Has the 21-member forum - including the United States, Japan, China, Mexico, and most of Southeast Asia -- fulfilled its promise? To answer these vital questions, leading scholars at APEC Study Centres from thirteen APEC member economies undertook detailed studies of such central issues as trade in services, investment policy, human resource development, food and agriculture, energy, and financial stability.The findings are summarized in a policy report, "Learning From Experience", that has received wide praise and close scrutiny from senior government officials. The report concludes that APEC has successfully established itself as a world-class forum that has contributed to the affirmation of a coherent set of positive ideas. However, the report notes shortcomings in each of the critical areas of trade and investment liberalization, economic and technical cooperation, and institutional structure, and offers remedial policy recommendations to improve APECs future performance. This volume contains both the policy report and the issue studies. It is the product of the APEC International Assessment Network (APIAN), a collaborative, independent project among participating APEC Study Centres to track and assess the design and execution of key APEC initiatives.

The November 1993 Seattle meetings of APEC ministers and leaders marked a turning point for the APEC forum.APEC: Challenges and Opportunities is the result of the First APEC Roundtable held in June 1994 to analyze the issues involved and explore the future direction of APEC. Its dynamic behavior directly determines or influences four of the important characteristics of the power supply: • Stability of the feedback loop • Rejection of input-voltage ripple and the closely-related transient re sponse to input-voltage perturbation • Output impedance and the closely-related transient response to load perturbation • Compatibility with the input EMI filter Due to the complexity of the operation of the converter, predicting its dynamic behavior has not been easy. Without accurate prediction, and depending only on building the circuit and tinkering with it until the operation is satisfactory, the engineering cost can easily escalate and schedules can be missed. The situation is not much better when the circuit is built in the computer, using a general-purpose circuit-simulation program such as SPICE. (At the end of this book is a form for obtaining information on a computer program especially well suited for dynamic analysis of switching-mode power converters: DYANA, an acronym for "DYnamic ANAlysis. " DYANA is based on the method given in this book. ) The main goal of this book is to help the power-supply designer in the prediction of the dynamic behavior by providing user-friendly analytical tools, concrete results of already-made analyses, tabulated for easy application by the reader, and examples of how to apply the tools provided in the book.

This has given rise to the inclusion of procurement disciplines in trade agreements and to internationally-agreed good regulatory practices in this important policy area. The contributions to this book examine how the dynamic mix of bilateral, regional, plurilateral and international norms on government procurement is reflected in purchasing practices at the national level and whether these are leading to convergence in policies and approaches.
