Book excerpt: EUROTRAC is the EUREKA environmental project studying the transport and chemical transformation of pollutants in the troposphere over Europe. At its inception in 1988 it had three aims: * to increase the basic understanding of atmospheric science; * to promote the technological development of sensitive, specific, fast-response instrumentation for environmental research and monitoring; and * to improve the scientific basis for taking future political decisions on environmental management within Europe. It was clear at an early stage, as the fourteen subprojects were formed and more than two hundred research groups in twenty-four countries were incorporated, that the first aim would readily be achieved. An ample demonstration that the early indications were correct is provided in the other volumes in this series which describe the scientific progress made. Substantial progress was also made towards achieving the second aim although some problems were encountered, mainly due to the high cost of the technological development required.

Book excerpt: In the concluding session of the symposium "Acid Deposition, a Challenge for Europe" held in Karlsruhe in September 1983, Dr. GINJAAR, the former Minister of Health and Environmental Protection of the Netherlands, emphasised the need for setting up a concerted research programme including the effects of air pollution on terrestrial and aquatic ecosystems. The Council of Ministers of the European Community in 1984 adopted a revision of the 3rd Community Programme on Environment comprising contract research and concerted action in the field of the effects of air pollution in eco systems. These research areas were also introduced in the 4th R-D Community Programme on Environment, adopted by the Council of Ministers in 1986 and are subject again to contract research and concerted action. The Commission of the European Community is very concerned to increase the effectiveness of researcn projects carried out within the national programmes, and those undertaken at the Community level. The Commission tends to develop an integrated scientific approach, including not only the physico-chemical behaviour, the transport and the deposition of airborne pollutants but also the effects of these pollutants, in particular on living organisms and ecosystems. With regard to the specific issue of the effects, the Commission is trying to develop and strengthen a multi-disciplinary approach associating biologists, pathologists, eco physiologists, and specialists of soil sciences, within the concerted action, as well as within coordinated research projects.

Book excerpt: This second National Environmental Outlook analyses the degree to which the measures of the National Environmental Policy Plan (NEPP) and NEPP+ are sufficient to actually achieve the stated objectives of those plans in 2000 and 2010. These analyses take account of the latest insights from the natural sciences and future expectations in the areas of population growth, economy, energy use, motor traffic and agriculture. NEPP and NEPP+ envisage a discontinuity in the trend of our environmental behaviour. For instance, most pollutants will have to be reduced by 80-90 % in 2010. The waste of natural resources will have to be sharply reduced. This Environmental Outlook shows that the measures annouced up to mid-1991 will be sufficent for an emission reduction of 50-60 %. The meaures already established will not be sufficient to bring about any fall in the use of energy and raw materials. Further effort should be taken to achieve the established environmental goals by 2010.
