Book excerpt: Textiles and clothing (T&C) trade after lapse of quotas in 2005 has revealed China's overwhelming comparative advantage in the manufacture and export of T&C products. China's advantage in this sector attracted the use of trade remedies by WTO members under WTO laws, often in a manner contrary to WTO norms. China has also been subjected to origin-specific safeguard regimes. The EU and the US have been leading users of safeguards against China's T&C exports. The use of safeguards by the EU and the US raises a number of questions that impact on the future use of trade remedies by other countries. The use of safeguards also poses challenges for the multilateral trading system. This paper analyses the use of safeguards against China's T&C exports with a view to anticipating the future use of safeguards in the quota-free trading environment for T&C.

Available in PDF, EPUB and Kindle. Book excerpt: The effects of Sino-US and Sino-EU safeguard agreements on US, Chinese and world cotton and textile sectors are investigated using a partial equilibrium model. The effects are compared to a free trade scenario under the provisions of the Agreement on Textiles and Clothing. The two safeguard agreements capping Chinese textile exports would decrease China's textile and apparel exports, production, and domestic consumption by an average 1.57, 0.63 and 0.32 percent, respectively. The safeguard agreements cause an increase in the US cotton textile price index and a slight decrease in US net textile imports and textile consumption. The agreements cause a decrease in the world cotton price and the quantity of cotton traded, but these trends reverse at safeguard expiration. The results generally support the view that the safeguard agreements forestall the effects of free trade in textiles and apparel rather than creating long lasting shifts in the textile trade.

Available in PDF, EPUB and Kindle. Book excerpt: The author presents substantial case studies of the effect of the abolition of quotas on global trade in this sector. Concentrating mainly on China and Pakistan but also examining India, Indonesia, Vietnam, and seven other Asian T&C manufacturing countries, he contrasts post-abolition reality with pre-abolition predictions of the impact of abolishing quotas, and details the continuing distortion caused by tariffs, non-tariff barriers and through trade remedies such as safeguards and anti-dumping. All of the analysis is supported by the judicious use and interpretation of extensive statistics, compelling arguments, and interviews with entrepreneurs and trade officials in Pakistan (as a case study of a country predicted to be a major beneficiary of quota expiry).

Available in PDF, EPUB and Kindle. Book excerpt: In less than three decades, China has grown from playing a negligible role in international trade to being one of the world's largest exporters, a substantial importer of raw materials, intermediate outputs, and other goods, and both a recipient and source of foreign investment. Not surprisingly, China's economic dynamism has generated considerable attention and concern in the United States and beyond. While some analysts have warned of the potential pitfalls of China's rise—the loss of jobs, for example—others have highlighted the benefits of new market and investment opportunities for US firms. Bringing together an expert group of contributors, China's Growing Role in World Trade undertakes an empirical investigation of the effects of China's new status. The essays collected here provide detailed analyses of the microstructure of trade, the macroeconomic implications, sector-level issues, and foreign direct investment. This volume's careful examination of micro data in light of established economic theories clarifies a number of misconceptions, disproves some conventional wisdom, and documents data patterns that enhance our understanding of China's trade and what it may mean to the rest of the world.

Book excerpt: Erudite and topical, this well balanced treatment, with essays from world renowned contributors including the former President of Ireland – Mary Robinson, Jagdish Bhagwati and Nobel prize winner Joseph Stiglitz, considers the forces that propel globalization and those that resist it. Local and regional experiences from Bangladesh, China, India, Latin America and the Middle East are analyzed along with some of globalization’s most potent risks. Giving voice to sophisticated and illustrative reasoning, The Future of Globalization offers useful insights into the extraordinary human achievement brought about by increasing international economic integration, interdependence and interconnectedness, and shows how this has been a powerful force for the progress of humankind. The contributors take stock of the debate on globalization and explore ways to make globalization more beneficial for individuals, communities and countries, as well as ways to reduce its insufficiencies and mitigate the risks it faces. This book will benefit all students of economics, political science and international relations, among others, and is useful to courses that focus on globalization and its impacts.

Book excerpt: China's entry into the World Trade Organization (WTO) in 2001 was heralded as historic, and for good reason: the world's most populous nation was joining the rule-based system that has governed international commerce since World War II. But the full ramifications of that event are only now becoming apparent, as the Chinese economic juggernaut has evolved in unanticipated and profoundly troublesome ways. In this book, journalist Paul Blustein chronicles the contentious process resulting in China's WTO membership and the transformative changes that followed, both good and bad - for China, for its trading partners, and for the global trading system as a whole. The book recounts how China opened its markets and underwent far-reaching reforms that fuelled its economic takeoff, but then adopted policies - a cheap currency and heavy-handed state intervention - that unfairly disadvantaged foreign competitors and circumvented WTO rules. Events took a potentially catastrophic turn in 2018 with the eruption of a trade war between China and the United States, which has brought the trading system to a breaking point. Regardless of how the latest confrontation unfolds, the world will be grappling for decades with the challenges posed by China Inc.

Book excerpt: This book begins, and perhaps should end, with an excerpt from the writings of the late eminent Chinese scholar, Fung Yu-lan (or Feng Youlan) (1895-1990), who wrote: "The ancient Chinese culture is an inherent factor determining the Chinese style.". If the latter enunciation of Fung Yu-lan stirs one's interest in Chinese culture for the typical reasons, such as, an interest in ancient periods of China; romanticism, which focuses on the exotic and mysterious, for example, Zen Buddhism and Taoism; or simply as the source of exotic objets d'art, then all the better. Because for a typical Westerner bound in Western conventionalism and parochialism, engendering an understanding of the policies and practices of the People's Republic of China (China) necessitates understanding a modern China in light of Chinese traditional culture (or philosophy), or a China in antiquity. The consequence of Chinese traditional culture affects many political economy concerns of modern China, ranging from socio-economic, political, to international trade and other concerns. Indeed, philosophical antecedents influence modern Chinese policies and practices.

Book excerpt: There is considerable turmoil in the textiles and clothing industries as a result of the phasing out of quotas by Canada, Norway, USA and the EU and the ability of China to disproportionately profit from the new freedom of trade. Dealing with the problems requires integrated strategies from the global to local level and cooperation between governments and social partners. To aid this process the ILO is calling a tripartite meeting of governments, employers and workers organisations. This report has been prepared for discussion at that meeting. It looks at the implications of the phasing out of quotas and potential strategies for fair globalization.
