During the colonial period Antioqueño placer miners supplied a substantial portion of New Granada’s gold exports. Their nineteenth-century descendants pioneered investments in lode mining, colonization, international commerce, banking, stock raising, tobacco, and coffee. In the twentieth century, Antioqueños initiated the industrialization of the regional capital, Medellín. Many theories have been set forth to account for the special energy and initiative of Antioqueños. They range from ethnic and psychological interpretations (Antioqueños are descended from Jews or Basques; they are driven to succeed because of status deprivation) to historical explanations that emphasize their geographic isolation, mining heritage, or the coffee-export economy. In Miners, Merchants, and Farmers in Colonial Colombia, Ann Twinam critiques these theories and sets forth her own revisionist interpretation of Antioqueño enterprise. Rather than emphasize the alien or deviant in Antioqueño psychology or culture, Twinam re-creates the region’s late colonial economic and social structure and attributes the origins of Antioqueño enterprise to a particular mix of human and natural resources that directed the region’s development toward capital accumulation and reinvestment. Although the existing limitations of their colonial environment may have forced Antioqueños along enterprising pathways initially, the continuation of Antioqueño investments to the present day suggests that their adaptation to a specific economic reality became a way of life transcending the historical conditions that created it.

Some local inhabitants, however, tell a different tale—of white migrants rapaciously usurping the lands of indigenous and black communities. Muddied Waters examines both of these legends, showing how local communities, settlers, speculators, and politicians struggled over jurisdictional boundaries and the privatization of communal lands in the creation of the Coffee Region. Viewing the emergence of this region from the perspective of Riosucio, a multiracial town within it, Nancy P. Appelbaum reveals the contingent and contested nature of Colombia’s racialized regional identities. Nineteenth- and twentieth-century Colombian elite intellectuals, Appelbaum contends, mapped race onto their mountainous topography by defining regions in racial terms. They privileged certain places and inhabitants as white and modern and denigrated others as racially inferior and backward. Inhabitants of Riosucio, however, elaborated local narratives about their mestizo and indigenous identities that contested the white mystique of the Coffee Region. Ongoing violent conflicts over land and politics, Appelbaum finds, continue to shape local debates over history and identity. Drawing on archival and published sources complemented by oral history, Muddied Waters vividly illustrates the relationship of mythmaking and racial inequality to regionalism and frontier colonization in postcolonial Latin America.

Economic thought in Colombia can only be revealed through the exploration of economists’ practices and the role of economic arguments within broader public debate. This history of Colombian economic thought provides a detailed account of major issues that have marked the constant feedback between economic ideas and economic practice in Colombia during the 19th and 20th centuries. This volume is thus a history of the interaction between ideas and policy. Those involved in these debates – politicians, public officials, journalists, and, latterly, professional economists – established direct contact with what can be identified as the centers of production of economic theory (both in Europe and the US) and entered regional and local networks in economics, but were not just importers of ideas or theories. The way in which they read, discussed, transformed and applied economic theories in Colombia makes for a rich environment for the production and implementation of economic policies that drew, diverged and transformed the way economics was understood and used as a source of knowledge for practical concerns. This is why the history of Colombian economic thought does not fit into traditional typologies of economic schools and why it must be understood as part of a political debate and within a political, social and cultural context that demanded specific solutions to urgent social demands. Through the study of what was taught, when and how, at the beginnings of the republican era, and why and how professional economists came to lead public debate and economic policy making in the 20th century, this book explores the foundations of this permanent interaction between theory and practice. John Walton has based his studies on the assumption that the problems of economic growth are essentially political, that is, are problems of choice, decision-making, and the exercise of power. His fundamental purpose has been to discover how elites of different kinds are more and less successful in the promotion of economic development, which he defines as a process in the organization of a society leading not only to higher levels of efficient output but also to a more equitable distribution of benefits. At the time, the four cities compared were the second- and third-largest metropolitan areas in each country, Guadalajara and Monterrey in Mexico, Medellín and Cali in Colombia. This selection allows the author to pair, across countries, cases of early and large-scale industrialization (Monterrey and Medellín) with cases of more recent industrial growth in agricultural-commercial centers (Guadalajara and Cali). Walton presents historical introductions to each of the regions and integrates these with original fieldwork and interviews with more than three hundred members of the political and economic elites. The findings are extensive, but in general they demonstrate that where political and economic power is more broadly distributed, where elites are more open and accessible, and where organizational life is more active and coordinated, regions tend to develop qualitatively as well as quantitatively, showing increases both in productivity and in such benefits as public services, housing, education, and a more balanced distribution of income. If these characteristics are absent, regions may be industrialized but do not provide a broad sharing of the benefits. Walton places a good deal of emphasis on the role of foreign investments, demonstrating that the more penetrated regions are also the less developed. Finally, the results of these studies are used to evaluate and advance theories of underdevelopment and particularly of economic dependency.
