Available in PDF, EPUB and Kindle. Book excerpt: Imperial Archipelago is a comparative study of the symbolic representations, both textual and photographic, of Cuba, Guam, Hawaii, the Philippines, and Puerto Rico that appeared in popular and official publications in the aftermath of the Spanish-American War of 1898. It examines the connections between these representations and the forms of rule established by the U.S. in each at the turn of the century—thus answering the question why different governments were set up in the five sites. Lanny Thompson critically engages and elaborates on the postcolonial thesis that symbolic representations are a means to conceive, mobilize, and justify colonial rule. Colonial discourses construe cultural differences among colonial subjects with the intent to rule them differently; in other words, representations are neither mere reflections of material interests nor inconsequential fantasies, rather they are fundamental to colonial practice. To demonstrate this, Thompson analyzes, on the one hand, the differences among the representations of the islands in popular, illustrated books about the "new possessions" and the official reports produced by U.S. colonial administrators. On the other, he explicates the connections between these distinct representations and the governments actually established. A clear, comparative analysis is provided of the legal arguments that took place in the leading law journals of the day, the Congressional debates, the laws that established governments, and the decisions of the Supreme Court that validated these laws. Interweaving postcolonial studies, sociology, U.S. history, cultural studies, and critical legal theory, Imperial Archipelago offers a fresh, transdisciplinary perspective that will be welcomed especially by scholars and students of U.S. imperialism and its efforts to "extend democracy" overseas, both past and present.

Available in PDF, EPUB and Kindle. Book excerpt: Around the world, hundreds of millions of labor migrants endure exploitation, lack of basic rights, and institutionalized discrimination and marginalization. What dynamics and drivers have created a world in which such a huge--and rapidly growing--group toils as marginalized men and women, existing as a lower caste institutionally and juridically? In what ways did labor migrants shape their living and working conditions in the past, and what opportunities exist for them today? Global Labor Migration presents new multidisciplinary, transregional perspectives on issues surrounding global labor migration. The essays go beyond disciplinary boundaries, with sociologists, ethnographers, legal scholars, and historians contributing research that extends comparison among and within world regions. Looking at migrant workers from the late nineteenth century to the present day, the contributors illustrate the need for broader perspectives that study labor migration over longer timeframes and from wider geographic areas. The result is a unique, much-needed collection that delves into one of the world’s most pressing issues, generates scholarly dialogue, and proposes cutting-edge research agendas and methods. Available in PDF, EPUB and Kindle. Book excerpt: Throughout the twentieth century, cities such as Houston, Galveston, New Orleans, and Mobile grappled with the safety hazards created by oil and gas industries as well as the role municipal governments should play in protecting the public from these threats. James B. McSwain’s Petroleum and Public Safety reveals how officials in these cities created standards based on technical, scientific, and engineering knowledge to devise politically workable ordinances related to the storage and handling of fuel. Each of the cities studied in this volume struggled through protracted debates regarding the regulation of crude petroleum and fuel oil, sparked by the famous Spindletop strike of 1901 and the regional oil boom in the decades that followed. Municipal governments sought to ensure the safety of their citizens while still reaping lucrative economic benefits from local petroleum industry activities. Drawing on historical antecedents such as fire-protection engineering, the cities of the Gulf South came to adopt voluntary, consensual fire codes issued by insurance associations and standards organizations such as the National Board of Fire Underwriters, the National Fire Protection Association, and the Southern Standard Building Code Conference. The culmination of such efforts was the creation of the International Fire Code, an overarching fire-protection guide that is widely used in the United States, Mexico, the Caribbean, and Central America. In devising ordinances, Gulf South officials pursued the politics of risk management, as they hammered out strategies to eliminate or mitigate the dangers associated with petroleum industries and to reduce the possible consequences of catastrophic oil explosions and fires. Using an array of original sources, including newspapers, municipal records, fire-insurance documents, and risk-management literature, McSwain demonstrates that Gulf South cities played a vital role in twentieth-century modernization.

Available in PDF, EPUB and Kindle. Book excerpt: While policy makers are perpetually conceptualizing new reform packages, the actual enactment of those reforms is typically more challenging. Remarkably, the one public institution that is able to meet that challenge is also the largest. The United States Department of Defense, which employs over 600,000 people and deals with $500 billion in funding, has proven itself quite capable of successfully implementing reforms in an ever-changing environment. The impacts of those reforms are being felt far beyond the walls of the Pentagon. The Handbook of Military Administration is the first work in many years to reveal the implementation and reach of military administration reforms. The book provides a unique comparison of international initiatives to modernize military operations. Examine how the military's success is being imitated both throughout the United States, as well as, other nations Investigate the military administrative reforms of nations such as China and the Czech Republic Study the reforms brought about during Donald Rumsfeld's tenure, as well as the Defense Transformation Act of the 21st Century
