR data are displayed as 3D from 24 scans equally spaced by 0.33m to interpret a section of the bridge deck surface. The GPR data is fused with IR images using wavelet transform technique. Four scenarios based on image processing are studied and their application before and after data fusion is assessed in relation to accuracy of the employed fusion process. Analysis of the results showed that bridge condition assessment can be improved with image fusion and, accordingly, support inspectors in interpretation of the results obtained. The results also indicate that predicted bridge deck condition using the developed method is very close to the actual condition assessment and rating reported by independent inspection. The developed method was also applied and validated using three case studies of reinforced concrete bridge decks. Data and measurements of multiple NDE methods are extracted from Iowa, Highway research board project, 2011. The method utilizes data collected from ground penetrating radar (GPR), impact echo (IE), Half-cell potential (HCP) and electrical resistivity (ER). The analysis results of the three cases indicate that each level of data fusion has its unique advantage. The power of pixel level fusion lies in combining the location of bridge deck deterioration in one map as it appears in the fused image. While, feature fusion works in identification of specific types of defects, such as corrosion, delamination and deterioration. The main findings of this research recommend utilization of data fusion within two levels as a new method to facilitate and enhance the capabilities of inspectors in interpretation of the results obtained. To demonstrate the use of the developed method and its model at the decision level of data fusion an additional case study of a bridge deck in New Jersey, USA is selected. Measurements of NDE methods for years 2008 and 2013 for that bridge deck are used as input to the developed method. The developed method is expected to improve current practice in forecasting bridge deck deterioration and in estimating the frequency of inspection. The results generated from the developed method demonstrate its comprehensive and relatively more accurate diagnostics of defects.
