Many Federal soldiers returned to civilian life battling the lifelong effects of combat wounds or wartime disease. Looking to the federal government for shelter and medical assistance, war-disabled Union veterans found help at the National Home for Disabled Volunteer Soldiers. Established by Congress only weeks prior to the Confederate surrender, this network of federal institutions had assisted nearly 100,000 Union veterans by 1900. The National Home is the direct forebear of the Veterans Administration hospital system, today the largest provider of health care in the United States. Kelly places the origins of the National Home within the political culture of U.S. state formation. Creating a National Home examines Congress's decision to build a federal network of soldiers' homes. Kelly explores the efforts of the Home's managers to glean support for this institution by drawing upon the reassuring language of domesticity and "home." He also describes the manner in which the creators of the National Homes used building design, landscaping, and tourism to integrate each branch into the cultural and economic life of surrounding communities, and to promote a positive image of the U.S. state. Drawing upon several fields of American history--political, cultural, welfare, gender--Creating a National Home illustrates the lasting impact of war on U.S. state and society. The building of the National Home marks the permanent expansion of social benefits offered to citizen-veterans. The creation of the National Home at once defined an entitled group and prepared the way for the later expansion of both the welfare and the warfare states.

The other essays examine the representation of disabled veterans from Sophocles' Philoctetes to American feature films; the relations of disabled veterans to the state and society in such public policy issues as pensions, medical care, physical rehabilitation, and job retraining; and the disabled veteran's agency and experience in reentering the peacetime world. Other topics include the place of disabled veterans in societies defeated in war; the fate of disabled veterans in societies experiencing frequent changes of political regimes; the emergence of pensions and vocational rehabilitation for disabled veterans; and the abiding problem of alcohol abuse among disabled veterans. The contributors come from a variety of disciplines, including history, physical rehabilitation, Slavic studies, sociology, communication and media, and museum studies. The book will be of interest especially to researchers in the fields of war and society, the welfare state, and disability studies, as well as those in the medical, rehabilitation, and counseling fields. Most ex-soldiers and their neighbors readjusted smoothly. However, many arrived home with or developed serious problems; poverty, drug and alcohol addiction, and other manifestations of post traumatic stress syndrome, such as flashbacks and paranoia, plagued these veterans. Black veterans in particular suffered a particularly cruel fate: they fought with distinction and for their freedom, but postwar racism obliterated recognition of their wartime contributions. Despite these hardships, veterans found some help from federal and state governments, through the establishment of a national pension system and soldiers' homes. Yet veterans did not passively accept this assistance—some influenced and created policy in public office, while others joined together in veterans’ organizations such as the Grand Army of the Republic to fight for their rights and to shape the collective memory of the Civil War.
