In the current climate of worldwide capitalist development, Latin America is caught between left-leaning proposals for progressive policies towards a more inclusive form of development, and the re-emergence of harsh austerity measures, neoliberal reforms and right-wing populism. Divided into two parts, this book first provides a retrospective analysis of the advance of resource-seeking ‘extractive’ capital across the continent since the 1990s. The second part goes on to focus on forward-looking challenges to neoliberal capitalist development, focusing in particular on the indigenous notion of buen vivir/vivir bien – the concept of ‘living well’ in social solidarity and harmony with nature. Drawing on cases in Mexico and Venezuela, the book argues that it will be through these new approaches to social change that we will move beyond development as we know it towards a more inclusive form of ‘postdevelopment’. Nowhere is this more evident than in Thailand where their continued destruction due to shrimp farm expansion is impacting upon forestry, fisheries and the quality of the coastal environment. In addition to the environmental damage caused, mangrove loss is also a serious social problem. Many people live and work among the mangrove forests and the destruction of the resources and ecological functions these forests provide affect the economic livelihoods and cultural heritage of many communities. Against these losses must be weighed the considerable commercial and foreign exchange benefits of shrimp aquaculture and production, which is a major export industry in Thailand. Through in-depth case studies of local communities in four distinct coastal areas in Southern Thailand, the authors are able to assess objectively the underlying economic causes, and consequences, of mangrove deforestation due to the expansion of shrimp farms. Economists, ecologists, sociologists and coastal management specialists will all welcome this unique inter-disciplinary appraisal of the ecological, economic and social implications of shrimp farm expansion and mangrove conversion. The book studies this issue in great detail for the case of Mexico. The political (and fiscal) fragmentation associated with civil war at the beginning of the century was eventually transformed into a highly centralized regime. The analysis shows that fiscal centralization can best be studied as the consequence of a bargain struck between self-interested regional and national politicians. Fiscal centralization was more extreme in Mexico than in most other places in the world, but the challenges and problems tackled by Mexican politicians were not unique. The book thus analyzes fiscal centralization and the origins of intergovernmental financial transfers in the other Latin American federal regimes, Argentina, Brazil, and Venezuela. The analysis sheds light on the factors that explain the consolidation of tax authority in developing countries.
