Book excerpt: Political decisions are never taken in a vacuum but are shaped both by current events and historical context. In other words, long-term developments and patterns in which the accumulated memory of what came earlier, can greatly (and sometimes subconsciously) influence subsequent policy choices. Working forward from the later seventeenth century, this book explores the ’deep history’ of the changing and competing understandings within the Tory party of the role Britain has aspired to play on a world stage. Conservatism has long been one of the major British political tendencies, committed to the defence of established institutions, with a strong sense of the ’national interest’, and embracing both ’liberal’ and ’authoritarian’ views of empire. The Tory party has, moreover, at several times been deeply divided, if not convulsed, by different perspectives on Britain’s international orientation and different positions on foreign and imperial policy. Underlying Tory beliefs upon which views of Britain’s global role were built were often not stated but assumed. As a result they tend to be obscured from historical view. This book seeks to recover and reconsider those beliefs, and to understand how the Tory party has sought to navigate its way through the difficult pathways of foreign and imperial politics, and why this determination outlasted Britain’s rapid decolonisation and was apparently remarkably little affected by it. With a supporting cast from Pitt to Disraeli, Churchill to Thatcher, the book provides a fascinating insight into the influence of history over politics. Moreover it argues that there has been an inherent politicisation of the concept of national interests, such that strategic culture and foreign policy cannot be understood other than in terms of a historically distorted political debate.

"Modern" Britain emerged from the outcome of the French Revolution and the Napoleonic Wars. The rather standard Whig account of the long nineteenth century is one of growing stability, progress and improvement. And yet nothing was preordained or inevitable about the period's stability. Ruling elites felt the constant anxieties of revolutionary terrorism. As Lubenow argues, it was a period of disorganization seeking organization. The great nineteenth-century reform acts against religious monopoly were aspects of this process of political organization. While religion did not disappear, these political actions gradually changed the constitutional position of religion. As a result, a political vacuum was created which was then filled by a secular "clerisy". These "fit and proper persons", educated in the reformed universities, qualified by success in competitive examinations, began to fill positions in the Civil Service and in the professions. The effect was to replace the eighteenth-century system of confessional loyalties with a liberal political culture based on merit. Lubenow's latest study examines the work of these intertwining nineteenth-century secular-liberal processes. Steeped deeply in archival research, this book considers biographical characteristics such as education, political connections and social associations, but it is equally conceptually guided by categories such as liberalism and secularism. It fills an important gap in the political history of nineteenth-century British liberalism by taking up the question of entanglement of secularity and liberality in the foundation of the modern state.

After 1871 both teachers and students at Oxford were freed from tests of religious belief. The volume describes the changed mental climate in which some dons sought a new basis for morality, while many undergraduates found a compelling ideal in the ethic of public service both at home and in the empire. As the existing colleges were revitalized, and new ones founded, the academic profession in Oxford developed a peculiarly local form, centred upon college tutors who stood in somewhat uneasy relation with the University's professors. The various disciplines which came to form the undergraduate curriculum in both the arts and sciences are subject to major reappraisal; and Oxford's 'hidden curriculum' is explored through accounts of student life and institutions, including organized sport and the Oxford Union. New light is shed on the social origins and previous schooling of undergraduates. A fresh assessment is made of the movement to establish women's higher education in Oxford, and the strategies adopted by its promoters to implant communities for women within the masculine culture of an ancient university. Other widened horizons are traced in accounts of the University's engagement with imperial expansion, social reform, and the educational aspirations of the labour movement, as well as the transformation of its press into a major international publisher. The architectural developments–considerable in quantity and highly varied in quality–receive critical appraisal in a comprehensive survey of the whole period covered by Volumes VI and VII (1800-1914). By the early twentieth century the challenges of socialism and democracy, together with the demand for national efficiency, gave rise to a renewed campaign to address issues such as promoting research, abolishing compulsory Greek, and, more generally, broadening access to the University. Collingwood served in Admiralty Intelligence during the First World War and although he was not physically robust enough to play an active role in the Second World War, he was swift to condemn the policies of appeasement which he thought largely responsible for bringing it about. The author uses a blend of political philosophy, history and discussion of political policy to uncover what Collingwood says about the First World War, the Peace Treaty which followed it, and the crises which led to the Second World War in 1939, together with the response he mustered to it before his death in 1943. The aim is to reveal the kind of liberalism he valued and explain why he valued it. By 1940 Collingwood came to see that a liberalism separated from Christianity would be unable to meet the combined evils of Fascism and Nazism.
