Book excerpt: The UN World Commission on Environment and Development, chaired by former Norwegian Prime Minister Gro Harlem Brundtland, alerted the world to the urgency of making progress toward economic development that could be sustained without depleting natural resources or harming the environment. Written by an international group of politicians, civil servants and experts on the environment and development, the Brundtland Report changed sustainable development from a physical notion to one based on social, economic and environmental issues. This book positions the Brundtland Commission as a key event within a longer series of international reactions to pressing problems of global poverty and environmental degradation. It shows that its report, "Our Common Future", published in 1987, covered much more than its definition of sustainable development as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs" for which it became best known. It also addressed a long list of issues which remain unresolved today. The book explores how the work of the Commission juggled contradictory expectations and world views, which existed within the Commission and beyond, and drew on the concept of sustainable development as a way to reconcile profound differences. The result was both an immense success and disappointment. Coining an irresistibly simple definition enabled the Brundtland Commission to place sustainability firmly on the international agenda. This definition gained acceptability for a potentially divisive concept, but it also diverted attention from underlying demands for fundamental political and social changes. Meanwhile, the central message of the Commission – the need to make inconvenient sustainability considerations a part of global politics as much as of everyday life – has been side-lined. The book thus assesses to what extent the Brundtland Commission represented an immense step forward or a missed opportunity.

Book excerpt: This report concludes that it is getting easier for anyone to advertise themselves as a private investigator - with modern communications and cheap surveillance devices - and while the industry remains unregulated, a number of serious risks remain. The Committee explores the risks of the involvement of private investigators in the justice system and law enforcement and the threat of corruption those links entail. The Committee recommends that the Government set up a robust licensing and registration system as soon as possible. Private investigators and their companies should be governed by a new Code of Conduct for Private Investigators. Under this system a criminal record for breach of section 55 should disqualify individual from operating as private investigators. It also proposes that dealings between police and investigators should be recorded and that there should be a one year cooling off period between serving as a police officer and entering the investigation industry. While recognising the honest contribution made by most private investigators, this report highlights the involvement of some private investigators in an illegal market in personal data and calls again on the Government to strength the penalties for data offences. The Committee also calls on the Independent Police Complaints Commission to take direct control over investigations in cases alleging police corruption in relation to private investigators

With the increased specialization of international law, a series of functional regimes and sub-regimes has emerged, each with their own imageries, vocabularies, expert-knowledge, and rules to translate our hopes and fears for the future into action in the present. At issue in the development of these regimes are not just competing predictions of the future based on what we know about what has happened in the past and what we know is happening in the present. Rather, these regimes seek to deal with futures about which we know very little or nothing at all; futures that are inherently uncertain and even potentially catastrophic; futures for which we need to find ways to identify, conceptualise, manage, and regulate risks the existence of which we can possibly only speculate about. This book explores how the future is imagined, articulated, and managed across the various fields of international law, including the use of force, maritime security, international economic and environmental law, and human rights. Since the introduction of Common Foreign and Security Policy in 1993 and the publication of the EU’s first strategic document on Asia one year later, hundreds of books and journal articles have been dedicated to the study of the EU policies towards Asia as a whole, or to individual Asian countries. However, very few of these researchers ever intended to explore the strategies of Asian countries, and Asian leaders’ mindsets, vis-à-vis the EU. Quite often, the policies of Asian countries towards the EU were simply interpreted as responses to the EU’s actions in Asia. Having been passive players for decades, Asian countries are now increasingly willing to participate in the formulation of regional and global orders, for which they need to articulate their own strategies and the world needs to better understand their mindsets. In the past two years, in the framework of EU Centres in Asia-Pacific, some top Asian scholars on EU-Asian relations were brought together to debate the strategies of individual Asian countries towards the EU, and evaluate the EU’s actions in the region. In their eyes, the EU was interpreted as a normative power, a security player, a civilian promoter and a health-care supplier. Together, they aimed to establish some common rules for explaining Asian countries’ strategies towards the EU after in-depth study of the actions of individual countries in their bilateral relations with the EU. This book is therefore indispensable to any efforts to understand Asian leaders’ mindset in the EU-Asian relations and their strategies towards the EU in the twenty-first century.

Book excerpt: "Although there is debate about the estimated health burden of rabies, the estimates of direct mortality and the DALYs due to rabies are among the highest of the neglected tropical diseases. Poor surveillance, underreporting in many developing countries, frequent misdiagnosis of rabies, and an absence of coordination among all the sectors involved are likely to lead to underestimation of the scale of the disease It is clear, however, that rabies disproportionately affects poor rural communities, and particularly children. Most of the expenditure for post- exposure prophylaxis is borne by those who can least afford it. As a result of growing dog and human populations, the burden of human deaths from rabies and the economic costs will continue to escalate in the absence of concerted efforts and investment for control. Since the first WHO Expert Consultation on Rabies in 2004, WHO and its network of collaborating centres on rabies, specialized national institutions, members of the WHO Expert Advisory Panel on Rabies and partners such as the Gates Foundation, the Global Alliance for Rabies Control and the Partnership for Rabies Prevention, have been advocating the feasibility of rabies elimination regionally and globally and promoting research into sustainable cost-effective strategies. Those joint efforts have begun to break the cycle of rabies neglect, and rabies is becoming recognized as a priority for investment. This Consultation concluded that human dog-transmitted rabies is readily amenable to control, regional elimination in the medium term and even global elimination in the long term. A resolution on major neglected tropical diseases, including rabies, prepared for submission to the World Health Assembly in May 2013 aims at securing Member States' commitment to the control, elimination or eradication of these diseases. Endorsement of the resolution would open the door for exciting advances in rabies prevention and control."--Publisher's description.
