Chris Hesketh examines the production of space within the global political economy. Drawing on multiple disciplines, Hesketh’s discussion of state formation in Mexico takes us beyond the national level to explore the interplay between global, regional, national, and sub-national articulations of power. These are linked through the novel deployment of Antonio Gramsci’s concept of passive revolution, understood as the state-led institution or expansion of capitalism that prevents the meaningful participation of the subaltern classes. Furthermore, the author brings attention to the conflicts involved in the production of space, placing particular emphasis on indigenous communities and movements and their creation of counterspaces of resistance. Hesketh argues that indigenous movements are now the leading social force of popular mobilization in Latin America. Mexican oil and workers provide cheap and reliable energy for the United States, while US petro dollars and agricultural jobs supply much-needed income for the Mexican economy. Mexico’s economic dependence on the United States is well-known, but The Politics of Dependency makes a compelling case that the United States is also economically dependent on Mexico. Expanding dependency theory beyond the traditional premise that weak countries are dominated by powerful ones, Martha Menchaca investigates how the United States and Mexico have developed an asymmetrical codependency that disproportionally benefits the United States. In particular, she analyzes how US foreign policy was designed to enable the US government to help shape the development of Mexico’s oil industry, as well as how migration from Mexico to the United States has been regulated by the US Congress to ensure that American farmers have sufficient labor. This unprecedented dual study of energy sectors that are usually examined in isolation reveals the extent to which the United States has become economically dependent on Mexico, even as it remains the dominant partner in the relationship. It also exposes the long-term effects of the agricultural policies of NAFTA, which led to the unemployment of millions of agricultural workers in Mexico, a large percentage of whom relocated to the United States.

Water availability in Mexico is polarized, with abundant rainfall and large rivers in the south, and desert-like conditions in the north. The central region, which is the most industrialized, is overpopulated. Mexico City pours millions of cubic meters of “blackwater” into the northern valley daily and receives its clean water from the south. To address these unsustainable conditions, the world's 4th biggest water treatment plant went into operation in 2018. The water infrastructure and governance must satisfy the demands of all sectors, including agricultural, urban, and economic activities. At the same time, water resources are affected by drought, and climate change puts constraints on the supply. As such, regulation and monitoring are important when it comes to adherence to agreed plans and priorities. Farming is more and more just performed for subsistence while cash for daily expenses is obtained from other sources. Aware of the sector’s benefits for society, Mexican policy makers recently put its services regarding food and livelihood security, agro-biodiversity, and maintenance of cultural heritage high on the agenda. Starting from that baseline, research teams affiliated to the University of Kassel and the Universidad Autónoma de Yucatán (UADY) conducted several interrelated research projects. By the 1880s, this model faced a growing energy and ecological bottleneck. By the 1950s, fossil fuels powered most of Mexico's economy and society. Looking to the north and across the Atlantic, late nineteenth-century officials and elites concluded that fossil fuels would solve Mexico's energy problem and Mexican industry began introducing coal. But limited domestic deposits and high costs meant that coal never became king in Mexico. Oil instead became the favored fuel for manufacture, transport, and electricity generation. This shift, however, created a paradox of perennial scarcity amidst energy abundance: every new influx of fossil energy led to increased demand. Germán Vergara shows how the decision to power the country's economy with fossil fuels locked Mexico in a cycle of endless, fossil-fueled growth - with serious environmental and social consequences.
