Book excerpt: General Arthur MacArthur’s extraordinary life spans the history of the United States from the Civil War through the Indian Wars to the Spanish-American War and the heyday of American imperialism in the Philippines. And in a sense, as the father of Douglas MacArthur, his influence extends well into our own century. The General’s General is the first biography of Arthur MacArthur, and it clearly establishes his importance in American history. Arthur MacArthur’s military career began as a scrawny seventeen-year-old lieutenant, his commission owed not to any evidence of his ability but to family connections. His squeaky voice, barely audible on the parade field, combined with an adolescent conception of proper military bearing to make the young officer an object of ridicule. But MacArthur overcame this bad start and went on to become a bona fide Civil War hero. The youngest regimental commander of the war, he led his troops with distinction in battle and became one of the very first officers to be awarded the congressional Medal of Honor. In the 1870s MacArthur served in forts in the West during the Indian Wars, married “Pinky†Hardy, and started a family. He next commanded a division in the Philippines during the Spanish-American War. MacArthur went on to become the governor-general of the Philippines—the most imperial post in that blatantly imperialistic period of American history. His blunt opposition to aspects of Washington’s colonial policy in the Philippines led to a series of conflicts with Taft, McKinley, and other civilian authorities. After his return to the United States in 1907, these same leaders blocked MacArthur’s appointment as chief of staff of the army. Instead, an embittered MacArthur was forced to retire. The MacArthur family, including Douglas, never forgave the powerful men who had thwarted Arthur in his greatest ambition and denied him his place in history. After one of the most distinguished careers in the history of the U.S. Army, Arthur MacArthur died in relative obscurity while delivering a speech at the fiftieth reunion of his original Civil War regiment. A man whose whole life had been soldiering left instructions forbidding a military funeral and asking to be buried in civilian clothes rather than in the uniform he had worn so proudly from the age of seventeen. MacArthur died too soon to witness the military exploits of his famous son. But there can be no doubt that Arthur made a profound impression on Douglas, who regarded the general with awe and spent much of his own life following in his father’s footsteps. Arthur MacArthur had spent his life striving to be a soldier’s soldier; in the end it can be truly said that he was the general’s general.

This well-researched and expertly edited work casts light on the role of support troops in war, a subject too often minimized or ignored. Shay begins each chapter with an introduction that establishes the setting, the context of events, and the disposition of Carter and his compatriots and provides notes and commentary to place the letters in context. By choosing not to edit the offensive expletives of a sometimes arrogant and racist young man, Shay presents a fully nuanced portrait of a young American exploring the larger world in a time of turmoil. Enhanced by photographs from collections at the Library of Congress and the Military History Institute, as well as many of Carter’s own whimsical drawings, the book will appeal to armchair historians and scholars alike.

The USVs outnumbered regular regiments in eleven of eighteen military pacification districts, particularly through the southern archipelago, where they bore the brunt of field service, combat, and disease casualties until relieved in spring 1901 by a reconstituted Regular Army. The US Volunteers in the Southern Philippines offers the first full account of this historically unique 35,000-man force—and in the process describes how the USVs decisively contributed to the United States’ single most successful counterinsurgency campaign waged outside the Western Hemisphere. A close examination of the military achievements, garrison life, and institutional characteristics of the US Volunteers reveals how the force effectively combined the best elements of the American regular and militia traditions during its brief existence—abetted by an Army medical system vastly improved since debilitating losses in Cuba and the United States during 1898. Countering recent readings of the pacification of the Philippines as a near-genocidal event, John Scott Reed uses court-martial records to argue for a high disciplinary and behavioral standard among the USVs—in garrison, in the field, and, most critically, in their interactions with Filipino villagers. This standard, his evidence suggests, was supported by a late-Victorian, reflexively patriotic sense of masculinity that motivated the Volunteers, along with a profound belief in the self-evident superiority of American institutions. Book excerpt: In Dangerous Intercourse, Tessa Winkelmann examines interracial social and sexual contact between Americans and Filipinos in the early twentieth century via a wide range of relationships—from the casual and economic to the formal and long term. Winkelmann argues that such intercourse was foundational not only to the colonization of the Philippines but also to the longer, uneven history between the two nations. Although some relationships between Filipinos and Americans served as demonstrations of US "benevolence," too-close sexual relations also threatened social hierarchies and the so-called civilizing mission. For the Filipino, Indigenous, Moro, Chinese, and other local populations, intercourse offered opportunities to negotiate and challenge empire, though these opportunities often came at a high cost for those most vulnerable. Drawing on a multilingual array of primary sources, Dangerous Intercourse highlights that sexual relationships enabled US authorities to police white and nonwhite bodies alike, define racial and national boundaries, and solidify colonial rule throughout the archipelago. The dangerous ideas about sexuality and Filipina women created and shaped by US imperialists of the early twentieth century remain at the core of contemporary American notions of the island nation and indeed, of Asian and Asian American women more generally.
