Book excerpt: EU landfill directive defines three categories of landfills: landfills for inert waste, for normal waste and for hazardous waste. Criteria for which waste may be disposed at each type of landfill are also given. They consist primarily in limit values for the leaching of inorganic components. It is however possible to allow higher limit values for specific waste and components. However, this requires a risk assessment to demonstrate that this represents no additional risks to the environment. This report provides guidance on possible approaches to a risk assessment in cases where deviations from the landfill regulations are considered and to point out key issues to be taken into account. A proposal for an approach to be used in the impact assessment is presented. The focus is primarily on inorganic constituents. The results of this project may be used in the development of national guidelines on deviation from EU landfill criteria.

Book excerpt: Money laundering and terrorist financing undermine the integrity and stability of financial systems and can have a significantly adverse impact on a jurisdiction's economy. Challenges to effective supervision and prevention of money laundering and financing of terrorism were exacerbated in the aftermath of the 2008 financial crisis, with financial institutions' need for funds at times undermining vigilance as to the provenance of those funds. As such, supervisors often, and prudently, focused on coping with the crisis. Since 2009, when the first edition of this handbook was published, challenges to the integrity and stability of financial systems have continued to evolve. Money-laundering and terrorist-financing risks continue to threaten the reputations of financial institutions and entire financial sectors, exposing institutions to the possibility of severe enforcement action by public authorities or the loss of correspondent relationship facilities by their private sector counterparts. This second edition reflects the evolving challenges to the integrity and stability of financial systems, recent trends in enforcement actions by country authorities, and changes to international standards, notably an emphasis on a risk-based approach. This practical handbook supports the implementation of international standards established by the Financial Action Task Force and other bodies, * Providing examples of money-laundering and terrorist-financing supervisory frameworks in a range of countries; * Describing best practices for the supervision and enforcement of money-laundering and terrorist-financing laws and regulations; * Offering practical advice on how a particular jurisdiction might incorporate enforcement of the laws and regulations on money laundering and terrorist financing into its supervisory framework. Designed specifically for bank supervisors, this guide will also be of interest to readers working in the areas of finance, corruption prevention, law, accounting, and corporate governance.

Book excerpt: This Technical Note discusses the findings and recommendations in the Financial Sector Assessment Program (FSAP) for Sweden in the areas of financial safety net and crisis management arrangements. Since the 2011 FSAP, Sweden’s financial safety net and crisis management frameworks, including bank resolution and contingency planning, have improved. In response to the FSAP and the overhaul of pertinent EU rules, Sweden has enacted a host of new legislation, introduced a resolution regime for credit institutions and certain investment firms, and revised its deposit insurance system, allowing it to fund resolution measures. To ensure operational capacity to rapidly deploy recovery and resolution tools, further investments are needed to strengthen the safety net and crisis management frameworks.

From the financial stability analysis, banks are resilient to credit risk and could face difficulties with respect to liquidity risk. The frameworks of international reserve management and Riksbanken’s (RB’s) are reviewed by authorities. The existing framework is augmented by the high-level systemic financial stability council (SFSC) to coordinate financial stability policies and actions. The authorities will strengthen the Finansinspektionen (FI)'s resources and legal frameworks for bank resolution and security markets.

The report presents the results of a pilot study of the risks to the employees in, and the population around six industrial installations. The installations were selected to illustrate various materials and technologies present in this area e.g. toxic, flammable, cryogenic and pressure storage. The study was performed in close cooperation between authorities, industry and consultants. The report consists of 5 parts: Part I is the report of the Steering Committee, which managed the whole project. It contains the background, the aims of the study, conclusions, general comments and recommendations. Appendices I and 2 give information about the parties involved in the study and the screening process applied to the collected safety data respectively. Part 2, the main report by Cremer and Warner Ltd., presents the way the risk analysis of the six industrial installations was performed. All the steps necessary to carry out such an analysis are presented and discussed. The final results are given in tables showing the average number of fatalities per year both for employees and the population. Appendices I to VII contain the calculation models used (dischar ge rates, dispersion, combustion, etc.). Appendices VII to X give a historical review of incidents, fai lure rate data and meteorological data respectively. Appendix XII gives the final results of the consequence analyses and appendix XIII presents the fault trees and derivation of failure rates.
